  • New Parliament chamber shouldnt cost more than $200m Majority Leader

The Minister for Parliamentary Affairs, Osei Kyei-Mensah-Bonsu, says the state does not intend to spend more than $200 million on the new 450-seater new parliamentary chamber.

Read: Speaker Mike Oquaye in Moscow for Parliamentary Conference

The planned construction was announced last Friday when members of the Parliamentary Service Board received a model for the proposed new Chamber.

“We all think that the facility should not exceed a certain amount; that is $200 million. We are looking at anything between $150 million and $200 million,” Mr. Kyei-Mensa-Bonsu told Citi News.

Read: Proposed new parliamentary chamber block design unveiled

Despite the increase in capacity, Mr. Kyei-Mensa-Bonsu, who is also the Majority Leader, quelled suggestions that the number of legislators could also increase.

“There is a great misunderstanding of the intent of the project. It is not intended by anyone to increase the number from 275 to 450. Nobody is talking about that at all. We want to have a design such that the President will be sworn in in parliament before Parliament.”

The construction of a new parliamentary chamber is expected to begin before the end of 2019.

Famed architect, David Frank Adjaye, designed the model and at the Friday meeting, he took the parliamentarians through the proposed design and their concepts.

He told the media that the project will be completed in three years if it begins before the end of the year.

The new chamber will be a multi-purpose building with a chapel, mosque, eatery and a museum.

The plan for the construction of a new chamber dates back to 2017 when the Vice President, Dr. Mahamudu Bawumia disclosed that the government was considering the construction of a new chamber because existing one appeared to lack structural integrity.

The construction of the new chamber has, however, gotten some detractors with the Member of Parliament for Kumbungu, Ras Mubarak saying it was needless.

“Ghana clearly does not need a 450 member chamber. The expenditure cannot be justified. A country as small as Ghana should not be entertaining the thoughts of having a 450-member chamber. Yes indeed, democracy is expensive but we must not make it too expensive. Currently, there are many issues at the top of the minds of our constituents. Water, road, electricity, schools, you name it,” he argued.

Mr. Ajarfor, who was detained alongside a fellow journalist, Emmanuel Yeboah Britwum, will be arraigned later today, Tuesday and charges against him made known.

Ajarfor had claimed that he was manhandled and tortured by National Security personnel during his interrogation.

Personnel who identified themselves as operatives from the National Security reportedly arrested two journalists of the online portal in their office in Accra on Thursday.

It remains unclear why the two were picked up but it is believed to be linked to an article published by the website which was critical of the National Security Minister, Albert Kan Dapaah and Member of Parliament for the Effutu constituency, Alexander Afenyo-Markin.

The arrests were criticised by groups like the Media Foundation for West Africa (MFWA) and the OneGhana Movement.

The foundation called on the Minister of National Security and the National Security Co-ordinator to clarify the circumstances surrounding the raid, who the perpetrators are and whether they were officially mandated to carry out the operation.

According to MFWA, the editor of modernghana.com, William Nana Beeko said the operatives did not present any warrant.

They also reportedly seized laptops from the media organisation.

The participants were drawn from six municipalities and districts across the 16 regions of the country.

Mr Bert Van Der Waal, the Programme Manager of Visio International, said the workshop is to help the participants to identify early, children with visual impairment problems for support so that, they can join the mainstream education system from the early ages and progress gradually through the educational system.

He said his outfit wants to ensure that children with visual impairment can live a normal life, socialize and play with their other colleagues without being neglected.

The Programme Manager advised that the beneficiaries of the training to form a group in their various municipalities and districts with other stakeholders to organize better care for children in their areas.

Mr Jeremiah Badu-Shayer, the Country Coordinator for the Visio Programme, said the training is to help the participants to establish a referral system for early and appropriate referral of children identified in their communities with eye challenges.

He said some of these cases require early detection so that the problem could be rectified, however, due to the lack of knowledge, the problems have been neglected leading to aggravation situations.

Dr James Addy, the Head of the Eye Care Unit of the Ghana Health Service, said the age limit was selected because it has been realized that there is a gap in the treatment of children with eye challenges between the ages of zero to six years.

He said now that the country is promoting inclusive education, there is no need for children with such cases to end up in the schools for the blind but be encouraged to be part of the normal school system.

Ms Joan Kafui, the Special Education Coordinator at La Dadakotopon Municipal Education office, said the training has shown them how to manage and train such children with special educational needs as well as nurture them.

She said they were made to understand that even before one can manage such children, one needs to show them love, empathy and acceptance to be able to understand them better to provide the needed service.

  • Ghana Exim Bank debunks missing GH¢33 million story

The management of Ghana Exim Bank has debunked a publication in The Herald which suggested that an amount of GH¢33 million had gone missing at the bank.

Read: Ghana Exim bank initiates stringent measures to recover loans

The bank has labelled the publication an untruth, saying it lacks basis and only aims at malice towards its Chief Executive Officer and the bank.

Read: Exim Bank unveils 3-year strategic plan; 100,000 jobs to be created

The Herald publication focused on the Ghana Exim Bank and the Ghana Export Promotion Authority, based on a report of the Auditor-General on special audits carried out on selected state institutions in the year 2018, which raised issues on various transactions at the two institutions.

Below is the full rejoinder by the bank.

RE: GHS 33 MILLION MISSING AT GHANA EXIM BANK

The attention of the Management of GHANA EXIM BANK has been drawn to a front page publication with the above banner headline in THE HERALD which also featured the picture of our Chief Executive Officer.

Management deem the publication as malicious, mischievous and misleading and has no factual basis and it is only intended to bring the hard won reputation of our Chief Executive Officer, Mr Lawrence Agyisam and the Bank into disrepute.

    And in view of the fallacious nature of the reportage, we wish to rebut the content and set the records straight and hereby state the following;

    That;

    • No GHS 33 Million is or has been missing from the accounts of the GHANA EXIM BANK between the stated period of the said audit carried out at the Ghana Export Promotion Authority by the Auditor General Dept;
    • In your said report, you stated amongst others that, ” GEPA received a total of GHS32,949,957.57 from GHANA EXIM BANK as its 10% share of its share of the 0.75% Import Levy” and that GEPA was not provided with any evidence such as transactions report or funds release advise from the GHANA EXIM BANK or the Controller General of the Ghana Revenue Authority”; so how could monies transferred from the account of Ghana Exim Bank and duly receipted by Ghana Export Promotion Authority be classified as missing monies and therefore attract such a prominent front page banner headline?
    • In view of the obvious interest that your paper seemed to have shown in the Audit Report, and your subsequent wide publication of it, management would have expected that such a responsible media house could have cross-checked with the Bank to verify the veracity or otherwise of the Report before going to the Press but unfortunately, this basic ethic of the journalistic profession was not adhered to.
    • The Bank has documentary evidence of the said transaction and is ready to submit same for authentication and verification by any State Regulatory Institution mandated to do so.
    • As a statutory public institution, we strictly operate and are guided by the tenets of the Public Financial Management Act 20016, (Act 921) and the Bank’s Finance and Accounting Manual which enjoins us to prudently protect and use of public funds;
    • We want to reiterate that the Bank operates an open-door policy with its cherished stakeholders, including the media, and would want to use this medium to urge the general public especially the media, to always endeavour to seek clarification(s) on any issue (s) concerning the operation of the Bank.
    • For the information of the general public, per the Ghana Export -Import Bank Act 2016, Act (911), the Ministry of Finance is the supervisory Ministry of the Bank and not the Ministry of Trade and Industry as wrongly stated in the report.
    • Being a responsible public institution and in view of the malicious and distorted reportage on the subject matter by your paper, we demand that you publish this rejoinder and give it the same prominence as the main story.
    • We hope our right to rejoinder will be respected.

  • Harrowing story of how 22-year-old SHS graduate escaped from kidnappers

You will be amazed to know that ever since the phenomenon of kidnapping reared its ugly head in Ghana in 2018 and continue to wreak havoc, many Ghanaians have felt the shivers down their spines but unfortunately, not everyone believes the stories.

Shockingly, not even the disappearance of the 3 Takoradi girls including the attacks and abduction of some foreign nationals in the country in recent times could cast away their doubts.

As doubting ‘Thomases’, they might either being waiting to have a taste of the activities of the so-called kidnappers themselves or hear from a close relative who escaped from being a victim to share his/her story before they can come to terms the realities on the ground.

Well for those of you out there who are still living in doubt about the kidnapping phenomenon in Ghana, a 22-year-old SHS graduate who recently escaped from the hands of her abductors have been sharing her harrowing story to make you believe.

Read: Suspects in Canadian girls kidnap allege BNI torture

Linda Owusuwaa Danso is a resident of Anyaa-Palas Town, a suburb of Accra who graduated from the Senior High School (SHS) last year but due to weak pass in the Mathematics subject couldn’t get enrolled into school but currently undergoing remedial class to better her grades to guarantee her entry into the University.

According to Linda, she met her ‘waterloo’ one fateful morning; somewhere in May 2019 while on her way to lectures.

While walking a stretch leading to the ‘school junction’, (the nearest Junction) where she can find a commercial bus which in the local parlance is called “trotro” to school, she chanced upon a taxi driver who offered her a lift to save her the hustle of getting late to class.

“He mentioned my name and asked, if I’m off to school and I nodded in agreement and he went ahead to add that, “looking at the time, it looks like you’re running late for school”, that I should hop into the car so he can drop me off at the Junction”.

“It sounded to me like an offer from a ‘good samaritan’ therefore there was no way I could reject it. Also looking at the face of the driver, it looks familiar to me so I did not entertain any fear and there didn’t hesitate to join him”.

Miss Danso said she sat at the back seat of the commercial car (taxi) together with two other passengers who are men.

She further averred that while they were on their way, she noticed something strange happening which kept her wondering to herself and even made her a bit worried and uncomfortable but she decided to kept her cool and even encouraged herself not to bother her head over it since it meant nothing.

Recounting her ordeal, she said, “I’ve observed one of the men seated handed over a ten (10) Ghana cedis note to the driver and signalled him to alight at an unknown location which does not exist on the stretch the car is plying”.

“In fact that also made me confused and I wondered if it is appropriate but I’ve again decided to let go”.

According to her, another instance that got her befuddled was when she was asked to mention the time of the day which she did correctly, but unfortunately that was disbelieved by the passengers on board of which they demand of her to verify that by a look on her mobile phone which she did hesitantly, a request she was not comfortable with but had to comply just to please them.

Since her stay in the car, she observed one strange event leading to another all in just a spate of five minutes, then came the unthinkable one when she heard the driver called on her to help him push a black polythene rubber bag which contains an unknown substance into the carrier compartment of his car to prevent it from falling down.

Linda narrates, the seeming opening of the rubber bag almost led to the dropping of its contents which hang precariously at its edge.

“He asked me to push the rubber into the compartment with my hand and I obeyed. While I was doing that with one of my hands, he asked me to use both of my hands instead”.

At this point, Mavis began to suspect a foul play but was still cool within.

“But just when I was about balancing myself, to carry out his orders, I felt in my spirit that I should look on my right and I did”.

“To my surprise, I observed that the man by my side was holding in his hand a white handkerchief laced with a powdered substance and was almost getting ready to grab my head from behind so he can force it on my nose to trigger me to inhale it”.

“It dawned on me that I’m in a big trouble and if care is not taken ill never get to see my parents again. Then all of a sudden I reached out to the doorknob and pull it open by force. I was lucky it wasn’t locked up and I began to yell for help”.

Read: Police foil kidnapping attempt by robbers

Linda bemoaned her rescue did not occur at the time she foiled the attempts of the kidnappers by pushing the door open but rather it was when a trotro driver crossed the path of her driver that made him apply the brake”.

“One of my legs was outside the car while the driver was still driving without stopping despite my cry for help. If it hadn’t been that trotro driver he wouldn’t have brake for me to escape”.

Linda concluded by saying she believes God must have intervened which led to her rescue if not she would have been kidnapped and would never get to see her lovely parents again, just as how it happened to the 3 Takoradi kidnapped girls.

She vehemently vowed never to accept any form of lift from a stranger or someone familiar to her even if she is in hurry going to school, church or town.

“Whether from a familiar person or not, I vow never to accept any offer of that sort again in my entire life in order to always stay safe”.

She therefore appealed to all Ghanaians especially children, young girls and women to desist from accepting lift from strangers so as not to fall victims to kidnappers.

  • Even Akufo-Addo’s wife will choose John Mahama over her husband on this!

Some NPP activists say my comments on the Akufo-Addo government are baseless.

    They are not!

In November 2016, I wrote an article in which I said any idiot could use our money to build infrastructure and boast about that. I did not see what Mahama had done as exceptional. In the same way, any idiot can use our money to pay school fees for SHS students. One does not need to be a genius to do that.

Read: NDC vows to restore 59-year old holiday scrapped by Akufo-Addo

The opportunity cost of John Mahama’s infrastructure could have been the payment of fees. It’s just a matter of priority. My argument was, and still is, there’s more to leadership than using the tax payer’s money to do things and boast. The main problem with our country and continent is wastage resulting from greed and corruption. That’s why I was hopeful that an “incorruptible” and “no-nonsense” Akufo-Addo was the Messiah Ghanaians needed in the post-Mahama era to restore hope and decency into our national life. That’s why after two and a half years into Akufo-Addo’s presidency, I hold the view that we bought nicely packaged key soap at Circle, thinking it was a smartphone.

There’s a lot to say, but let me give you just one simple example, which I think after reading, you will be left with no doubt that even Nana Akufo-Addo’s wife would choose Mr. John Mahama over her husband, in how the two have dealt with the same scandal.

In 2013, I investigated the GYEEDA Corruption Scandal. The government and the private sector were stealing our money through fraudulent contracts. For four years, the NPP used my GYEEDA investigation as a basis to call John Mahama corrupt.

John Mahama took some actions, but they were not enough. In March 2016, when Nana Akufo-Addo presented his version of the state of the nation address, this was what he said of Mahama’s action on GYEEDA and other scandals: “It is clear from the actions taken on cases like judgment debts, the World Cup saga, GYEEDA, SADA, the DVLA saga, the Metro Mass branding, etc. that the fight against corruption is a sham. I say again, the so-called fight against corruption is a sham.”

Here is what John Mahama did on the GYEEDA Scandal:

    1. He caused a committee to be set up to probe further.
    2. John Mahama cancelled all the GYEEDA contracts, except the Zoomlion Contract. The contracts were fraudulent in nature, and the Zoomlion contract was the worst.
    3. Mahama drafted a bill and passed the Youth Employment Agency (YEA) Act.
    4. Mahama retrieved over GHc60 million from Roland Agambire’s companies
    5. Mahama prosecuted and jailed two people, one being the NDC’s Abuga Pele, former NDC MP.
    6. Roland Agambire’s rLG and other companies collapsed because of the actions taken by John Mahama’s government.
    7. GYEEDA saw some reforms after the passage of the GYEEDA Bill into law.
    8. Mahama did not award any of the companies a contract in GYEEDA.

Did I agree with Akufo-Addo that Mahama’s handling of GYEEDA was a sham? Yes. The big culprits were left off the hook. Abuga Pele and Philip Assibit were scapegoats; the fingerlings in the scandal. There were hundreds of millions of Cedis that were not retrieved from Zoomlion, Better Ghana, and rLG. Mahama still kept the Zoomlion contract. This contract allowed the government to pay 500 Cedis to Zoomlion per sweeper a month, but Zoomlion paid the sweepers 100 Cedis and kept the rest as management fees.

Read: Mahama bemoans cancellation of Republic Day as a public holiday

Zoomlion claimed there were 45,000 sweepers, so every month, Zoomlion was paid 18 million Cedis as management fees. This contract expired in February 2013, and between 2013 and 2019, there is no written agreement between Zoomlion and the government but we pay 270 million Cedis to Zoomlion, a year.

On November 16, 2016, three weeks to the 2016 election, the NPP held a press conference and accused John Mahama and Zoomlion of perpetuating fraud against the people of Ghana based on this GYEEDA contract to Zoomlion, which Mahama did not cancel. The NPP said John Mahama could not cancel the Zoomlion contract and other fraudulent contracts because he (John Mahama) was benefitting directly from the theft.

Three weeks after that press conference, Ghanaians voted massively for Nana Akufo-Addo. What did Akufo-Addo do about the “fraudulent GYEEDA” contract to Zoomlion?

Nana Akufo-Addo paid a visit to the man whom he and his opposition NPP had accused of defrauding Ghanaians. He encouraged Joseph Siaw Agyepong of Zoomlion to keep up with his good works. “When you are at the forefront of doing things, like you are, you will be the subject of controversy. It goes with the territory. I know you a little bit, and I know you are capable of handling it. Stay focused,” President Akufo-Addo told the Zoomlion CEO.

Akufo-Addo has extended that contract twice.

The assemblies have been screaming to the central government to allow them supervise the sweepers. This would optimize the service provided by the sweepers of the YEA and save the government, management fees paid to contractors. But the incorruptible Akufo-Addo and the protector of our purse won’t hear any of that.

But what has changed? Why would a businessman be fraudulent when you are in opposition, but when you’re in government, he is a hard-working entrepreneur who needs encouragement? Why would an act of corruption under Mahama become mere “controversy,” which comes with being at the forefront of doing things? So if Mahama could not cancel the Zoomlion contract because he was benefitting directly from the theft, why did Nana Akufo-Addo not cancel it when he took over from Mahama? Is he benefiting directly from the theft? Mahama cancelled over 10 GYEEDA contracts but the only remaining one, which Akufo-Addo and his party said was fraudulent has still not been cancelled, two and a half years into his presidency.

The worst part is that the NPP government held a press conference in February 2018 and told Ghanaians, the contract was stinking and that they would end it by June 2018, but it is still running.

If you look at the actions of Mahama and Nana Akufo-Addo on the GYEEDA scandal so far, which of these two presidents do you think Akufo-Addo’s wife would choose as having acted better in the interest of Ghana?

    NOTE:

I have not regretted the stories I did in the Mahama era.

The wrongs of the Akufo-Addo era do not offset those done in the Mahama era.

Prior to the agreement with VAG, most Private Lotto Operators and Agents were operating under a license from VAG, granted under Act 844. This law empowered the veterans to engage in raffles and lottery.

The license issued by VAG to the aforementioned Private Lotto Operators and Agents, however came to an end in November 2018.

The statement said VAG lacked the technology, infrastructure, machinery and resources to operate, manage and regulate VAG Lotto and thus depended on third parties who subsequently abused the lottery regulations.

The statement emphasised that, only duly- licensed Lotto Marketing Companies, Private Lotto Operators and Agents would be allowed to participate in the VAG Lotto, strictly in adherence to terms and conditions spelt out in their respective licenses.

  • Mid-year budget review: Government to make changes to Luxury vehicle tax

Finance Minister, Ken Ofori-Atta, has announced at a press briefing that, government will make some changes to the Vehicle Luxury tax in the mid-year budget review to be presented to Parliament in July 2019.

According to the finance minister, while the fundamental need for the law is unequivocal, some appropriate changes would be made to enhance its effectiveness.

Government to review luxury vehicle tax in Mid-Year budget

In July 2018, the Nana Addo-led administration introduced the luxury vehicle tax to levy vehicles with big engine capacities. Vehicles with engine capacities of 3.0 3.5 litres were to pay an annual tax of GH¢1,000.00; 3.6 4.0 litres engine capacities paid GH¢1,500.00 annually and 4.1 litres and above, expected to pay an annual tax of GH¢2000.

Right from the onset of this new tax on vehicles, there was public outburst, with many deeming it as an unfair levy. Almost a year to its implementation, it has still been met with opposition from stakeholders. However, the Finance Minister implored all to understand the overall objective of the law.

  • Do not regulate activities of churches in Ghana — John Mahama

Former President John Dramani Mahama says acts by some false prophets do not justify calls to regulate activities of churches in the country.

According to him, the church had come a long way in helping to shape society and as such there was the need to allow its councils and leadership to deal with their own when they erred.

He urged the Christian Council of Ghana, the Ghana Pentecostal and Charismatic Council and other such groups to fashion measures to deal with church leaders who went against the principles and teachings of the Christian faith.

    Event

Former President Mahama was speaking at the appreciation and retirement service in honour of Apostle Peter Okoe Mankralo, the immediate past president of the Apostolic Church, Ghana, in Accra yesterday.

The former President appealed to members of the Apostolic Church to continue to pray for Apostle Mankralo and his family as he moved into another phase of life.

He further urged the new president of the church and his executive members to leverage the legacy left by their predecessor and push the Apostolic Church to a higher level of winning more souls for the Lord.

    Commendation

Preaching the sermon, the new president of the Apostolic Church, Ghana, Apostle Dr Aaron Ami-Narh, commended Apostle Mankralo for taking the church to a level where members had become more aware of the need to be part of its development.

  • Japanese whalers set sail for commercial hunting

Five Japanese whaling vessels have set sail for the country’s first commercial hunt in decades, in defiance of international criticism.

The whaling ships have a permit to catch 227 whales – minke, Bryde’s and sei – before the end of the year.

Japan’s last commercial hunt was in 1986 but it has continued whaling for what it says was research purposes.

It has now withdrawn from the International Whaling Commission (IWC) so is no longer subject to its rules.

IWC members had agreed to an effective ban on whale hunting, but Japan has long argued it is possible to hunt whales in a sustainable way.

Read:Japanese government donates $2.73 million to Ghana Police Service

    Enthusiasm among whalers
The fisheries ministry has set a kill cap for the season of 52 minke, 150 Bryde’s and 25 sei whales.

“The resumption of commercial whaling has been an ardent wish for whalers across the country,” the head of the agency, Shigeto Hase, said at a departure ceremony in northern Kushiro for the small fleet.

He said the resumption of whaling would ensure “the culture and way of life will be passed on to the next generation.”

“My heart is overflowing with happiness, and I’m deeply moved,” Yoshifumi Kai, head of the Japan Small-Type Whaling Association, said. “People have hunted whales for more than 400 years in my home town.”

“I’m a bit nervous but happy that we can start whaling,” one whaler told news agency AFP before setting sail.

“I don’t think young people know how to cook and eat whale meat any more. I want more people try to taste it at least once.”

    Criticism by conservationists

According to the IUCN Red List of Threatened Species, minke and Bryde’s whale are not endangered. Sei whale are classified as endangered but their numbers are increasing.

Conservationist groups like Greenpeace and Sea Shepherd remain critical of Japan’s resumption of whaling but say there are no concrete plans for action against the country.

Japan “is out of step with the international community”, Sam Annesley, executive director at Greenpeace Japan, said in a statement when Tokyo announced its whaling plans last year.

Like other whaling nations, Japan argues hunting and eating whales are part of its culture.

Read:Japanese Ambassador calls on Youth and Sports Minister to discuss 2020 Olympic Games

A number of coastal communities in Japan have hunted whales for centuries but consumption only became widespread after World War Two when other food was scarce.

Didn’t Japan kill whales all along?

Whales were brought to the brink of extinction by hunting in the 19th and early 20th Century. In 1986, all IWC members agreed to a hunting moratorium to allow whale numbers to recover.

Whaling countries – like Japan, Norway and Iceland – assumed the moratorium would be temporary until everyone could agree on sustainable quotas. Instead it became a quasi-permanent ban.

Since 1987, Japan has killed between 200 and 1,200 whales each year under an exemption to the ban allowing scientific research.

Critics say this was just a cover so Japan could hunt whales for food, as the meat from the whales killed for research usually did end up for sale.

In 2018 Japan tried one last time to convince the IWC to allow whaling under sustainable quotas, but failed. So it left the body, effective July 2019.

  • Workers’ rampage at Awaso: Ghana bauxite raises security concerns

The Bosai Group, which happens to be the majority shareholders of the Ghana Bauxite Company (GBC) has made a passionate appeal to the ruling government to implement a long-term security solution that will prevent the Awaso Violence from occurring again in the future.

The Chinese Investors lamented that if these things are not checked Investor Confidence in Ghana will obviously go dead.

Read: Adopt global best practices in bauxite mining Asantehene

It would be recalled that a unionized group amongst the workers of the GBC’s mine site in Awaso went on a rampage and ended up destroying properties of the Chinese owned Bosai Group after protesting for two days over what they described as poor working conditions.

Though prior to the incident, the company was in negotiation with the workers to address their concerns, they still went ahead to cause chaos.

More than six offices, including the Human Resource Department and adjoining offices, were burnt together with some loading trucks of the company.

Speaking on the issue in an interview with ModerGhana, Mr. William Liu Xin, who is the Vice General Manager of Bosai Group, called on the government to establish a mini security base at the mining site that will be manned by at least 10 security personnel to offer protection.

“These are some of the Security lapses scaring away Investors,” Mr. Liu Xin remonstrated.

According to him, while they want the perpetrators of the violence to be brought to book, they strongly believe a permanent security presence at their operational site will help prevent the vandalism that occurred from being repeated in the future.

“We would like to urge the law enforcement department to order the violating suspects to be brought to book and to be brought to the law. We will also want to encourage government, if they can implement a long-term security solutions or if we can have some armed police or security force permanently at our operation site just to prevent this kind of event to occur again”, Mr. William Liu noted.

With the company having already submitted a proposal to government expressing their intention of establishing a Bauxite refinery here in Ghana, they insist an improved security will restore the tainted confidence following what has happened.

“When this action happened it actually affect our confidence of making investment. But as long as we are observing how the situation is going on, let’s see if we can have it restored”, William Liu Xin added.

The Bauxite refinery company when established will boost the economy of Ghana and create over 1,000 employment to decrease the unemployment toll in the country.

  • Million-dollar bus terminal abandoned as drivers break laws in search of passengers

Commercial drivers at Anyaa Market and its environs continue to jostle on the roadside for passengers at the expense of pedestrian safety because a newly constructed bus terminal at Ga Central Municipal Assembly has been abandoned after years of construction.

The terminal, funded by the African Development Bank Group and cost millions of dollars, is yet to be opened for business.

Read: GHC1.9m bus terminal in Tamale yet to be completed after three years

The idleness of the facility, which can accommodate more than 200 vehicles at a time, has compelled some drivers to create unauthorised loading points along the Anyaa Market and on the main road.

Weeds have started growing in parts of the facility

Adom News reporter Kodwo Mensah Aboroampa reported that the facility has a CHPS compound which is being occupied by squatters.

Some of the drivers expressed worry about the delay on the part of the Assembly to open the bus terminal to safeguard their operations in the area.

“There is no large area for us to either load or drop passengers. We are forced to disobey traffic regulations because we cannot move about with empty vehicles,” Benjamin Quaye, a Ghana Private Road Transport Union member, complained.

Another driver, Graham Botwe told Kodwo Mensah Aboroampa, the terminal, which is meant to be used by drivers, now serve as a recreational centre where churches and other social organisations organise events.

The drivers, therefore, appealed to the Ga Central Municipal Assembly to, as a matter of urgency, open the facility for use.

When Adom News visited the project site, it observed that the bus terminal had been abandoned with weeds all over the place.

Traders at Anyaa Market are blaming poor sales at the trading centre on the abandonment of the place by authorities.

All attempts to get the Ga Central Municipal Assembly for answers proved futile. However, sources within the Assembly told Adom News a court case and other factors were responsible for the delay in opening the facility for use.

  • The statistics in Ghana goalless draw with Cameroon

The stats tell the story behind Black Stars’ performance against Cameroon in their Afcon 2019 Group F encounter on Saturday

    Indomitable Lions dominate possession

Despite Ghana having three of Africa’s finest in midfield, Clarence Seedorf should be a proud man as his side dominated possession throughout the night.

Cameroon enjoyed 58.7% of the ball possession in the first half and 55.7% in the second half, a clear sign of their superiority on the night.

They also had 614 touches on the ball, while Ghana only had 506.

Ngadeu & Biyik: The pass masters

Cameroon’s defensive duo Jean-Armel Kana-Biyik and Michael Ngadeu-Ngadjui completed more passes than anyone on the field with each recording 60 successful passes.

    Read:Ghana split points with Cameroon

    Ghana’s offensive threat nullified

Perhaps Christian Atsu’s injury was also an attacking setback as Ghana’s offensive threat proved unsuccessful given they only managed one shot on target in the entire 90 minutes.

Cameroon also showed more offensive intent, managing 135 forward passes compared to Ghana’s 106.

Cameroon also enjoyed eight successful take on’s while Ghana managed only seven.

The defending champions also delivered more crosses into the box, 21, than Ghana, 11, thus Richard Ofori was forced into two crucial saves while Andre Onana only made one save.

Where Ghana was superior, positive actions in the opposition box, 21 compared to Cameroon’s 11, they did not make the desired impact.

Read:Gyan, Kwabena Owusu should have come on earlier Fans react to Ghana draw with Cameroon

They also had more shots inside the box, seven, while Cameroon managed five, two on target.

    Mixed emotions for Wakaso

It was another night of mixed emotions for Mubarak Wakaso who was Ghana’s highest passer with 41 passes completed on the night.

Wakaso also recovered the ball nine times, more than any of his Black Stars teammates.

But he also had more shots off target, two, and was also amongst the highest, seven, in unsuccessful passes.

He was also beaten by the opposition, three times, more than anyone else on the field.

    Cameroon’s widemen enjoy width

As you’d expect with Christian Bassogog and Clinton Njie down the flanks, the Indomitable Lions used width as a part of their masterplan with 65% of their attacks coming from wide positions. However, after 21 crosses without reward, their tactic proved futile.

  • Recapitalising insurance: Asset quality review critical – NIC urged

Insurance consultant, Dr Daniel Seddoh, has said the National Insurance Commission (NIC) should have conducted a comprehensive asset quality review of the insurance companies before setting a new capital requirement.

Speaking on the business edition of news analysis programme, PM Express on Thursday, Dr Seddoh said the review was important to properly understand the overall credit risk within the sector and hence put the new GH¢50 million capital requirement in proper perspective.

“If you go on to the banks, what happened what started all the issues with the banks is an asset quality review exercise that was carried out which indicated that a lot of the banks were carrying toxic assets.

“So you also want to ask yourself that in the insurance industry, what are they carrying. They also carry assets. So probably, we should be doing an asset quality review for the insurance industry and determine the level of quality assets they are carrying. And that could probably give us a better appreciation of how much capital should be injected,” he said.

Read:Local insurers face tough hurdle as NIC hikes minimum capital

    Recapitalisation

The NIC last week increased the minimum capital requirement of insurance companies by over 300%. The Commission explained that the capital requirement hike was informed by consultations with stakeholders since 2017.

Under the new recapitalisation directive, the minimum capital for Life and Non-life insurance companies has been increased from GH¢15 million to GH¢ 50 million.

For reinsurance companies, the minimum capital requirement was been increased from GH¢ 40 million to GH¢125million.

For insurance broking companies and loss adjusters, the minimum capital requirement has been increased from GH¢300 million to GH¢500 million.

Read:Government expresses confidence in insurance recapitalization process

The minimum capital requirement for reinsurance broking companies has however been maintained at GH¢ 1 million.

The affected institutions have been given up to June 30, 2021, to meet the new requirements.

    No report

Dr Seddoh said although he does not doubt that the NIC consulted extensively on the new capital requirements, an asset quality review is equally important.

The accomplished Chartered Accountant said even if a similar exercise was conducted, to the best of his knowledge, there is no report to suggest that the NIC actually did that.

He said because insurance companies typically invest their premiums in assets, the asset quality review is critical in understanding the stability of an insurance company.

The Minister for Special Development Initiative said the ambulances would boost the operations of the National Ambulance Service and help to improve emergency health care in Ghana.

    Arrangements

She said there were arrangements with the manufacturers to also set up a maintenance and spare parts unit in Ghana to deal with mechanical faults when they occur.

President Nana Addo Dankwa Akufo-Addo, during his campaign in the 2016 elections, promised his government would roll out a programme that would assign every constituency $1 million to facilitate the rapid development of constituencies.

In fulfilment of this promise, a programme called Infrastructure for Poverty Eradication Programme (IPEP) aimed at radically improving the state of basic infrastructure at the constituency level was initiated.

The IPEP will serve as the vehicle through which the capital expenditure will be met.
