    The Inspector General of Police (IGP), Dr. George Akuffo Dampare, has praised President Akufo-Addo, calling him a “legacy president” for his dedication to the well-being of police officers.

    During the inauguration of 320 new homes for the police service at the Tesano Police Training School, Dr. Dampare commended President Akufo-Addo for his substantial contributions to the police force since he assumed office.

    Dr. Dampare highlighted the significant upgrades in police logistics under President Akufo-Addo’s leadership, including the distribution of over 4,000 motorbikes across the country.

    He noted that President Akufo-Addo’s initiatives have extended police coverage to previously underserved communities, contributing to a notable reduction in crime and reinforcing Ghana’s reputation as one of the world’s most peaceful nations.

    Additionally, Dr. Dampare pointed out the creation of 181 regional police units, each staffed by an average of 35 officers and equipped with vehicles and motorbikes.

    This strategic enhancement, driven by President Akufo-Addo, has significantly boosted the operational efficiency of the police service and bolstered national security.

    Ghana’s Inspector General of Police (IGP), George Akuffo Dampare, made a notable appearance at the National Theatre for the second premiere of Ghanaian actor Kyekyeku’s debut film, “1957.”

    Arriving in a black Lacoste paired with jeans and accompanied by a group, a TikTok video shared by Yaw Plug captured Dampare’s arrival on April 27, 2024.

    The IGP’s presence at the young actor’s movie premiere garnered praise on social media, with many applauding his support for the emerging talent.

    Netizens expressed admiration, calling him humble and even suggesting he could make a good president for Ghana due to his result-oriented approach.

    Other celebrities such as Nana Ama Mcbrown, Aka Ebenezer, Eddie Nartey, Kwappiah, and Vanessa Nicole (Funny Face’s partner) also attended to show their support for Kyekyeku.

    Directed by 925, “1957” initially premiered on March 6, 2024, in Kumasi and features renowned actors like Aka Ebenezer and Kalsuome Sinare.

    ‘Radical’ Dampare is under attack; some corrupt police officers want him gone leader – A Plus

    Kwame Asare Obeng, better known as ‘A Plus’, has asserted that Inspector General of Police (IGP) George Akuffo Dampare is facing a barrage of betrayals and attacks from within his own ranks.

    According to the social commentator and politician, certain high-ranking members of the police force are disgruntled because Dampare, known for his firm stance against corruption, poses a threat to their illicit activities.

    A Plus suggests that these individuals, who view Dampare as a challenge, are often the orchestrators of various misconducts within the police service, including those perpetrated by lower-ranking personnel.

    He made these statements while highlighting his relationship with the IGP during an interview with KSM, “People are attacking Dampare because there has been so much rot in the police service and they have never experienced such a radical leader like him.

    He is trying to ensure that the police are doing police work.

    “He wants to ensure that you can’t be standing by the roadside taking one-cedi bribes. So, when he came, there were some officers up there who were part of that. He couldn’t trust them to deal with that, so he brought a new crop of policemen out there checking on everyone.

    Now they are crying that the small boys are not respecting the big men. If you are a big man and you’re a thief, nobody will respect you.”

    He continued, “Alex Mensah and his team are people I don’t trust. They just want to get him out so they can have their way. These situations happen to everyone.

    It happens to people in high places who choose to do the right thing. Every time, an agenda is set against people who do the right thing.”

    A Plus, however, rallied support for the IGP and the likes of the Special Prosecutor and Chief Justice, who, according to him, are ‘doing the Lord’s work’.

    “Good people need people to support them. So, you cannot talk ill about the special prosecutor, the Chief Justice, and the IGP to me. I know them and these are people who mean well,” he stressed.

    The Inspector General of Police, Dr. George Akuffo Dampare, has reaffirmed the commitment of the police and other security agencies to collaborate with the Electoral Commission (EC) and all stakeholders to ensure peaceful elections in December this year.

    He emphasized that the police will closely collaborate with the EC to address all security concerns ahead of the elections.

    “We’re here to listen to you to know the concerns that you have in the area of security ahead of the elections, so we position ourselves to resolve all of them.

    “Already, the national election security task force is working with all relevant stakeholders and we will continue to do more to ensure that our country continues to remain peaceful before, during and after the polls. So we are here to assure you that we will address all your security concerns ahead of the polls,” the IGP gave the assurance during a meeting with the Election Management Body (EMB) at the EC headquarters on Thursday.

    In response, Madam Jean Mensa, the EC chair, commended the proactive approach taken by the IGP and the police leadership towards the upcoming elections. She expressed confidence that their approach would instill confidence among all stakeholders.

    Meanwhile, the Centre for Democratic Development has lauded the IGP for his handling of recent by-elections in the country since assuming office.

    “The IGP established the Election Security Task Force and did a good show in all the by-elections that we have had, unlike Chereponi, Asankragwa, and the other places. In all the by-elections that we have had in this era, we have not had any serious issues around them.

    “So I think the experiments by the Election Security Task Force will carry us through the main elections,” The Programs Manager for CDD-Ghana, Mr. Paul Aborampah Mensah, told Accra-based Starr FM.

    Security policy expert Anthony Acquaye has criticized Inspector General of Police (IGP) Dr. George Akuffo Dampare for the police service’s response to comments made by Deputy Commissioner of Police (DCOP) Gabriel Prince regarding security arrangements for the 2024 general elections.

    Mr Acquaye views the police service’s disassociation from DCOP Gabriel Prince’s comments, stating that the Ghana Armed Forces would not be involved in election security, as a display of cowardice and weakness on the part of the IGP.

    The police service released a statement on February 20, 2024, distancing itself from the senior officer’s remarks made in a television interview on February 19, 2024.

    The comments were deemed unfounded, and the police subsequently initiated internal disciplinary processes against DCOP Gabriel Prince.

    In response, Mr Acquaye expressed that Gabriel’s comments resonated with the aspirations of many Ghanaians, who prefer the military not be involved in electoral activities due to recent electoral violence.

    He pointed to the successful police supervision of by-elections in Kumawu and Assin North without military involvement as evidence of confidence in the IGP’s leadership.

    “Mr IGP, I must tell you in your face that this statement from your outfit has exposed your cowardness, for not being the man you portray yourself to be, your inability to stand firm by the guiding principle and upholding the golden rule of oneness in the service, by sacrificing a fellow senior most officer whose statement gave hope and assurance to Ghanaians on how prepared and capable your institution is, ahead of the forthcoming 2024 general election.

    “Mr IGP, the statement from your outfit is not only unfortunate but also demoralised the spirits of your men and women and exposes the weakness of your leadership,” part of the statement read.

    “Mr IGP, I am by this write-up challenging the Ghana Police Service under your leadership to come out and explain to Ghanaians what is factually wrong with the statement made by DCOP Gabriel Prince Waabu which has warranted him to be subjected to an internal disciplinary process.

    “Mr IGP, I need answers to these questions, Is it not factually correct that the 1992 constitution mandates the police institution as the custodian of the country’s internal security operations in maintaining peace, law and order? Again, which part of the 1992 constitution states that the decision by the police not to involve the military in election security in Ghana is unconstitutional?” he questioned.

    What DCOP Prince said in the interview that warranted the disassociation and discipline by the Ghana Police Service

    “Like how we organized all those elections within last year and whatever happened in 2022, a lesson has been learned out of it. We are not maybe going to involve the military, as it were, because it was not even the police that came up with this issue.

    “So, it’s going to be only the police, prisons, fire and immigration that is going to conduct these elections. They are going to support us; it is our baby, it is the police’s baby, but we will want to co-opt in our sister security to help in one way or the other,” he explained.

    OPEN LETTER TO THE IGP OF THE GHANA POLICE SERVICE

    Dear Mr IGP,

    I write about a letter released under your command and control dated 19th February 2024 with reference number and heading; PAD/PRESS/VOL4/1/93 and POLICE STATEMENT ON COMMENT BY DCOP MR GABRIEL PRINCE WAABU ON ELECTION SECURITY respectively, where the Police Service claimed to disassociate itself from a comment made by DCOP Gabriel Prince, during a panel discussion on JoyNews, that the Police Service had learned lessons on ensuring peaceful elections, which means it will exclude the military from this year’s election.

    Mr IGP, I am putting it to you that the statement made by DCOP Gabriel Prince Waabu has been the aspiration of many Ghanaians looking forward to seeing you achieve it, as one of your strategic goals going into the 2024 general election after parading your gallant men and women to successfully supervise two crucial by-elections at Kumawu and Assin North without the direct involvement of the military which made some of us have the confidence in your leadership to fully ensure that the authority given to the Ghana Police Service by the 1992 constitution is strictly exercise without any fear or favour.

    But Mr IGP, I must tell you in your face that this statement from your outfit has exposed your cowardness, for not being the man you portray yourself to be, your inability to stand firm by the guiding principle and upholding the golden rule of oneness in the service, by sacrificing a fellow senior most officer whose statement gave hope and assurance to Ghanaians on how preparedness and capable your institution is, ahead of the forthcoming 2024 general election.

    Mr IGP, learning from the 2020 General Election, where eight citizens were killed by soldiers, with one of their justifications linked to how they are trained in handling civilian matters born fundamentally out of the military doctoral framework, I would expect that, if your administration has in its election security strategy to involve soldiers at the front line in the forthcoming 2024 general election, Ghanaians should by now know the explicit role of the military and how you are going to address the command and control friction that emerges between the police and the soldiers during joint security operation, and moreover, how soldiers can be educated on the basic law enforcement practices and policing culture to avoid some of this unfortunate incident that occurred during the 2020 general election.

    Mr Acquaye criticized the police’s U-turn on the matter, asserting that it contradicts the IGP’s previously respected leadership. He accused the IGP of exposing weakness and demoralizing the police force with the handling of this situation.

    The security expert challenged IGP Dampare to explain to the public what factual inaccuracies in DCOP Prince’s statements warranted internal disciplinary action.

    Media personality Gilbert Abeiku Aggrey Santana also known as Abeiku Santana has revealed that the persistent traffic congestion on Spintex Road has led influential figures in Ghana, such as Inspector General of Police George Akuffo Dampare, Speaker of Parliament Alban Kingsford Sumana Bagbin, and veteran media personality Kwame Sefa Kayi, to relocate to different areas.

    During a discussion on Okay FM about the challenging traffic conditions in the Spintex area, Santana shared that numerous Spintex residents, including these prominent personalities, have faced ongoing issues with heavy traffic, prompting them to seek alternative living arrangements.

    “IGP Dampare used to stay there [Spintex], but due to traffic issues, he has moved. Chairman General Kwame Sefa Kayi also used to live there, but he later moved due to the traffic.

    Speaker Alban Bagbin is also part of those who moved from there. It is not just them; a lot of people have relocated to different places,” Abeiku Santana stated.

    The Spintex Road traffic situation has been a persistent concern for residents who have lodged numerous complaints, urging government intervention.

    Despite the outcry, it remains uncertain whether authorities will take substantial action to alleviate the ongoing traffic challenges in the area.

    Spintex Road is a suburb of Accra, the capital of Ghana. 

    The name originally denotes the road which is parallel to the Tema Motorway , has become generic and is used when describing the area along the route.

    Spintex Road is a vibrant travel destination in the colorful city of Accra, the capital of Ghana, winding down from the Tetteh Quarshie Interchange to the beach at Tema.

    Dampare, others face GHS253k fine over assault on a man by police officers

    The High Court in Accra has delivered a landmark ruling, compelling the Inspector General of Police (IGP), George Akuffo Dampare and three others to pay a total sum of GHS253,709 in damages to a victim of police brutality. 

    Isaac Manu, a father of four and a Welder, was awarded compensation after suffering assault by a police officer, resulting in severe physical and psychological trauma, including the inability to have an erection.

    The judgment, presided over by Justice Kwasi Adjenin-Boateng, found the police officer guilty of applying “unreasonable force” during Manu’s arrest in 2016, based on mere suspicion of theft of a KIA Sportage car from his former employer.

    Manu’s pursuit for justice commenced on May 31, 2019, when he filed a Writ of Summons and Statement of Claim against the Defendants, which included the Inspector General of Police, the Attorney General, Vivian Adeoku, Matthew Adrah, and Kwesi Asare.

    In his legal action, Manu sought various forms of compensation, including general damages for assault, special damages covering medical expenses incurred as a result of the assault, compensation for psychological trauma, loss of earnings from the date of the incident to the present, loss of livelihood, aggravated damages due to the assault’s severe impact on his sexual function, and costs.

    Represented by Richmond Korley Esq., Manu’s case underscored the egregious nature of police brutality and the significant impact it can have on individuals’ lives.

    The defendants, represented by Gideon Agyapong Sabeng, Assistant State Attorney, were unable to refute the evidence presented by Manu’s legal team, leading to the court’s ruling in favor of the plaintiff.

    The judgment serves as a significant victory for victims of police brutality, highlighting the importance of accountability and justice in cases of law enforcement misconduct. It sends a clear message that excessive use of force by law enforcement officials will not be tolerated and that victims have the right to seek redress through the legal system.

    Plaintiff’s case:

    It was the case of the Plaintiff that he is a welder and a father of four and he used to work in the 5th Defendant’s (Kwesi Asabre) workshop at Kasoa but stopped working there in October, 2016 as a result of a misunderstanding.

    He said that on October 22, 2016, he was driving a KIA Sportage car with his son when Asabre (his former boss) also driving a car signaled him to stop which he did and parked his car beside the road.

    According to the Plaintiff, Asabre (5th Defendant) also parked his car but observed that the 4th Defendant (Matthew Adrah) and a man in mufti emerged from the Asabre’s car and without uttering a word to the Plaintiff “started beating him whilst referring to him as a thief.”

    The Plaintiff averred when he asked about what he had stolen, he was not told but they continued to beat him and hit his face with handcuffs resulting in deep cuts at the Plaintiff’s chin, lower lip, and forehead and injury to his left eye and his shirt stained with blood from the cuts he sustained.

    The plaintiff further stated that Matthew Adrah (4th Defendant) handcuffed him whilst he was still bleeding and later took him to the Kasoa Police Station in Asabre’s car.

    He added that when the counter officer on duty at the said police station enquired from Asabre and the other man what the Plaintiff had done, they responded that the Plaintiff had stolen KIA Sportage car.

    Hospital:

    The Plaintiff told the Court that it was at the Police station where he got to know the crime he was accused of and for which reason he had been beaten.

    He also said, the Counter Officer told Asabre to take him to the hospital, where the wounds were stitched to stop the bleeding.

    The Plaintiff stated that a day after the incident, October 23, 2016, he reported at the Kasoa Police Station where a meeting was held among the Plaintiff, the station officer, Vivian Adeoku (3rd Defendant), Adrah, and Asabre during which the Station Officer informed the Plaintiff that Asabre complained that the Plaintiff broke into his workshop and stole a KIA Sportage car.

    But, Asabre he said, denied making a report of stealing but rather reported that the Plaintiff owed him GH¢600.00.

    Eye surgery:

    The Plaintiff said he subsequently went to the Lapaz Community Hospital where his left eye was examined and he was given medication but he could still not see with the left eye.

    He said, the doctor informed him that his left eye was permanently damaged and he also had blood in his urine.

    The Plaintiff again said he went to Agogo Presby Hospital in the Ashanti Region for a second opinion on the condition of his left eye.

    After a medical examination at Agogo, he said he was transferred to the Emmanuel Eye Clinic in Accra, from where he was again referred to Saint Thomas Eye Clinic.

    After examination at Saint Thomas Eye Clinic, he said surgery was prescribed but he could not afford the surgery.

    Erectile dysfunction:

    He stated that he later underwent a fresh medical examination at Saint Thomas Eye Clinic and the report stated that two surgeries could restore partial sight to his left eye.

    According to him, surgeries were performed on the left eye but he is still having difficulties with his sight and it is affecting his right eye.

    It is the case of the Plaintiff that he has not been able to have an erection after the beating suffered at the hands of the Adrah Defendant.

    The plaintiff stated that after the beatings, he had collapsed on more than two occasions and also had not been able to work since October 22, 2016 and that he had spent his entire life savings and borrowed huge sums for his medical treatment.

    Minimal reasonable force:

    It was the case of the 1st to 4th Defendants that Adrah with a civilian employee attempted to arrest the Plaintiff after informing the Plaintiff that he was under arrest.

    According to the Defendants, in resisting lawful arrest by the Adrah the Plaintiff became very “violent and a scuffle ensued.”

    The Adrah (4th Defendant) was mindful of his duty to exercise minimal reasonable force in effecting an arrest, and exercising this minimum force enabled the Plaintiff to overcome the Adrah subsequently throwing him onto the ground.

    The Defendants argued that, as a police civilian employee, John Mensah Sarbah came to Adrah’s aid by separating the Plaintiff from the 4th Defendant, and in the process the Plaintiff bit the right thigh of the said civilian employee.

    They contended that the Plaintiff suffered a minor injury of a bruise over his left eye and was treated and discharged.

    The Defendants again stated the injury was a result of the 4th Defendant’s lawful use of force for the prevention or defence against the criminal offence of unlawful resistance of lawful arrest by the Plaintiff.

    According to the Defendants, the Plaintiff was subsequently given a police Medical Report Form to be presented to any government hospital, and the report was returned to the Kasoa Police but the Plaintiff rather returned the said form to PIPS instead of to the Kasoa police.

    In the said report, the Plaintiff was diagnosed as having a traumatic eye condition and he was treated and discharged, the said condition was said to be improving when the Plaintiff went for further review and therefore the Plaintiff’s claims and reliefs are unwarranted, baseless, and unfounded.

    The defendant concluded that the 3’d Defendant was not present and did not take part in the arrest of the Plaintiff and the ensuing scuffle that resulted due to the plaintiff’s resistance

    By Court:

    Justice Adjenin-Boateng in his judgment said, it is the considered view of the court that Matthew Adrah (4th Defendant), as a police officer is entitled to use reasonable force to effect the arrest of suspects including the Plaintiff herein.

    However, “it is my considered view and I so find that in the instant case the force used by the 4th Defendant to effect the arrest of the Plaintiff was unreasonable and accordingly the Plaintiff is entitled to judgment.

    The Court entered judgment for the Plaintiff as follows; General damages GH¢10,000.00, Special damages GH¢43,709.00, Damages for loss of livelihood and pain and suffering and psychological trauma (Compensation) GH¢200,000.00.

    The Court also awarded a cost of GH¢20,000 against the Attorney General, IGP, and Matthew Adrah (1st, 2nd, and 4th Defendant), jointly and severally in favour of the Plaintiff.

    Meanwhile, the court awarded the cost of GH¢5,000,00 against Plaintiff in favour of Vivian Adeoku, (3rd Defendant).

    Renowned political analyst Yaw Asani Tanoh has expressed concerns about the political ambitions of retired Commissioner of Police (COP) George Alex Mensah, describing him as a potential threat to democracy.

    Tanoh strongly advised against granting COP Alex Mensah the opportunity to represent in a political office, citing his past remarks about his superior, Inspector General of Police (IGP) George Akuffo Dampare.

    The political analyst cautioned the people of Bekwai not to cast their votes for retired COP Mensah, emphasizing that doing so could have detrimental consequences for the constituency.

    “COP Alex Mensah should be voted against; he is a threat to our democracy, a danger to our society, and a risk to political stability. Allowing retired COP Alex Mensah to enter parliament could lead to unfavourable outcomes. His demeanour and statements, especially regarding IGP Dampare, make it inappropriate for him to hold such a political position,” Tanoh asserted.

    COP George Alex Mensah officially retired from the Police Service on September 17, 2023, having completed over 30 years of dedicated service in various roles, including serving as the director general overseeing all Police operations nationwide.

    The political analyst’s warning comes at a time when concerns about political stability in the region are heightened, with Ghana remaining vigilant against potential coup d’etats in light of recent military takeovers in neighboring West African countries such as Guinea, Mali, Burkina Faso, and Niger.

    The Parliamentary Committee tasked with investigating the leaked tape involving three senior police officers conspiring to remove Inspector General of Police (IGP) Dr. George Akuffo Dampare has officially absolved the IGP of any wrongdoing.

    According to a preliminary report, the Atta Akyea Committee recommended a thorough inquiry into the conduct of the three senior officers, suggesting the possibility of pursuing perjury charges.

    “The three senior police officers namely, COP Alex Mensah, Supt. George Lysander Asare and Supt. Eric Emmanuel Gyebi involved in the conspiracy to remove the IGP should be referred for further investigation and possible prosecution for perjury under the Criminal Offences Act 1960 (Act 29) and professional misconduct under the Police Service Act, 1970 (Act 350) and the Police Service Regulations, 2012, (C.I. 76).

    “In order to safeguard the sanctity of the appointment of an IGP and, in particular, shield the appointment process from perceptions of partisanship and political “manipulation”, there is the need to review/amend article 202(1) of the Constitution, 1992, Police Service Act, (Act 350) and related legislation/statutes fundamentally to secure the independence of the office of the IGP,” the recommendation read.

    The Committee also found all the allegations made against the IGP to be baseless and unsubstantiated.

    RECOMMENDATIONS

    In view of the issues raised before the Committee and resolved by the investigations and evidence uncovered by the Committee, the Committee makes the following recommendations for consideration by the Rt. Honourable Speaker;
    The three senior police officers namely, COP Alex Mensah, Supt. George Lysander Asare and Supt. Eric Emmanuel Gyebi involved in the conspiracy to remove the IGP should be referred for further investigation and possible prosecution for perjury under the Criminal Offences Act 1960 (Act 29) and professional misconduct under the Police Service Act, 1970 (Act 350) and the Police Service Regulations, 2012, (C.I. 76).

    In order to safeguard the sanctity of the appointment of an IGP and, in particular, shield the appointment process from perceptions of partisanship and political “manipulation”, there is the need to review/amend article 202(1) of the Constitution, 1992, Police Service Act, (Act 350) and related legislation/statutes fundamentally to secure the independence of the office of the IGP.

    The office of the IGP shall be on the same terms and condition of service of a Justice of the Court of Appeal except that the tenure of office shall be non-renewable after the attainment of compulsory retirement of sixty years (60).

    A serving/sitting IGP shall not be removed from office except for stated misbehaviour or incompetence; incapacity to perform the functions of the office by reason of infirmity of body or mind and related misconduct provided under the Police Service Act or Regulations.

    Relatedly, parliament should expedite action on the enactment of the Code of Conduct for Public Officers Bill to address professional dilemmas that may lead to conflict of interest.

    Additionally, safeguarding the sanctity of the election security management, the IGP, as head of the National Election Security Task Force, should ensure transparency in the deployment of security personnel engaged in election security management operations and, where such personnel are found to have acted unprofessionally in the discharge of their duties, including in violent intimidation of a voter, they should be held accountable by the GPS or the appropriate external accountable authority/body.

    In order to promote professional and adherence to good practice, the Police Council and/or POMAB should put in place a programme of continuous professional training of police personnel at all levels regarding the legal, policy and normative frameworks (regional, national and international) for regulating professional, ethical policing, as well as professional dilemmas associated with conflict of interest. In this connection, it is worthwhile for the GPS to collaborate with key stakeholders, particularly the Commission on Human Rights and Administrative Justice (CHRAJ), the Office of the Attorney-General and Ministry for Justice and related civil society actors to achieve this objective.

    Urgent steps should be taken by the Police Council towards establishment of an Independent Police Complaint Commission (IPCC) modelled on global good/best practices pertaining in jurisdictions such as South Africa, England and Wales, Northern Ireland, Canada, Malasia, etc., to replace the existing Police Professional Standard Bureau (PPSB). PPSB currently serves as as an internal accountable mechanism dedicated to maintenance of professional standards by checking acts of misconduct and unprofessional/unethical conduct involving police personnel. The need for the establishment of IPCC is anchored in the African Commission on Human and People’s Rights Resolution 13a, 2006 on “Police Reform, Accountability and Civilian Oversight in Africa”, which aims at enhancement of peace and security, checking abuse of power and professional misconduct by police personnel. The proposed IPCC primarily would function as an independent oversight body Ombudsman) for purposes of ensuring internal and external accountability relative to the GPS.

    Strict enforcement of the provisions under the Police Service Act 1970 (Act 350) and the Police Service Regulations 2012 (C.I. 76), prohibiting serving police officers from engaging in activities outside his or her duties as a police officer which may lead to political controversy as the Committee found for the three senior police officers in this enquiry.

    9.0 FINDINGS OF FACT

    The Committee established the following as findings of fact based on the evidence gathered and undisputed by all the witnesses who appeared before the Committee:

    1. There were two audio tapes (first and second tapes) that served as the primary evidence for the Committee’s investigation. The first audio tape was one that went viral in the public domain and was made available to the Committee by Rt. Hon. Speaker of Parliament. The second audio tape was made available to the Committee by Chief Bugri Naabu through his lawyer, Mr. Raymong Dornyo. The first and second audio tapes formed one audio tape with different durations.

    2. The two audio tapes were authenticated by the four key witnesses who testified before the Committee namely Chief Bugri Naabu, COP Alex Mensah Supt. George Lysander Asare and Supt. Eric Emmanuel Gyebi. They all confirmed their voices as captured in the audio tapes as true representation of their voices as well as the contents therein.

    3. Chief Bugri Naabu, COP George Alex Mensah, Supt. George Lysander Asare and Supt. Eric Emmanuel Gyebi conspired, purposely to remove the IGP, Dr. George Akuffo Dampare because of his alleged unsubstantiated affiliation to the NDC. These allegations by the senior police officers were found to be unsubstantiated and therefore without basis but were sold to Chief Bugri Naabu by the COP George Alex Mensah, Supt. George Lysander Asare and Supt. Eric Emmanuel Gyebi in order to rile up the political sentiments of Chief Bugri Naabu and secure his support for their cause to remove the IGP and replace him with COP George Alex Mensah.

    4. The combined effect of the content of the leaked audio tape and the testimony of the three Senior Police officers before the Committee confirm that all the senior police officers captured in the leaked audio tape publicly declared their affiliation, sympathy and possible membership of the NPP, a circumstance that is prohibited by the Police Serve Act and its regulations. 5. It was also established as a fact that there was intense lobbying initiated through Chief Bugri Naabu by COP Alex Mensah, Supt. George Lysander Asare and Supt. Eric Emmanuel Gyebi aimed at removing the current IGP, Dr. George Akuffo Dampare because of the unsubstantiated claim by COP Alex Mensah, Supt. George Asare and Supt. Eric Emmanuel Gyebi that Dr. Akuffo Dampare is capable of frustrating the electoral fortunes of the NPP in the 2024 General Election.

    6. The conspiracy to remove the current IGP, Dr. Akuffo Dampare, initiated by COP George Alex Mensah, Supt. George Lysander Asare and Supt. Eric Emmanuel Gyebi is to allow for a more submissive, pliant IGP to help the NPP “break the 8”, has the potential to undermine the integrity of the forthcoming 2024 General Election and could potentially undermine the true will of the citizenry in respect of their right to freedom of choice and the right to vote as guaranteed under Article 21(13) of the Constitution and international human rights for which Ghana subscribes to, and a State Party to, particularly Article 21(1) (3) of the UDHR and Article 25 (a) (b) of the ICCPR.

    The Executive Director of IMANI Africa, Franklin Cudjoe, has refuted allegations that certain Civil Society Organizations had approached the Speaker of Parliament in an attempt to impede the ongoing investigation into the leaked audio involving certain Police officers.

    The Speaker had established a Committee to examine the audio recording, which purportedly revealed Police Officers conspiring with a Politician to have the current IGP, Dr. George Akuffo Dampare, removed from his position.

    In the audio, COP Alex Mensah, a senior police officer, asserted that if the current IGP retained his position, he would obstruct the ruling NPP’s efforts to secure victory in the 2024 election.

    All individuals featured in the recording, including the IGP, had subsequently appeared before the Parliamentary Committee.

    Nonetheless, there were indications that some figures from civil society, among them Franklin Cudjoe, expressed reservations regarding the committee’s proceedings. They allegedly met with the Speaker to urge him to suspend the investigation in order to protect the IGP’s reputation.

    Nevertheless, during an interview, Cudjoe categorically denied the validity of these claims.

    Chairman of the committee, Samuel Atta Akyea, announced that all witnesses must return with their legal representation on Wednesday to continue the proceedings.

    He stated, “The witnesses should come back tomorrow with their lawyers. The IGP should come with his lawyers, the Minister of National Security should show up with his lawyers, and proceedings will continue.”

    During his appearance on Tuesday, September 12, before the Parliamentary Committee investigating the audio recording, the IGP, Dr. George Akuffo Dampare, vehemently denied any involvement in plotting a secret recording with Bugri Naabu.

    Reportedly, the IGP will not participate in any meetings related to these proceedings at the Police Management Board (POMAB) or the Police Council. Notably, Dampare serves as the head of POMAB and is also a member of the Police Council, presided over by Vice President Mahamudu Bawumia.

    The police service encountered a tumultuous week as additional evidence, including videos and audio recordings, emerged regarding the plot against the IGP.     “In order not to prejudice the ongoing probe, the Police Administration has suspended their interdiction,” the statement, signed by ACP Grace Ansah-Akrofi, the Director of Public Affairs of the Ghana Police, said.

    The statement further mentioned its intent to initiate inquiries through disciplinary proceedings into the involvement of the three officers featured in the leaked audio.

    The Ghana Police Service had earlier issued a statement interdicting the three officers, explaining it was “to make way for disciplinary proceedings into their conduct in line with police service regulations”.

    Tensions nearly ran high at the recent Adhoc Committee meeting, where Chairman of the Committee, Samuel Atta Akyea, issued a stern and cryptic warning to Superintendent George Asare who was responding to questions when he appeared before the Committee. 

    The meeting, convened to probe the alleged leaked plot to oust the Inspector General of Police (IGP), George Akuffo Dampare, took an unexpected twist when Atta Akyea, known for his composed and deliberate demeanor, leaned in and uttered the words, “Be very careful,” directly to Superintendent Asare. 

    Mr Atta-Akyea’s remark was triggered by an engagement between a member of the committee, Honourable Eric Opoku, and Supt Asare. Hon Opoku had directed Supt Asare’s attention to certain statements attributed to him on the tape and was seeking clarification regarding them.

    One of the statements pertained to a reference made by Supt Asare to an individual known as ‘Area Mama’ in the audio recording.

    He is quoted to have said: “Today, I was with Nana Addo’s niece, you know area Mama? She said everybody has put the blame on Bediatuo,” and was asked to confirm if the claim was made by him. 

    However, responding to questions at the committee, he noted that the comment was a hearsay and that he was eavesdropping on a conversation which involved the said area Mama. 

    Subsequently, he was directed to a statement in which he implicated an individual named Bediatuo, who was mentioned in the audio, as being responsible for the difficulties faced by officers in the service.

    He is quoted to have said: “Bediatuo and the man (IGP) are ‘like this.’ He is the cause of all the problems. So, Alhaji wants to hear something good. The Commissioner is here, and he is the one, as I’ve already told you, every policeman…” and was asked by Hon Opoku to confirm. But in response, he said he wished to remain silent on that.

    It was at this point that Chairman Mr Atta Akyea cautioned Supt. Asare, advising him to exercise utmost care in his statement to avoid disassociating himself from the remarks made in the audio, as doing so could have implications for him.

    “Supt. Asare please with the greatest of respect, he’s merely bringing to the fore what is on the tape so if you confirm what is on the tape, say so, but to dilate on it, ‘I might want to do it in camera,’ but immediately you distance yourself from what’s on the tape, hmmmm, the difference is very thin but be careful, be very very careful,” Mr Akyea said.

    The initial report was accompanied by a 50-minute audio recording that revealed the intentions of certain police officers during a meeting with an individual referred to as Alhaji, who is associated with the NPP.

    However, more incriminating evidence in the form of video recordings has emerged, shedding further light on the conspiracy.

    In one of the videos, a Superintendent of Police named Asare passionately advocates for the agenda of a group during another meeting with a senior NPP member.

    In his attempt to discredit the current IGP with various allegations, including accusations of being anti-NPP, Superintendent Asare responds by stating, “because he [Dr. Dampare] is naturally born bad.”

    In the audio recording published by the media, a Commissioner-ranked senior police officer can be heard lobbying for political support in their campaign to remove Dr. Dampare.

    Identified as Mensah in the audio, the Commissioner of Police argues that Dr. Dampare’s leadership style poses a threat to the New Patriotic Party’s chances of retaining power in 2024.

    The Assin North community has been reassured by the Ghana Police Service that sufficient security measures have been implemented in the area to maintain safety, law, and order before, during, and after today’s election.

    “We wish to urge the people of the Assin North Constituency to go about their normal activities freely including going out to exercise their civic duty of casting their vote,” it said.

    It gave the assurance at a meeting held at the instance of the Inspector-General of Police, Dr George Akuffo Dampare and the Police Management Board with key stakeholders in the election including the New Patriotic Party (NPP), the National Democratic Congress (NDC), the Liberal Party of Ghana (LPG) and the Electoral Commission (EC) to enhance the working relationship among all stakeholders towards a peaceful election.

     False information

    A statement issued and signed by the Director, Public Affairs, Assistant Commissioner of Police, Grace Ansah-Akrofi, said the security concerns of all the stakeholders were noted and had been factored into the final security strategy for the election.

    “However, one concern all the stakeholders want the public to help them address is the circulation of false information on social media.

    In this regard, we wish to urge the public to be circumspect in their reportage on the election and avoid circulating false information that has the likelihood to occasion a breach of peace since the police will take the necessary action against anyone found culpable,” it said.

    The statement said the NPP team was led by its National Chairman, Stephen Ntim, and National Organiser, Henry Nana Boakye, while the NDC team was led by the National Chairman, Johnson Asiedu Nketiah, and General Secretary, Fifi Kwetey.

    The LPG was also led by its General Secretary, Jerry Owusu Appauh, and regional executive members and the Electoral Commission was led by its Director of Operations.

    “We wish to express our gratitude to all our stakeholders for their cooperation so far and look forward to the same level of cooperation for the last lap of the election to ensure a safe, secure and peaceful exercise,” it said. 
     

    Voters/Candidates

    A total of 41,168 registered voters are expected to cast their votes in 99 polling stations across the Assin North Constituency in the poll today.

    The by-election has three candidates.

    They are Charles Opoku of the NPP, James Gyakye Quayson, NDC, and Bernice Enyonam Sefenu of the Liberal Party of Ghana.

    It was necessitated by the removal of Mr Quayson of the NDC as the Member of Parliament for the Assin North Constituency due to a Supreme Court ruling on his dual citizenship case.

    Observers

    In a related development, the Coalition of Domestic Election Observers (CODEO) says it has deployed 15 observers for today’s by-election.

    It said the deployment was in fulfilment of its mandate to mobilise citizens to actively participate in the electoral process and to complement the efforts of the Electoral Commission in ensuring a transparent, free, fair and peaceful by-election.

    The Inspector General of Police (IGP), George Akuffo Dampare, has faced criticism from Rockson-Nelson Dafeamekpor, a Member of Parliament (MP) from the National Democratic Congress (NDC) representing South Dayi.

    This criticism comes in response to a directive by the IGP for all police bodyguards of MPs to surrender their weapons to the nearest police station in Assin North ahead of the by-election scheduled for Tuesday, June 27.

    While the IGP stated that the directive was aimed at ensuring a peaceful election, Dafeamekpor expressed his disagreement, asserting that the directive was unconstitutional.

    Speaking to journalists in Assin North, he argued that the IGP did not possess the authority to issue such a directive.

    However, speaking to journalists in Assin North, Dafeamekpor said the IGP had no right to give such a directive, as it was unconstitutional.

    “Bodyguards attached to MPs are part of their conditions of service. The IGP has no power to vary the conditions of service of a sitting MP in the same way he has no power to vary the conditions of service of a superior court judge in this republic.”

    “So for him to issue a statement and say that Police bodyguards of MPs should surrender their weapons to the nearest Police Station is unlawful and unconstitutional,” he stated.

    Dafeamekpor said the directive was an attempt to intimidate and harass MPs, and he called on the IGP to withdraw it immediately.

    The directive by the IGP has been met with mixed reactions. Some people have argued that it is a necessary measure to ensure a peaceful election, while others have criticized it as being unconstitutional.

    Ato Dear Dsane, a private businessman has petitioned the Inspector General of Police, George Akuffo Dampare to investigate former Ghana Ambassador to Saudi Arabia, Said Sinare and his brother Gamel Sinare.

    In a petition sighted by Peacefmonline, Mr Ato Dsane is also praying the office of the IGP to launch investigations into activities of Linco Construction And Engineering Limited and the CID officer at the East Legon District Police.

    Ato Dsane in the said petition alleged that he was once coerced by the former first vice president of the National Democratic Congress to peddle falsehood before the Economic and Organized Crime Office.

    Ato Dsane indicated in the petition that his failure to heed to the alleged demands of Alhaji Sinare and his brother did not only cost him his job but has left him traumatized with constant threats from the brothers.

    He thus wants the IGP to order an investigation into the incident and also protect him from what he perceives to be nefarious plans by the brothers.

    PETITION TO INVESTIGATE ALHAJI SAID SINARE, MR. GAMEL SINARE, GLINCO CONSTRUCTION AND ENGINEERING LIMITED, DETECTIVE CHIEF INSPECTOR DAVID AMENGOR OF EAST LEGON DISTRICT POLICE, C.I.D.

    We are Solicitors retained by Mr. Ato Dear Dsane of Sakaman, Accra.

    Our client has briefed us as follows;

    He was an employee of AGVAD GHANA LIMITED, a Company that deals with Medical imaging equipment, as the Head of Engineering and Sales from the year 2012 to 7th July 2016, where after, the Sinare brothers entered into an Agreement with our client, making him a ‘junior partner’ agreeing that Assets of the Company as well as profits from the business via its medical imaging equipment and installations would be shared amongst the three individuals, with our client receiving Twenty percent (20%) share.

    On the 19th of April, 2023, Mr. Gamel Sinare personally went to the office of our client and informed him that, the Economic and Organized Crime Office (EOCO) was investigating his brother, Alhaji Said Sinare, in respect to some contract his brother awarded when he was Ghana’s Ambassador to Saudi Arabia. Mr. Gamel Sinare further stated that, the EOCO would invite our client sometime in the course of the year and that, if EOCO does invite our client, he should lie that he is the owner of GLINCO CONSTRUCTION AND ENGINEERING LIMITED.

    Our client however informed Mr. Gamel Sinare that, indeed EOCO had invited him a week prior to he coming to his office to ask him to lie and he had already given a written statement to the EOCO investigators as well as specimens of his signature, and would never lie about owning a Company he knows he does not own and has no affiliation with.

    Our client further informed us that, Mr. Gamel Sinare told him it does not matter if he already gave a statement to EOCO and that Statements are changed all the time, and that he should return to EOCO and modify his statement; Mr. Gamel Sinare then invited our client to come by his residence for further discussions on the matter as he will be leaving to France on the 22nd of April, 2023, to which our client says he responded that NOTHING could compel him to change the initial statement he gave to EOCO. Mr. Gamel Sinare’s countenance changed and said, “Alright Ato, you will see where power lies”.

    On Monday the 8th of May, 2023, at about 7:10am whilst our client was on his way to the office at East Legon, his colleague Mr. Parker Amissah-Arthur called to inform him that, there were about six (6) heavily well-built men, who were at the frontage of the office gate and in the course of the phone-call could hear the men screaming ‘ where is Ato, where is Ato’ amidst banging on the body of the pickup Mr. Amissah-Arthur was sitting in.

    A few minutes after the banging and noise stopped, our client heard Mr. Amissah-Arthur talking to Alhaji Said Sinare on another phone, who subsequently briefed our client that, Alhaji Sinare asked him to surrender his car keys and the office keys to Alhaji Said Sinare’s son, Mr. Said Sinare who was also present.

    Our client reported the incident to Madam Souad El Ruby the mother of Alhaji Said and Gamel Sinare, who is like a mother to him based on his good and profitable work to the benefit of the family and the cordial relationship with the family, who asked our client to be calm and that she would talk with her children and revert, but that did not happen; still traumatized by the incident and fearful for their lives, as well uncertain about the business relation with the Sinares and AGVAD, our client and Mr. Amissah-Arthur lodged a Complaint of assault, threat of death, inter alia, with the Divisional C.I.D of the Ghana Police Service at East Legon and gave their statements on the 12th of May, 2023; however, nothing has been done by the Police investigator, one D/Insp. Charles Duwemopkpor.

    Our client subsequent to the Police complaint, received an undated letter from Mr. Gamel Sinare, captioned ‘DISMISSAL LETTER’ to which our client responded that, Mr. Gamel Sinare could not dismiss him as he was not a employee but a ‘junior partner’ per their Agreement of 7th July, 2016, and went further to demand his twenty percent (20%) equity in the AGVAD Company.

    On Saturday, the 3rd of June, 2023 before 6:00a.m., Police officers from the East Legon District Police together with non-Police men stormed our client’s residence at Sakaman, Accra, cut his Electrical security fencing which caused a massive explosion, waking up his wife, sisters and children who were still in bed, causing them to rush out to investigate as they thought Armed Robbers were entering the premises, only to see the men had jumped into the house, cutting the padlocks to his house gates, the leader of the group, who identified himself as D/Chief Inspector David Amengor from the East Legon District C.I.D of the Ghana Police Service, informed our client’s wife that they had been asked to come for some vehicles.

    Our client’s wife asked if they had a warrant, and D/Chief Insp. David Amengor refused, and threatened to spray her with paper if she does not allow his operations. Upon her insistence, he called in another man after a few minutes who showed her a purported warrant from the Madina District Court, which our client’s wife took photos of. Our client’s wife asked why they did not just ring the bell or bang the gates instead of causing damage to their padlocks and electrical security fencing and gate, to which D/Chief Inspector David Amengor arrogantly responded you think you’re safe in this double gated house, I would send a Technician to repair all the damage and that he has money, and showed her wads of two-hundred Ghana cedis bills in a small bag he was carrying.

    Our client was not present during the unlawful invasion of his residence but his wife called him and he offered no objection to the retrieving of the vehicles as the vehicles were operations vehicles lawfully in his possession for work; keys to one of the vehicles which were in his custody were sent to the East Legon District Police, as the detectives had that one towed.

    Subsequent to the destruction of our client’s property, D/Chief Inspector David Amengor sent series of whatsapp chats to our client’s wife about the repairs of the damage caused as well as the contact of a Technician who did not show up to repair the damage, exposing our client and his family to danger, amidst further unsavory messages and threats, the conduct of which is unbecoming of a Chief inspector of Police and he should be compelled to answer to his unprofessional and rather DEPRAVED conduct.

    It is evident that, all the hostility being meted out on and termination in breach of the business agreement by the Sinares in relation with AGVAD GHANA LIMITED are as a result of our client’s REFUSAL TO BE AN ACCESSORY TO CRIMES COMMITTED BY ALHAJI SAID SINARE, WHICH ARE BEING INVESTIGATED BY THE ECONOMIC AND ORGANIZED CRIME OFFICE.

    We humbly submit this Petition, calling for a FULL SCALE investigation to all the issues herein raised namely;

    Eighty-two police officers have dragged the Attorney General(1st Defendant), the Ghana Police Service(2nd Defendant) and the Inspector General of Police(3rd Defendant) for acting unfairly and capriciously with respect to the failure of the Ghana Police Service to promote them after the completion of their studies through the study leave with pay policy of the service.

    In a suit filed at the High Court, Accra, the police officers led by D/Inspector Kofi Osal, who were granted study leave with pay for the 2017/2018 academic year, accused the Ghana Police Service of denying them their deserved accelerated promotions or entry into the Police College after the successful completion of their studies.

    They insist that even after duly notifying the Ghana Police Service upon completion of their programs of study and petitioning it to promote them, the police service still failed to promote them notwithstanding the fact that other persons under similar circumstances have been promoted.

    The eighty-two police officers noted that the Ghana Police Service engaged in an “unfair and unreasonable exercise of discretion, the failure to uphold the duty to be fair and candid not to act in a capricious or biased manner or be driven by resentment, prejudice and personal dislike on the part of the 2nd[ Ghana Police Service] and 3rd[ the IGP] defendants,” and therefore demand that the Court give “(a) An order directed against the 2nd and 3rd Defendants to grant those amongst them who qualify for accelerated promotions as well as permit all of them to enter the Police College/Academy without any further delay.

    The suit was filed on May 15, 2023, and the Defendants are expected to enter their defense within 8 days after being duly served.

    The recent staging of “A Detective Calls” at the National Theatre was not only a showcase of talent but also a touching tribute to the late Ekow Blankson.

    After the staging of the classic George Quaye adaptation of J.B Priestly’s “An Inspector Calls,” in honor of the late Ekow Blankson the Inspector General of Police (IGP), Dr. George Akuffo-Dampari promised a protocol slot for any member of Ekow Blankson’s family willing to join the Ghana Police Service at the next police recruitment.

    The play featured a stellar cast, including Fred Amugi, Akofa Edjeani, Jackie Ankrah, Naa Ashorkor, Fiifi Coleman, Roland Adom, Andrew Tandoh Adote, and many more. The stage set up was rich, lavish, and relevant to the status of Mr. Osei Poku, one of the play’s central characters played by Roland Adom of Charterhouse Ghana.

    The attendance at all four showings was impressive, with some very important people in attendance, including the Deputy Minister of Tourism, Arts, and Culture, Heads of Business, religious institutions, diasporans, and many more.

    This he noted has led to an overall reduction in crime across the country.

    “Some of them including some women, we were using them as baits – they dress as prostitutes unknown to everybody… to get intelligence for us and things we do you don’t know or you think that the crime in the country has just shot to the lowest level magically? Do you know the things we have done? If we are to tell you, it will blow your mind,” he is quoted in a report by Myjoyonline.com.

    On the issue of discipline in the service, Dr Dampare said his administration has also waged a non-discriminatory war against indiscipline which has so far led to some 18 police officers being arrested and charged for various traffic offences.

    “It is not the arrest we are interested in, we feel very uncomfortable arresting people because sometimes our own are arrested.

    “When we started this policy of bringing discipline across the country, as many as about 18 Police officers have been arrested and put to court for many traffic offences,” he said.
    He noted that the police administration under his watch has been committed to rewarding hard work, performance and dedication.

    “For this whole idea that we are the people who know our rights and that why is this person promoted and not promoted while the laws are there? It means you don’t read – go and read your CI.

    “What you should know is that something that has never happened before has happened on our watch and that type of promotion that is done probably to some few people at headquarters and others, we changed it… the Commanders they know the people who are killing themselves for this job, identify them as long as they are two years in their rank, we will promote them,” the IGP said.

    Legendary highlife artiste, Kojo Antwi has paid a courtesy call to the headquarters of the Ghana Police Service. The purpose of his visit was to pay a courtesy call on the Inspector General of Police, George Akuffo Dampare.

    Kojo Antwi was greeted by a sea of uniformed officers as he entered the building and they were all eager to catch a glimpse of the legendary musician. Accompanied by his management team, he made his way to the IGP’s office, where he was warmly received.

    The meeting was a cordial one, with both Kojo Antwi and the IGP exchanging pleasantries and discussing a range of topics, including the role of music in promoting peace and unity in Ghana.

    SIM card re-registration has made the work of scammers difficult – IGP

    The re-registration of SIM cards, has been beneficial in helping curb the work of fraudsters across the country.

    This was disclosed by the Inspector-General of Police (IGP) George Akuffo Dampare, when he spoke at the Public Accounts Committee hearing.

    According to the IGP, “the challenge used to be the case where we had people walking to any service provider and getting a SIM card registered.”

    He, however, noted that: “With the registration of the numbers and the blocking of all the numbers which are unregistered, there is a difficulty for these people [scammers] to continue with their operations.”

    He added: “So the registration has helped us in defining the space to get these people arrested.”

    Government began the re-registration of SIM cards across the country with the Ghana Card as the only accepted document in October 2021.

    The re-registration of SIM cards is geared at hounding down persons who use mobile phones for criminal activities.

    Ace broadcaster, Bridget Otoo, has descended on the Inspector General of Police, George Akuffo Dampare after the Ghana Police Service released a statement into an audio recording which captures some officers allegedly planting substances suspected to be narcotics in the vehicle of a member of the public.

    In a Tweet she shared on January 18, 2023, Bridget asked Ghanaians not to take the word of the Ghana Police over the victim reportedly captured in the audio complaining about being set up.

    According to her, the police are fond of planting cocaine and weed in people’s cars.

    “Your men are going round planting cocaine and weed in Peoples’s cars, and instead of dealing with it, you care about the word ‘some’!!

    “Don’t take the word of @GhPoliceService over the victim. IGP should be ashamed of himself. You know the victim, your men have spoken to the victim,” she shared.

    Meanwhile, the Ghana Police said in a statement that they had contacted the Narcotics Control Commission and the Ghana Armed Forces as part of their investigations, but both organizations have denied knowing about the occurrence.

    A press statement issued on January 17, 2023, said initial checks at the stations mentioned in the audio, East Legon and Accra Central Police Stations, had revealed that no such complaint had been made.

    “On this issue, we (clergy) disagree with Dampare. On 31st, we will prophesy come what may and, in all humility, unless God doesn’t speak to us. Tomorrow whatever God reveals, I will say it, what requires concealment I will treat as such.

    “Every prophet should speak because failure to do so will mean we speak of our own. So Dampare and his team should reconvene another meeting and stop issuing that pre 31st night warning,” he added.

    The renowned clergyman, who is also known as the Nation’s Prophet, explained that despite all the efforts Akufo-Addo was putting into governing the country, his achievements appear muted.

    Owusu Bempah said it seems as though there is a blanket placed on the country which is obstructing the good works of the president from manifesting.

    “Nana Akufo-Addo is doing a lot but it seems concealed because of this directive. It is as though there is a blanket draped over the country. How can a sitting president and his vice be hooted at in public? It is not normal,” he submitted.

    Akufo-Addo was hooted at on three occasions over the course of the year, first at the Global Citizen Concert at the Black Star Square then twice during engagements outside Accra.

    Vice President Mahamudu Bawumia on the other hand was booed at when he represented the president at the annual Hogbetsotso Za in the Volta Region.

    “The president and his people should realise that something is not right. NPP came to power with a prophetic word. What myself and others saw showed that it was God who was bringing Akufo-Addo into office.

    “In his first four years, things were very okay. Even as we speak, he is doing a lot but it seems that his efforts are concealed. There is a hand covering something and they must sit up. Any godly nation that rejects God will attract curses,” he added.https://www.youtube.com/embed/n9dBwg1lKxI

    Owusu Bempah was very close to Akufo-Addo until they fell out after the clergyman was arrested and put before court over a public disturbance case.

    Earlier this year, he announced that he was no longer on good terms with the president and that he had stopped praying for him and the government.

    On Christmas day, however, he hosted Vice President Mahamudu Bawumia who appealed to him to remember the government in prayer.

  • ‘God bless Dr. Dampare’ – Funny Face details how IGP helped him through depression

    The Inspector General of Police (IGP), Dr. George Akuffo Dampare, has been praised by Ghanaian comedian Benson Nana Yaw Oduro Boateng, also known as Funny Face, for helping him recover from depression.

    Speaking on the GTV Breakfast Show, Funny Face praised the IGP despite the fact that he had given the go-ahead for his arrest on October 18, 2021 at 10:14 PM for threatening his baby mother and others. After a court order, he was later transferred for a psychiatric evaluation.

    “God bless Dr. Dampare, he said, Funny Face calm down, One day you’ll see your Ella and Bella. Take care of your mental health, take care of your sanity. Stay focused or you might not live to see them. And that thing has always been here[he pointed his index finger to his head]”, Funny Face narrated.

    Funny Face who doubles as the ”Children’s President”, because of his affection towards them has overpowered depression and intends to tour Senior High School in Ghana, to create awareness on depression based on his experience.

    He also called on Corporate institutions and Ghanaians to support his course.

     

  • Funny Face pays a courtesy call on Ghana Police

    Ghanaian comedian Funny Face has paid a courtesy call to the Inspector General of Police (IGP), George Akuffo Dampare.

    In an Instagram post shared on November 8, 2022, the comedian thanked the Ghana Police for helping and enabling him.

    With regards to what type of inspiration they gave him, it wasn’t revealed by the comic actor on his page.

    “GYE NYAME …Thank you, Ghana Police, for the support and encouragement. Long live Ghana,” he captioned his post.

    In 2021, Funny Face was arrested for allegedly threatening ‘certain’ individuals on social media, including Fada Dickson and Bola Ray.

    He also threatened to kill his ex-lover Vanessa and criticised former African Footballer of the Year, Emmanuel Sheyi Adebayor, one of his close allies, until they cut ties.

     

    But police found the threats so grave that the actor cum musician was picked up and treated as a “suspect”.

    Funny Face’s rants and threats stemmed from his former wife, Vanessa, who left their marriage with his twin daughters.

    When efforts to get back with her proved futile, he went on a rant and lost control of who he was until his arrest.

  • Dame, Dampare sued for GH¢10m by family of man allegedly killed by 9 police officers

    The family of a man who was allegedly killed by some police personnel at Adomfe, in the Asante Akyem South Municipality of the Ashanti Region, have filed a GH¢10 million suit against the Inspector General of Police, COP Dr. George Akuffo Dampare; the Ghana Police Service, and the Attorney General.

    The suit, according to a report by The Chronicle newspaper, is jointly filed with nine others.

    Stating the details available to it, the newspaper said that the deceased man, 33-year-old Kofi Ampomah, was allegedly seized by nine police officers on October 15, 2022, just after he had closed from work.

    Further details said that upon his seizure, the police officers allegedly assaulted him by using pepper spray on him, after which they butchered him with cutlasses or machetes.

    The police are then said to have left the man unattended.

    Maxwell Boamah, who is said to be a customary successor of the late Kofi Ampomah, is also reported to have said that the body of the deceased was handled like an animal by the officers from the Konongo Division of the Ghana Police Service.

    “The police finally dumped the deceased at Konongo Odumasi Government Hospital and lied that he had been killed by armed robbers,” details of the writ said.

    The report added that the family of the deceased is filing a suit for GH¢10 million as compensation that will be used for the education, maintenance, upkeep, and trauma suffered by the dependants of the deceased.



    Why Kofi Ampomah was killed?

    The Chronicle newspaper explained that Boamah, the relative of the deceased, said that Kofi was mistaken for a young man who had allegedly reported the defendants (the nine policemen) to the Bompata police for apparently releasing a woman.

    The woman, it added, was allegedly selling local gin mixed with a substance suspected to be Indian hemp to the public.

    “He averred that the police, on two different occasions, arrested and released the woman in question after extorting GH¢3,000 and GH¢4,000 respectively from her,” the report said.

    Police officers named in the writ:

    According to the writ, the following are the names of the officers alleged to have been involved in the death of Kofi Ampomah:

    General Sergeant Suleman Seidu (Sully Seidu), G/CPL Seth Agbango (Seth Agbango), D/L/CPL Salifu Yakubu, G/SGT Samuel Awrjamb, G/SGT Opare Samuel (Opare Samuel Antwi), D/CPL James Astikson Mensah (James Mensah), G/CPL Nyame Hayford, G/CPL Emmanuel Divines Delasi (Delasi Divine), and G/L/CPL Samuel Kwame Gorman (Gorman Samuel).

    Additionally, the writ has named the IGP, COP Dr. George Akuffo Dampare, and the AG, Godfred Dame, jointly in the case.

    About the late Kofi Ampomah:

    Details contained in the writ showed that the deceased was a Sprinter ‘trotro’ driver who plied his trade along the Adomfe to Kumasi Road.

  • Black market fraud: ‘President has spoken, it’s time to act’ – Oppong-Nkrumah to IGP, BoG

    Kojo Oppong-Nkrumah, the Minister of Information and Member of Parliament for Ofoase-Ayirebi, has tasked George Akuffo Dampare, the Inspector General of Police, and the Governor of the Bank of Ghana with carrying out the President Nana Akufo- Addo’s directions on forex illegalities.

    On October 31, 2022, the President gave a speech outlining the steps he is doing to alleviate the recent market volatility.

    The President said; “The recent turbulence on the financial markets was caused by low inflows of foreign exchange, and was made worse in the last two to three weeks, in particular, by the activities of speculators and the Black Market. An anonymous two-minute audio message on a WhatsApp platform predicting a so-called haircut on Government bonds sent all of us into banks and forex bureaus to dump our cedis, and, before we knew it, the cedi had depreciated further. All of us can play a part in helping to strengthen the cedi by having confidence in the currency, and avoiding speculation. Let us keep our cedi as the good store of value it is.

    “To those who make it a habit of publishing falsehoods, which result in panic in the system, I say to them that the relevant state agencies will act against such persons. Indeed, some steps have been taken to restore order in the forex markets and we are already beginning to see some calm returning. We will not relent until order is completely restored. The following actions have been taken thus far:

    1) enhanced supervisory action by the Bank of Ghana in the forex bureau markets and the black market to flush out illegal operators, as well as ensuring that those permitted to operate legally abide by the market rules. Already some forex bureaus have had their licenses revoked, and this exercise will continue until complete order is restored in the sector;

    2) Fresh inflows of dollars are providing liquidity to the foreign exchange market, and addressing the pipeline demand;

    3) the Bank of Ghana has given its full commitment to the commercial banks to provide liquidity to ensure the wheels of the economy continue to run in a stabilized manner, till the IMF Programme kicks in and the financing assurances expected from other partners also come in;

    4) Government is working with the Bank of Ghana and the oil producing and mining companies to introduce a new legal and regulatory framework to ensure that all foreign exchange earned from operations in Ghana are, initially, paid to banks domiciled in Ghana to help boost the domestic foreign exchange market; and

    5) the Bank of Ghana will enhance its gold purchase programme.”

    Speaking in an interview with Kwami Sefa Kayi on Peace FM’s ‘Kokrokoo’ show, Kojo Oppong Nkrumah called on the State authorities not to let the President’s orders be in vain.

    “The President cannot go and stand at Airport Police station to arrest those selling money on the black market when he has given this direction and the Governor is there, the IGP and the Police officers are at the Airport Police station this morning. So, action must follow… and you see if we all decide to dump everything on the President as the only source of our interest and our criticisms, people will go scot free… We have to ensure action happens but it is the collective effort and pressure on all the agency Heads to get the action happening,” he stated.

     

  • DCOP Faustina Agyeiwaa Kodua Andoh-Kwofie appointed CID boss to replace Ken Yeboah

    Graphic Online has learned that Deputy Commissioner of Police (DCOP) Faustina Agyeiwaa Kodua Andoh-Kwofie, the first woman to lead the prominent Intelligence Department of the Ghana Police Service, has been named Director General of the Criminal Investigations Department (CID).

    Isaac Ken Yeboah, a retired COP, is replaced by her.

    Today, September 22, 2022, Isaac Ken Yeboah announced his retirement from the military and was officially withdrawn from the service during a ceremony held at the National Police Training School in Accra.

    This followed his attainment of the compulsory retirement age of 60, after serving 30 years, nine months and 22 days in the police service.

    In attendance was the Inspector-General of Police, George Akuffo Dampare, former IGPs – Patrick Acheampong and David Asante-Apeatu, former COPs and senior police officers among others.

    Replacement

    Globally, the issue of a lack of female representation at the upper echelons of security services becomes topical but Ghana achieved a major milestone in August 2021 with the elevation of the then Assistant Commissioner of Police (ACP) Faustina Agyeiwaa Kodua Andoh-Kwofie as the first woman to head the high profile Intelligence Department of the Ghana Police Service (GPS).

    She has moved from that step to take over as CID boss at her current rank of DCOP.

    Who is ACP Andoh-Kwofie?

    Until her elevation last year to head the Intelligence Department, she was the Director in charge of the Commercial Crime Unit under the CID at the National Police Headquarters.

    Her duties at her former office included leading and directing investigations into fraudulent transactions such as money laundering.

    She, is therefore, coming into her new position with critical firsthand experience in what has become the menace of financial crime that thrives in a globalised digital economy.

    Having risen through the ranks by dint of hard work, she has over 29 years of work experience in active policing.

    She was enlisted into the service on October 1, 1992, and passed out on October 1, 1993 as a Constable,” she recounted to The Mirror in an interview which was published last year.

    Breakthroughs

    With excellent managerial and leadership skills, she has held various command positions in the GPS and symbolic of what is becoming a trend of excellence in Ghana’s policing leadership, she holds a professional qualification outside of her policing work. She is a trained lawyer.

    Memberships

    She is a member of the International Police Women Association.

    She was a member of a task force that drafted a national action plan for the Elimination of Child Labour in 2007 at Sogakope and was also a member of a committee that was set up by the then IGP Kwarteng Acheampong to review the syllabi used by the Ghana Police College in 2007 and a member of Police UN & UN Mission selection text team in 2007.

    She has also been a Board member for Africa Centre for Counter-Terrorism since 2016.

    Academic background

    Her desire to achieve academic laurels is undoubtedly manifested in the various academic programmes she has undertaken and the positive impact these have on her work performance.

    She holds a Bachelor of Laws (BL) from the Ghana Law School and an LLB from the University of Ghana. She was called to the Bar in 2013.

    Among her tall list of academic successes are MA in International Relations, MBA in Human Resource from University of Ghana, MSc Criminology & Criminal Justice-University of Portsmouth, UK, and a Bachelor of Education in Psychology, University of Cape Coast.

    She has four academic research works to her credit. ACP Andoh-Kwofie had her secondary education at St Monica’s Secondary School and Nsutaman Catholic Secondary where she was the Assistant Head Girl from 1990 to 1991 and the Girls Prefect from 1988 to 1989 respectively.

    Currently, she is the Vice-President of the Nsutaman Old Students Association (NOSA).

    Family

    She is from Kwamang in the Sekyere Central District in the Ashanti Region. She is a Presbyterian and a mother of two boys.

    She enjoys researching modern trends in policing and how to combat crime.

    For her, cooking is her passion and she loves to sing when in a great mood.

     

  • Police CID boss Ken Yeboah retires from active service

    At a ceremony given in his honor on Thursday at the National Police Training School in Accra, Director-General of the Criminal Investigations Department (CID), Commissioner of Police (COP), Isaac Ken Yeboah, said these last remarks.

    This came when he reached the mandatory retirement age of 60, having worked as a police officer for 30 years, 9 months, and 22 days.

    The Inspector-General of Police, George Akuffo Dampare, as well as past IGPs David Asante-Apeatu and Patrick Acheampong, former COPs, and top police officers were present.

    Ceremony

    Dressed in a ceremonial regalia, COP Yeboah earlier inspected a Guard of Honour after which he was graciously pulled out in a Pick-up vehicle as he waved goodbye to colleagues, friends and family who had turned up in their numbers to bid him farewell.

    COP Yeboah said he was happy to have served in the service and the nation for many years without blemish.

    He said the experience he had gathered over the years will shape the rest of his life.

    “It is time to spend the rest of my life in private. I am proud to be a Ghanaian and extremely proud to have served in the Ghana Police Service and my country honourably without blemishes.

    “I will forever be grateful to the Almighty God for giving me the wisdom to choose a career as a police officer and serving under very fine officers at various times in my career,” COP Yeboah added.

    He thanked senior officers who he said made his journey in the service a fruitful one, especially those who encouraged him when the going was tough.

    Commendation

    The Chaplain General of the Police Service, DCOP Very Reverend Father George Arthur, who read the exaltation, commended the out-going CID boss for the important role he played in the service which he said had helped to improve the image of the Police Service.

    About COP Yeboah

    COP Yeboah rose through the ranks to become the CID boss.

    He was a member of the National Security Council, a member of the Small Arms and Light Weapons Commission, and a former member of the Police Council.

    He had Bachelors and Masters Degrees from the Kwame Nkrumah University of Science and Technology (KNUST) and a Lawyer.

    COP Yeboah was also a graduate of the Federal Bureau of Investigation (FBI) National Academy in Quantico, and a product of the University of Virginia, both in the US.

    He held several managerial positions in the Police Service, including Director-General, Administration; Director-General, Technical; Director-General, Legal and Prosecution, and Northern and Ashanti Regional Police Commander, among other positions.

    COP Yeboah is married with four children.

    He was presented with a citation by the Police Service for his selfless contributions.
