“I have been elected as the Member of Parliament for the Akuapem North constituency and have been duly sworn in to represent my constituents. In light of this new responsibility, I wish to focus my efforts on serving as a Member of Parliament,” he wrote.
The government is yet to announce a successor to Awuku at the helm of the NLA.
Director-General of the National Lottery Authority (NLA), Sammy Awuku, has shared that he received valuable advice from President Nana Akufo-Addo when he was appointed to his position.
According to him, the President cautioned him to be mindful of his conduct and reminded him that he would be held accountable for his work at the end of his tenure.
Speaking on JoyNews’ Personality Profile with Lexis Bill, Mr Awuku recounted that President Akufo-Addo told him the office was a significant opportunity for him to make both himself and others proud.
“The president’s marching orders were quite clear.
“It is a big stage and I know you can do it. But he also said remember this is a public office and one day, there will be accountability. When I left the president’s end, these words echoed,” he said.
Mr Awuku revealed that he knew nothing about the lottery industry when he was appointed by President Akufo-Addo.
He explained that, coming from a political background, he realised that if he approached the role with a political mentality, it would not work.
“When the president was sending me there – I didn’t know jack about that space. I knew nothing. It took about 10 days to really read about the NLA, the reviews and all that.
“I sat down and needed to profile the NLA from afar. I needed to learn about what they do – and I was coming from a heavily political background. I was a serving national organiser of the rulingNew Patriotic Party and I knew that if I go there with a political mentality, it would not work,” he said.
Director-General of the National Lottery Authority (NLA), Samuel Awuku, has indicated that an employee cleaner at his outfit does not take home less than GHC1,600 home at the end of the month.
He made this revelation in an interview with Lexis Bill on JoyNews’ Personality Profile show.
In an excerpt of the interview which airs today at 7 pm, Mr Awuku said upon his arrival at the NLA, the amount paid to cleaners was GHC700 – a figure that has increased by over 100 per cent during his tenure.
“When I got to the NLA, the least paid person was a ground operator, those who clean our compound and they were taking GHC700. Today, that JHS graduate or SHS person that we will normally employ as a ground operator now takes home not less than GHC1,600,” he said.

National Lottery Authority (NLA)has announced that the commission for lotto writers will be increased to 25 percent, up from the previous 20 percent, effective at the end of August 2024, as stated by the Board Chairman, Gary Nimako Marfo.
In addition to this commission hike, the NLA has relaunched its Caritas Lottery platform.
This platform is designed to boost public trust in lottery promotions and combat fraud by enabling organizations and individuals to conduct legitimate lottery promotions to enhance their business operations.
This adjustment, approved by the NLA Board, follows a petition from lotto writers who requested a higher commission due to economic hardships.
Mr. Nimako clarified that the new commission rate will be exclusively available to licensed lotto companies and issued a warning to unlicensed operators, stating that the NLA will intensify its efforts to crack down on them, especially as the 2024 election approaches.
Mr. Nimako clarified that “the new 25% commission applies only to lotto companies licensed by the NLA. The NLA would intensify its crackdown on illegal lotto operators, particularly as the 2024 election year approaches.”
Mr. Nimako went ahead to warn illegal operators who seek protection from high-ranking party and government officials that the current Board and management would not yield to such interventions.
The NLA has faced financial challenges in recent years, recording a loss of GH¢788,818 in 2020 and a more significant loss of GH¢17.1m (GH¢17,148,582) in 2021.
However, under the current Director General, Samuel Awuku, the authority has made a turnaround, posting profits of GH¢2.5m and GH¢2.6m.
This recovery followed a substantial increase in miscellaneous income, which rose from GH¢35.54 million in 2020 to GH¢133.45 million in 2023.
The NLA also generates income from Nigeria and Ivory Coast, where its draw results are used for local lotteries, demonstrating its regional influence.
Mr. Awuku revealed that “a task force including security personnel and the Ghana Revenue Authority (GRA) officials will be conducting operations against illegal lotto operators.
According to him, despite the estimated GH¢1.8 billion yearly value of Ghana’s lotto industry, the NLA captures only about GH¢800 million, while illegal operators take in over GH¢1 billion annually.
“We believe this is an opportunity for NLA to promote the benefits of lottery and diffuse misconceptions and stigma, “he mentioned.

Mr. Awuku highlighted that out of approximately 700 illegal lotto companies, primarily in rural areas, only about 20 are officially registered with the NLA.

During an Editors’ Forum in Accra, Mr. Awuku assured the public that the NLA is ramping up efforts to regulate unlicensed operators and ensure all lotto activities adhere to legal standards.
He stressed that the NLA will take all necessary actions to curb illegal operations and warned those involved to legitimize their activities or face strict legal consequences.

The Director General of the National Lottery Authority (NLA), Sammi Awuku, has voiced his concern over the growing number of illegal lottery operators in the country.
During an interview with peacefmonline.com on August 8, 2024, he mentioned that the World Lottery Association estimates there are at least 680 unauthorized lotto operators in Ghana.
He further noted that the Association estimates the country’s annual lottery revenues to be no less than 1.8 billion cedis, but illegal operators siphon off 1.2 billion cedis from this amount each year.
Awuku emphasized that many of these illegal operators are a significant threat to the industry and urged them to legitimize their operations.
“So, technically, the markets are for the illegal operators. Ghana will still move on when NPP is not in power and someday when NDC is not in power…But my point is the institution of state must be protected,” he noted.

European Lotteries have voiced opposition to government-imposed taxes on lottery winnings and levies on the gaming industry.
Speaking at a training program on responsible gaming hosted by the National Lottery Authority (NLA)in Accra, European Lotteries Head of Legal, Phillipe Vlaemminck, told the B&FT: “Lottery already benefits society in many positive ways, so it is important for some governments to reconsider taxing the industry.”
He argued that people want to play, and they want to ensure the small amounts that are won do not attract taxes.
Described as a game of chance that benefits society, Vlaemminck emphasised that it is very unnecessary for governments to tax winnings on the lottery, adding: “That is the standard in many places, such as the rest of Europe, the Americas and Asia, which are tax-free for winnings because the whole profit is given back to society.”.
The Ghana Revenue Authority (GRA) currently imposes a 10 percent withholding tax on all lottery winnings as income from lottery operations, along with a 20 percent tax rate on Gross Gaming Revenue (GGR).
Vlaemminck emphasised that when players lose, society benefits through developmental projects; lottery provides an opportunity for people to dream, and when they lose, society wins.
He also highlighted Ghana’s dynamic lottery market in Africa, praising the National Lottery Authority (NLA) as a leading gaming operator on the continent.
The European Lotteries commended the NLA for its deep commitment and interest in global industry developments, which enhances knowledge-sharing and positions the Authority as a responsible gaming operator.
During the training, the Director-General of the NLA, Sammi Awuku, stated that the program is crucial for helping the Authority track and crack down on illegal lottery strategies within the system.
Mr. Awuku explained that the certificated program will assist lotto marketing companies and private lotto operators in understanding the negative impacts of illegal lotto operations on their revenues and how they can support the NLA in curbing this issue.

Legal Advisor to the European Lotteries (EL), Phillipe Vlaemminck, has called on governments globally to reconsider the practice of taxing lottery winnings as a method of revenue generation, arguing that it discourages participation and diminishes the appeal of the game.
Speaking during a training session organized by the National Lottery Authority in Ghana, Mr. Vlaemminck emphasized that such taxation is counterproductive.
He was accompanied by Ms. Beata Guzik, EL Public Affairs Director. The session aimed to educate management, Lotto Marketing Companies (LMCs), Private Lottery Operators (PLOs), and third-party collaborators on various aspects of lottery operations and regulations.
The training covered a wide range of topics, including the role of lotteries, responsible gaming, combating illegal lotteries, global lottery trends, the legal framework within the European Union, anti-money laundering practices, the impact of artificial intelligence and new technologies, the world lottery market, and types of multi-jurisdictional games.
Participants were trained on the necessity of enforcing responsible gaming practices, ensuring that profit motives do not overshadow the welfare of patrons. They learned the importance of educating players about the odds of winning to help them make informed decisions and avoid unrealistic expectations and gambling-related problems.
Mr. Vlaemminck highlighted that taxing lottery winnings serves as a deterrent for players and should not be used by governments as a primary means of revenue generation. Instead, he urged a focus on sustainable practices that maintain the attractiveness of the lottery.
“When people play the lottery, they want to see all their money, and so taxing their wins deters the player from participating again, which causes lottery institutions and operators who are already contributing significantly to good causes to lose revenue, and so I believe the Ghanaian government and governments in other parts of the world who practice this should completely abolish taxes on the lottery. Let’s allow the players to enjoy their wins.”
Mr. Phillipe Vlamminck also underscored the crucial role of governments in combating illegal lottery operations, emphasizing that these efforts should support and complement the initiatives of lottery institutions and operators.
Director-General Samuel Awuku stated that the training would enhance the National Lottery Authority’s (NLA) operations and educate its stakeholders, who can then disseminate this knowledge within their teams.
“This training is key for the operations of NLA in our commitment to adhere to and promote Responsible Gaming practices per the standards of the World Lottery Association. (WLA) and we want to carry our retailers and stakeholders along so we can practice ethically and create a safe lottery space for our patrons”. It is also an avenue to deepen our relationship with the WLA and EL”.
The training session follows engagements at the EL Public Order Seminar on Enforcing Gambling Regulation: Significance and Challenges, held in Brussels in February by the European Lotteries Association. At this seminar, Mr. Samuel Awuku, Director-General of the National Lottery Authority (NLA), was invited to speak on illegal gambling in Ghana.
During his presentation, Mr. Awuku outlined measures implemented by the NLA and the Gaming Commission to combat illegal lottery operations and gambling in Ghana.
He called for collaboration with the European Lotteries to tackle illegal activities and hold training sessions for the Authority and its stakeholders. Additionally, he requested Observer status with the European Lotteries to allow the NLA to participate in seminars and training programs organized by the EL to enhance the NLA’s operations.
The NLA has achieved WLA Level 2 Certification in Responsible Gaming and has applied to attain Level 3.
Participants of the EL training, who received certificates in Responsible Gaming, found the sessions enlightening and impactful. They urged the NLA to organize more training to keep them updated on best practices and improve their business operations.
The trainer, Mr. Phillipe Vlamminck, boasts over 40 years of experience in lotteries, betting, and gambling. He represents and advises several European Member States and governments worldwide, their gaming regulators, lottery associations, cooperative structures like EuroMillions, and aspects related to Euro Jackpot & Viking Lotto.
Ms. Beata Guzik, with over 20 years of experience, is involved in various business areas as a lawyer and public affairs expert, following up on EU regulatory developments and court cases.
The Ghana Revenue Authority (GRA) has officially communicated that, starting from January 1, 2023, the National Lottery Authority (NLA), Private Lotto Operators (PLOs), and other operators involved in games of chance will initiate the complete deduction of a 10% withholding tax on all gross winnings.
This directive comes into effect following the conclusion of a six-month grace period granted to the NLA and PLOs for comprehensive preparations to implement the provisions of the Income Tax (Amendment) Act, 2023 (Act 1094).
In a statement issued, the GRA underscored the significance of compliance with this new tax regulation. It explicitly warned that any failure on the part of these operators to adhere to the specified deduction would constitute an offense against the tax laws of Ghana.
The GRA further highlighted that such offenses would be subject to sanctions in accordance with the provisions outlined in the Revenue Administration Act, 2016 (Act 915).
This measure aligns with the broader strategy of the GRA to streamline and enhance the taxation framework related to gaming and lottery activities within the country.
The withholding tax on gross winnings is seen as a crucial component in ensuring equitable tax contributions from entities engaged in the lucrative gaming and lottery sectors.
The GRA expects strict adherence to these guidelines, emphasizing the legal consequences that may be imposed on those found in violation of the stipulated tax regulations.
Former Special Prosecutor, Martin Amidu, has raised concerns about the apparent delay in completing the ‘NLA/TekStart Africa Limited Procurement Malpractice and Abuse of Public Office for Private Profit’ investigation that he initiated.
Amidu asserts that the investigation, which implicates the CEO of the National Lotteries Authority (NLA) and other NLA officials, was nearly concluded during his tenure.
However, his successor, Kissi Agyebeng, has yet to take any action on the matter or include it in the Office of the Special Prosecutor’s half-year report.
In a statement shared with GhanaWeb, Amidu disclosed that all the witnesses and suspects involved in the scandal, where government officials at the NLA, including the CEO, are accused of exploiting their positions for personal gain in a deal exceeding US$25 million, had been interviewed.
“Kissi Agyebeng needs to explain the reasons for consistently not listing as part of his half yearly report the almost completed investigation of the suspected 2018 procurement contract giving rise to procurement malpractices and abuse of public office for private profit involving the NLA, and the alleged Chinese entity of Messrs. Shenzhen Xinguodu Technology Limited to supply 30,000 units of NEXGO N5 Smart Point of Sales Terminals (POSTs) for an approved Contract sum by the Board of Twenty-Five Million, Twenty-Three Thousand US Dollars (USD25,023,000.00) which was allegedly represented in Ghana by its agent, Tekstart Africa Limited.
“Witnesses and suspects had been interrogated with witness statements, and suspect statements on caution taken from them, as the case may be. The relevant documentary materials had been obtained through requests for information and production of documents and filed on the case docket. The progress of the investigation is verifiable from the station diary of the OSP, and diary of action in the investigation docket,” he wrote.
He added, “The investigation was left with the interrogation of the three (3) prime suspects, Mr Derek Appiah, the Managing Director of TekStart Africa Limited, one Venesa Marfo associated with TekStart Africa Ltd, and finally the CEO of NLA to be completed and a decision made whether to prosecute or not”.
The evidence, according to Amidu, a former Attorney General and Minister of Justice, before he left office indicated that over GH¢20 million had been transferred from the NLA to TeskStart despite the lack of a formal agreement.

Amidu continued, claiming that Kissi Agyebeng represented Derek Appiah, the managing director of Tekstart Africa Limited, and implying that it was he—the current special prosecutor—who employed every tactic possible to keep the director from being questioned.
He restated that the special prosecutor needs to give Ghanaians an explanation for the case’s impasse.

THE NLA/ TEKSTART AFRICA LIMITED PROCUREMENT MALPRACTICES AND ABUSE OF PUBLIC OFFICE FOR PRIVATE PROFIT
Kissi Agyebeng needs to explain the reasons for consistently not listing as part of his half yearly report the almost completed investigation of the suspected 2018 procurement contract giving rise to procurement malpractices and abuse of public office for private profit involving the NLA, and the alleged Chinese entity of Messrs. Shenzhen Xinguodu Technology Limited to supply 30,000 units of NEXGO N5 Smart Point of Sales Terminals (POSTs) for an approved Contract sum by the Board of Twenty-Five Million, Twenty-Three Thousand US Dollars (USD25,023,000.00) which was allegedly represented in Ghana by its agent, Tekstart Africa Limited. Witnesses and suspects had been interrogated with witness statements, and suspect statements on caution taken from them, as the case may be. The relevant documentary materials had been obtained through requests for information and production of documents and filed on the case docket. The progress of the investigation is verifiable from the station diary of the OSP, and diary of action in the investigation docket.

The investigation was left with the interrogation of the three (3) prime suspects, Mr. Derek Appiah, the Managing Director of Tekstart Africa Limited, one Venesa Marfo associated with Tekstart Africa Ltd, and finally the CEO of NLA to be completed and a decision made whether to prosecute or not. Kissi Agyebeng wrote letters to the OSP as the lawyer for Mr. Derek Appiah, the Managing Director of Tekstart Africa Limited. Kissi Agyebeng’s client, Mr. Derek Appiah, from June to August 2020 consistently used subterfuges and excuses to avoid being interrogated. On the only or so occasion he came to the OSP he was accompanied by junior lawyers who indicated that Kissi Agyebeng insisted he wanted to be present in person for the interrogation of Mr. Derek Appiah to take place. Kiss Agyebeng confirmed this in writing to the OSP. The fact of his writing was recorded in the Letters Received Register of the OSP, the Station Diary, and also in the Diary of Action on the investigation docket.
In the course of the investigations the link between the NLA, Tekstart Africa Limited, and one Venesa Marfo emerged from my personal UK sources. This led the OSP to the discovery of a Sales Notice for the sale of Plot No. 5205 The Madison, 199-207, Marsh Wall, London, E24 9YT at an agreed price of £1,600,000 (One Million and Six Hundred Thousand Pounds Only) with the purchasers as Kofi Osei-Ameyaw/Venesa Marfo with addresses at 9 Sunflower Lane, Teshie Nunguah with telephone number 233-244-56-3894 and Hse. No. 8 7 th Road Tesano with telephone number 233-246-83-2924 respectively. The vendor of the property was listed as: LBS Properties Limited of the UK. The purchaser’s solicitor was one Samuel Tetteh Quaye in the UK. The transaction from the investigations later fell through but the findings were relevant for the OSP’s investigations of the abuse of public office for private profit at the NLA. The investigations further disclosed that coincidentally, one Venessa Marfo had been involved in several procurement transactions at the NLA including the NLA/Tekstart Africa Limited NEXGO transactions.
The people of Ghana, therefore, deserve an explanation for the reasons for which Kissi Agyebeng decided not to list the NLA/Tekstart Africa/ Venesa Marfo reasonably suspected corruption cases as part of his half-yearly report under Section 3 (3) of Act 959 since he has chosen to list all major pending cases which are not required to be listed for public consumption to give the false appearance that the persons involved must already be liable for corruption offences under Act 959.
The National Lottery Authority (NLA) is set to make a significant presence felt at the 2023 Akuapem Odwira festival this upcoming weekend, showcasing its state-of-the-art new machines.
Anticipation is building among hundreds of festival-goers and local residents in the Akropong community and surrounding areas, as they prepare to gather at the forecourt of the Okuapehene’s Palace for a special event – the National Weekly Lotto draw, which is one of NLA’s flagship daily draws. This exciting event is scheduled for Saturday, September 30th, 2023.
This participation in the festival follows a courtesy visit made by the Director-General of NLA, Sammi Awuku, and his management team in September 2023.
During their visit, they had the privilege of officially informing Okuapehene HRM Oseadeeyo Kwasi Akuffo III about NLA’s Akuapem Odwira Community Draw, reinforcing the NLA’s commitment to engaging with and enriching local communities.
“This is the first time NLA is holding a community draw in Akropong in its 61 years of existence. NLA’s new ultra-modern Draw machines, christened money-making machines that draw the golden eggs, is also making its first stop in Akropong since its launch on August 1, 2023,” Mr. Awuku said.
The Okuapehene’s Palace erupted in excitement following Mr. Awuku’s announcement, as everyone eagerly anticipated the live draw event in the Akropong community.
To facilitate this special occasion, NLA’s cutting-edge new draw machines will be carefully transported from the renowned Brennan Hall, where the Authority typically conducts its draws, to Akropong.
This operation will take place at dawn on Saturday and will be under the vigilant protection of a combined security detail comprising both military and police personnel.
The draw promises to be a thrilling spectacle for patrons and the general public alike, with the hosting duties entrusted to well-known figures such as the popular actor Akrobeto, comedian Kalybos, actress Jessica Williams, and NLA’s own presenter, Beryl Adom.
The Director-General highlighted that NLA’s introduction of Community Draws is a part of their broader efforts to demystify their games and draws.
This initiative also aims to educate the public about the transparency and integrity of the draw process, particularly in countering the activities of fraudsters who falsely claim to provide leaked winning numbers on social media platforms like WhatsApp and Facebook.
“Many people believe the falsehood peddled by some unscrupulous persons that NLA’s draws are manipulated because they have not witnessed one. Holding Community Draws, therefore, allows NLA to bring the Draw closer to the people, to help them appreciate the process from start to finish”.
Mr. Awuku said Community Draws are held in partnership with the Chiefs and Traditional Councils to fulfil the Arts and Culture Pillar under the NLA’s Good Causes Foundation.
NLA has so far held Community Draws in Obomeng-Kwaku during the Easter festivities, Cape Coast during the Fetu Afahye, Anlo during the Hogbetsotso Za, West Hills Mall in partnership with the Ghana Trade Fair Company Limited and Nsawam Adoagyiri.
NLA is expecting a good show on Saturday, September 30, 2023, at the forecourt of the Okuapehene’s Palace for the live draw of the National Weekly Lotto.
Seven months into the second tenure of the sitting President, Nana Addo Dankwa Akufo-Addo, had made some new appointments and reshuffled a few appointees, but the retorts that will follow the announcement of the then National Organiser, Sammi Awuku, as Director-General of the National Lottery Authority (NLA) could deter even the hard-nosed from taking the job.
It spanned assertions of his inexperience in corporate governance, his incapacity to handle an organisation previously managed by military men and technocrats, his lack of experience in lottery and revenue generation, to warnings from a church youth to reject an “indecent and ungodly appointment.”
Perhaps the only empathetic voice in the public space would be that of the appointing Authority, President Akufo-Addo, who believed in the choice he had made and thus urged his appointee with the words, “Sammi, I think you can make a difference. Go out there and show the world what you can do.”
After 12 months of managing the NLA, has Sammi Awuku proven his critics right or wrong? Has he justified the confidence reposed in him? Is the NLA any better than it used to be, or worse off than he met it?
Let’s put the NLA in perspective, shall we?
Global House
Fortune House, one of the iconic buildings on the high street of Accra, credited with transforming the lives of many Ghanaians, now exemplified an organization with a battered image riddled with deep-seated problems and needed its fortunes turned around. Still, like a man on a mission, Mr. Awuku was determined to rewrite the story of the NLA when he walked onto the premises on August 9, 2021.
He hit the ground running by embarking on a trip to one of the most prosperous lottery bodies in the West African sub-region, the Lotterie Nationale De Cote d’Ivoire (LONACI).
His objective? Carry out a fact-finding mission to understudy what the Ivorian lottery body was doing differently to gain so much profit.
Several trips to Ivory Coast would develop a relationship that would endear NLA to the Ivorians and win their unwavering support.
This support is seen in a delegation led by the Director-General of LONACI, Dramane Coulibaly, who also doubles as the President of the African Lotteries Association (ALA) attending the relaunch of NLA’s Caritas Lottery Platform and the launch of the NLA Good Causes Foundation in October 2021 and presenting the Foundation with Sixty thousand Dollars ($60,000.00). This relationship will also help the NLA get re-accepted into ALA, having been kicked out from the Association a couple of years ago.
At an annual event that celebrates and highlights the importance of horse racing in sports lottery on the African Continent in Morocco, the Grand Prix d’Afrique, Mr. Awuku pitched for NLA to host the next African Lotteries Association Seminar on Responsible Gaming and won the bid.
NLA, therefore, got to host the seminar on Responsible Gaming as part of its 60th Anniversary Celebration in December 2022, drawing over 20 lottery bodies and about 150 people across Africa, Europe, and North America to Ghana.
The President of the World Lottery Association (WLA), Rebecca Paul, and her General Secretary, Lynne Roiter, visited Africa for the first time to attend this event.
For the next four days in Accra, they were thrilled to a series of events that culminated in the Grand Durbar of NLA’s 60th Anniversary Celebration, with President Nana Addo Dankwa Akuffo Addo as the Special Guest of Honour. President Akufo-Addo repeated history by pressing the knob for the first winning number as Osagyefo Dr. Kwame Nkrumah did 60 years ago for the first winning number and prize money of Five Thousand Pounds (5,000.00).
Hosting about 150 people in Ghana, most of whom were experiencing the Ghanaian culture, food, music, dance, and hospitality for the first time, not only put NLA on the global lottery map but also contributed to our tourism industry, ultimately generating revenue for our country.
NLA has since attained Level 2 Certification in Responsible Gaming from the World Lottery Association and is working to achieve Level by the end of the year.
While visiting the Ivory Coast on the assumption of office, Mr. Awuku and some management members also paid working visits to Nigeria to have discussions with the Director-General of the National Lottery Regulatory Commission, Lanre Gbajabiamila, on how NLA can receive some royalties for Nigeria’s use of its Draw numbers.
These visits would, almost two years on, earn NLA Eighteen Million Ghana Cedis. (¢18,000.000.000) in royalties, Thirteen Million Ghana Cedis. (GHS 13,000.000.000) from Ivory Coast. NLA’s 5/90 Game has been exported to Ivory Coast and Nigeria and is now being officially played there via NLA’s online partner, KGL Technology Limited.
Conversations held on the side-lines of a trip to Morocco in March 2023 with the Director Generals of Liberia and Burkina Faso will set the tone for NLA’s 5/90 Game to be exported to both countries for royalties by the end of 2023.
Icreased revenue generation
KGL Technology Limited, one of the leading companies of the KGL Group, online partner, and Third Party Collaborator of the NLA, contributed to Mr. Awuku’s woes on the assumption of office. It was professed as one of the banes of the Authority’s dwindling business; thus, cancelling the contract would restore the Authority’s fortunes.
In examining the state of affairs, Mr. Awuku, with the support of the Governing Board, decided to renegotiate the contract sum from ¢25,000,000.00) to ¢55,000,000.
A deal that not only doubled the contract sum but also contributed ¢2,000,000.00 to the Authority’s Good Causes Foundation ¢3,000,000.00 as a Stabilization Fund to the Lotto Marketing Companies (LMCs) to cushion their business.
In 2023, the KGL Sum Contract moved up to Sixty-Five Million Ghana Cedis ¢65,000,000 and, together with the royalties from Ivory Coast and Nigeria, is paying NLA a total sum of ¢96,000,000.
NLA has also signed on new Third-Party Collaborators, including Afri Lotto Systems Limited, operator of the Afriluck 6/57 Mega Jackpot; Zeta Technologies Ltd., operator of the Mega6 Lotto; Game Park Limited, operator of the Pick 4 and Pick 1 Games, Blue Star Hi-Tech Company Ltd and Fortune Synergy Limited, operator of the Mega Fortune.
Apart from generating revenue for NLA, these wholly owned Ghanaian businesses, operating Games that are not 5/90, have injected some excitement and variety into the lottery space.
NLA’s licensed Private Lotto Operators (PLOs) operating under the frameworks of the National Lotto Act, 2006 (Act 722) and Veterans Administration Act, 2012 (Act 844) pay a current annual renewable license fee of One million, Five Hundred Thousand ¢1,500,000 and ¢500,000.00 respectively.
Mr. Awuku has stated on several platforms that the NLA is working in collaboration with the security agencies to clamp down on all unlicensed illegal lottery operators, and no friend or foe will be spared when caught as the NLA will only be fulfilling its obligations of raising revenue for the state.
The Caritas Lottery Platform and The Good Causes Foundation
“This promotion is regulated by the National Lottery Authority on the Caritas Lottery Platform” must be a familiar refrain on most consumer promotions on our airwaves.
The Caritas Lottery Platform, established in 2012 to regulate consumer promotions, suddenly dropped, giving the Gaming Commission the upper hand to regulate the space.
Three months into Office, in October 2021, NLA relaunched the Caritas Lottery Platform and launched the Good Causes Foundation, graciously done by the Chief of Staff, Hon. Akosua Frema Osei-Opare.
NLA also petitioned the Office of the Attorney General to clarify who should regulate the consumer promotion space. In an advice from the Office of the Attorney General and Minister for Justice in August 2022, NLA was named as the sole statutory body, to the exclusion of all others, to regulate all consumer promotional schemes with elements of chance (raffles, draws, points-based selection criteria, etc.).
The Caritas Lottery Platform has since bounced back, giving legitimacy and credibility to promotions by Corporate Ghana and assurance to consumers. Managers of the Platform have gone beyond raising revenue to provide clients with essential feedback from the market regarding what people are thinking about their brands and products.
The good thing is proceeds from the Caritas Lottery Platform fund the NLA Good Causes Foundation.
The Good Causes Foundation stems from Section 2(3) of the National Lotto Act – stipulates, “NLA conducts, as part of the operation of National Lotto, a lottery to provide care and protection for the physically or mentally afflicted, the needy, the aged, orphans, and destitute children.”
NLA, therefore, operates its Good Causes Foundation under four pillars: Education, Health, Youth and Sports Development, and Arts and Culture.
The Foundation has built recreational centres, sanitary facilities, mechanized boreholes, refurbished schools and hospitals, granted scholarships to brilliant but needy students, and provided educational and medical equipment, amongst many others, for communities, individuals, and institutions nationwide.
NLA says it invests in these projects to fulfil its statutory obligation, give back to the communities in which it operates, and let our patrons know that when patrons do not win, their money supports national development.
Mr Awuku’s critics, however, say the Good Causes Foundation is concentrated in the Eastern Region to help him win the Akuapem-North seat. He refutes that the records of projects undertaken since 2021 and ongoing projects have been made public in several publications by the Authority and can be easily verified.
As the local slang goes, is it a case of “outside gentility, home cry,” where the Authority, albeit fulfilling its mandate in Section 2 (3) of its National Lotto Act, gives to society at the expense of the welfare of Staff?
According to the Coordinator of the Good Causes Foundation, Amma Frimpong, over 70 Staff who have applied to the Foundation, primarily for medical aid and scholarships, have all received support with outstanding requests to be granted in the last quarter of the year.
Employee engagements and staff development
“I am not here to inherit anybody’s enemies; I am here to generate revenue; let us put our hands to the wheel and work together…” This statement by Mr Awuku on his first day at NLA undoubtedly endeared many of the Staff to him, yet some of his worst critics have been the NLA Staff. In his own words, he is loved and hated in equal measure.
Staff and salary upgrades for Staff who had been on the same grade at NLA for over ten years and more, the Institution of the Cola Scheme, Medical insurance, Team bonding activities, Fuel subsidies, and Training Opportunities both locally and abroad are reasons some Staff appreciate the Director-General.
Yet, some staff have alleged the award of contracts to family members of the Director-General and the sole source of such agreements. For instance, the building of a Data Centre, Monitoring System, and ERP have emerged.
According to Mr. Awuku, one of the challenges he noticed NLA grappling with on assumption of office in August 2021 was the absence of a Data Centre and an automated platform.
Some of the challenges identified include:
1. Systemic weakness due to lack of real-time transparency regarding transactional data.
2. Revenue generation and cash flow management due to the volume of transactions that the automated platform permits and the opacity that the current system brings, causing huge risks for large pay-outs due to nefarious internal or external actors who take advantage of the disorganized information flow of the system.
3. Different software systems that the NLA depends on, which are owned by its partners and collaborators, put the NLA at a disadvantage during disputes and resolutions—for instance, a shutdown by technical partners, which happened in the past.
After analysing various alternatives,’ financial and non-financial benefits and risks, Management decided to invest in an NLA-owned custom-built comprehensive Lotto Monitoring Enterprise Resource Planning Solution that will provide direct and easier access to real-time data and transparency of its operations.
In the long run, the solution will save the institution an estimated ¢48,000,000 over the next 10 years.
After multiple presentations, the NLA Governing Board approved the solution’s procurement.
Owing to the security implications of procuring an IT solution and NLA being a government agency, it was not prudent to open this bid up, a fact PPA acknowledges, thus granting NLA approval, particularly to a service provider who had understudied and identified the systemic challenges the Authority was faced with.
One would wonder if the Staff crying foul belongs to the camp of those who take advantage of the lapses in the system to steal from the company, some of whom have recently been indicted by the National Signals Bureau.
An audit of the Authority revealed that about ¢18,000,000 had been lost between 2021 and March 2023 due to these lapses in the system.
The Governing Board directed a complete investigation of all Staff to ensure that others were not involved in the misconduct, inviting the presence of the NSB to the NLA premises, with Staff duly informed of their presence.
Even though the Authority has approval to build the Data Center, the project has been shelved until the Authority is in a great position to do so.
Mr Awuku debunks the assertion that about 90% of contracts awarded are sole-sourced and says, on the contrary, a recent audit pegs the figure to 20%. Other Contractual Agreements attributed to the Director-General’s family have also proven untrue, and can easily be verified from the Public Procurement Authority, Registrar General and the NLA.
Checks revealed that Sammi Awuku has personally decided not to take salaries over the last two years and has been using his own vehicle as a cost-cutting measure.
Some staff commend him for instilling a sense of discipline, punctuality, and industrial peace in the NLA and reviving its corporate status.
While Mr. Awuku acknowledges the challenges, in his words, the tragedies and triumphs of the past two years, he believes with the guidance of the Governing Board, and the support of the Deputy Director-General, Anna Horma Miezah, Management and Staff, the NLA has greatly improved its lot and will seek to do more
With the Authority recently modernising its operations with new state-of-the-art draw machines, an ultra-modern draw studio, and a French presenter for its French Community in Ivory Coast, Mr. Awuku believes the NLA can only get better from here and should get ready to partner with investors to improve its operations and generate revenue for the Authority.
So, has Sammi Awuku justified the confidence reposed in him or should the appointing authority not have bothered? As is said in Latin, res ipsa loquitur, meaning “the thing speaks for itself.
Director-General for the National Lotteries Authority (NLA), Sammi Awuku, has revealed that an amount of Gh¢3 million would be paid this week to settle outstanding debts.
He assured that the NLA is committed to clearing all debts within the next two weeks.
The announcement was made during the unveiling of new draw machines at the NLA, raising hope for timely resolution of financial obligations owed by the authority.
Awuku stated, “We inherited some debts when I became Director-General, almost 50 million…today we have brought it down to just around six something million cedis, and this week we are paying ¢3 million out of that. Within the next two weeks, we will clear all those outstanding debts.”
He also mentioned that the NLA will now play within the 15-day expiration period of the ticket, starting from the middle of August, bringing excitement to players and lotto marketing companies.
Moreover, the NLA, in collaboration with other stakeholders, will crack down on illegal lotto operators, who illegally earn around ¢600 million each year without contributing to the state or supporting good causes.
They plan to pursue these operators and clamp down on their illegal activities.
“We are going to go tough on the illegal lotto operators. The NLA together with the military, the Ghana Revenue Authority and the State Enforcement Agencies. We are going to go after all these illegal lotto operators who are wielding almost ¢600milion every year illegally by operating lotto and do not contribute in any form or shape by using their taxes to support the state nor do they support good causes. So we are going to go after these people hoarding,” he stressed.
The National Lottery Authority (NLA) has officially launched Game Park Limited, a new lotto company in Ghana on Tuesday, August 1, 2023.
In attendance was former President John Agyekum Kufour who commended the National Lottery Authority (NLA) which plays the roles as a regulator and operator in the gaming space, for not monopolizing the space but opened it up for more companies.
According to former President Kufour, the coming of Game Park Limited will add variants of games for the Ghanaian public, adding that as a proponent of locally owned companies, he welcomes Game Park Limited, to the Ghanaian Commercial space and applaud them for venturing into the competitive lottery space to “dine with the big boys.”
He also averred that 17 years after passing the National Lotto Act, the NLA has transformed as an institution in working with third-party collaborators and private lotto operators to generate revenue for national development.
He recalled that during his tenure as President in 2006, the then Department of National Lotteries (DNL) was transformed into the National Lottery Authority (NLA).
He pointed out that the transformation reveals the significant role and immense support lottery plays through Good Causes worldwide, particularly in Health, Sports, Arts, Heritage, Education and the Environment.
“…the footprints of the NLA Good Causes Foundation, their Third Party Collaborators and Private Lotto Operators are dotted in our communities and institutions, touching more than 500,000 lives in the areas of Health, Education, Arts and Culture and Youth and Sports Development.”
Mr. John Agyekum Kufuor charged Game Park Limited to emulate the examples of NLA by setting up a foundation dedicated to supporting the good people of Ghana in the areas of Entrepreneurship, Mentorship Programs, Culture, Research and Science.
“Game Park Limited is a refreshing new addition to the lottery companies in Ghana, and I am confident you will succeed,” he said.

On his part, the Director General of the NLA, Sammy Awuku who spoke largely on responsible gaming and compliance noted that the NLA recently attained its Level Two Certification in Responsible Gaming from the World Lottery Association and is working on achieving Level 3 Certification.
He said, as a regulator, the NLA is excited that Game Park Limited is committed to inculcating Responsible Gaming in their daily operations and urged Game Park to operate with the highest sense of integrity, ensuring that their players are always given the authentic results of their stakes.
Sammy Awuku commended Game Park Limited for fulfilling all their obligations with the National Lottery Authority to become a third Party Collaborator, promising to offer an even playing field for all NLA’s Third Party Collaborators.
Executive Director, Game Park Limited
In her welcome address, the Executive Director of Game Park Limited, Madam Bibi Bright said the journey of Game Park begun with a simple call from a Caribbean country to seek prospects in the Ghanaian Lottery space, amid several trips from Ghana to Jamaica and vice-versa, countless hours of phone conversations, satisfying obligations from the regulator.

Former President Kufour also averred that 17 years of passing the National Lotto Act, the NLA has transformed as an institution in working with third-party collaborators and private lotto operators to generate revenue for national development.
He pointed out that the transformation reveals the significant role and immense support lottery plays through Good Causes worldwide, particularly in Health, Sports, Arts, Heritage, Education and the Environment.

The National Lottery Authority (NLA) has expressed its excitement about the introduction of a new lottery game that is expected to bring about a revolution in the lottery industry in Ghana.

CEO of the National Lottery Authority (NLA), Sammi Awuku, has funded a mock examination for approximately 2,400 BECE candidates in Akuapem North Municipality, Eastern Region.
The sponsorship covers students from both public and private schools.
Sammi Awuku, in his sponsorship of the mock examination, covered the printing of question papers and answer booklets, as well as procuring 2,400 mathematical sets for the candidates.
He also provided financial support for the supervision of the examination. During the handover of the items to the Akuapem North District Directorate of Education, Sammi Awuku emphasized the significance of the mock examination in boosting candidates’ confidence and helping teachers identify their strengths and weaknesses for targeted interventions.
As someone aspiring to the parliamentary seat in the area, he highlighted the importance of educational support in the community.
“We expecting that this mock examination will prepare the candidates well, build their confidence into the main exams to impact and improve upon the results even though last year was impressive we expect this year to be of greater impact. What I personally seek to achieve is to build confidence of the people before they take the exams because for many of them they may get to experience how to use the mathematical set on the day of their exams and it will be new to them how to use the compass and all those things,” said Sammy Awuku
He added that “the tension alone in exams room can let you fail at the sight of of these mathematical instruments but once they have their confidence built ,practice on how to use this mathematical set and with the mock exams on all subjects that they are going to be examined on it will help know their strength.This mock exams are questions set by their own teachers and external examiners so these are standard questions they may end up facing it in the BECE.”
Sammi Awuku, prioritizing education in Akuapem North, has undertaken various interventions such as constructing sports facilities, providing generator plants, school buses, and roofing support, as well as recommending schools for government initiatives.
The sponsorship of the mock examination was commended by Lawrence Dzah, the Akuapem North municipal Education Director, who expressed plans to organize a simulation mock in the future.
The performance of BECE candidates in the municipality has been historically poor, with a significant number of failures and low aggregate scores. Although there was improvement in the pass rate in 2022, it still fell short of the municipality’s target of 70%.

Director general of the National Lotteries Authority (NLA), Sammi Awuku, has endorsed vice president, Dr. Mahamudu Bawumia as the New Patriotic Party’s (NPP) candidate for the 2024 general elections.
Awuku, who is also the former National Organizer of the NPP, stated that he does not believe in the “aduru woso” (it is your time) principle when it comes to choosing a flagbearer for the party.
Instead, he believes in selecting someone who can do the job well.
Speaking in an interview with Movement TV on April 17, 2023, he maintained that Dr. Bawumia possesses all the qualities needed to lead the party effectively.
According to him, the Vice President is accommodating, religiously tolerant, and humble.
“I have said that theVice Presidentis a personal friend, I think he possesses some values, some virtues that I believe if he wants to contest, and Ghanaians support him, he will go far.
“I don’t believe in the ‘aduru woso’ (it is your time) principle, every election goes with its own strength and whenever there is vacancy people fight for it, with his politics of inclusion, he draws everyone closer, you will also realize that he is tolerant religiously.
“This is a man that when you invite him to church programs he goes to, you will see him in the Mosque and in the Church, he doesn’t discriminate and he respects everyone also.
He emphasized that as a one-time organizer at the youth and national levels, he has an eye for successful mobilization and campaigning.
“When he consults, and the party opens nominations and he wants to go, I will support him if he comes to me for my support,” he said.
He added that Bawumia’s leadership style has been evident in the various roles he has played in the party and the government.
Awuku’s endorsement comes at a time when the NPP is yet to hold its primaries to select a flagbearer for the party ahead of the 2024 elections.
Sammi Awuku, the director general of the National Lottery Authority (NLA), has stated that undercover operations to find people engaging in unlawful lottery activity will begin soon with the help of the National Security.
According to the NLA boss, the global loss of revenue by the World Lottery Association, is indication that there is the need for Ghana to also tighten its belt and ensure that it does not also continue to face losses.
With the support of the state agencies in charge of security, Sammi Awuku said that they are hopeful of turning the situation of revenue generated by the NLA around.
“We continue to dialogue with our stakeholders and partners. We do not charge 35%. Anybody charging 35% commission is illegal, and I think that is what has fed into the public in the illegal space.
“Last year alone, the World Lottery Association estimates that the global body lost $1.3 trillion through illegal lottery activities. And, we are hoping that this year, the story will be different, and that is why’ve been very serious about engaging the state security agencies.
“And in the coming weeks, the National Security and the National Signals Bureau will be operating undercover, to make sure that we arrest all persons who are engaged in illegal lottery,” he explained.

The National Lottery Authority, NLA, in partnership with KGL Technology Limited have collaborated to rake in revenue for the authority and the state.
Both parties are embarking on an aggressive export of NLA games to other West African Countries. The move is to earn royalties and prevent pirating of the games.
Speaking at the media briefing in Accra, Director General of the NLA, Samuel Awuku, said Nigeria will this year pay the NLA 18 million Cedis while Cote d’Ivoire will pay 13 million Cedis for pirating its games.
Mr. Awuku said this year Private Lotto Operators, PLO will pay 1.5 million Cedis for license and additional 500,000 Cedis for the Veterans Administration of Ghana lotto if interested.
The National Lottery Authority (NLA) will soon rake in revenue worth millions of cedis following its partnership with other African countries.
According to the Director-General of the Authority, Sammy Awuku, his outfit will soon receive over GHS 30 million as royalties from Ivory Coast and Nigeria for drawing Games online.
“My initial trips to Ivory Coast and Nigeria would now pay off as both countries will soon pay us royalties of Eighteen Million Ghana Cedis (GHS 18,000,000.00) and Thirteen Million Ghana Cedis (GHS 13,000,000.00) respectively, for drawing our Games online through KGL Group,” he said.
He made the remarks during a presentation at the state of specified entities report briefing, where he highlighted a number of significant gains the NLA has chalked under his leadership.
During the presentation, he mentioned that the Authority has gained global recognition due to some bold steps he took upon assuming office.
“One of the first things we did was together with Management, embark on trips to neighbouring countries like Ivory Coast to find out what they were doing differently to boost their revenue, learn from them and incorporate it into our operations. We noticed that in communities all over the country, there was a project sponsored by proceeds from the lottery, and we sought to implement the same.
“Mr. Dramane Coulibaly, the Director-General of the Loterie Nationale de Côte d’Ivoire (LONACI), also doubles as the President of the African Lotteries Association(ALA). I leveraged this to get the NLA back into the Association after being kicked out a couple of years ago for non-payment of dues and not conforming to some regulations.
“The NLA is now a member of ALA and is working on its Certification for Responsible Gaming. I also visited Nigeria to meet Mr. Lanre Gbajabiamila, the Director General of the National Lottery Regulatory Council, to discuss the payment of royalties to Ghana, since they have been for using our draw Numbers for the past twenty five years.These trips indeed yielded results that I will go into and discuss further when I get to our second achievement, Raising Revenue,” he said.
Additionally, he mentioned that the authority has been able to clear a chunk of its debt, and also raise more revenue.
“I met a debt of about Fifteen million Ghana Cedis (GHS 15,000.000.00) in unpaid wins on the assumption of office. As of now, we have cleared a greater part of the debt and we continue to make efforts together with Management to clear the outstanding debt. We have developed the Instant Pay *389*1000# for players to instantly redeem wins of up to One Thousand Two Hundred Ghana Cedis (GHS 1,2000) after the Draw.
“In partnership with our Corporate Lotto Marketing Companies (LMCs), we have also instituted Prize Payment Centers in our Regional offices nationwide for wins up to Twelve Thousand Ghana Cedis (GHS 12,000.00),” he added.
The authority has also been keenly supporting society through its Good Causes Foundation which is the charity arm of the Authority, spearheading our Corporate Social Responsibility.
In line with Section 2(3) of the National Lotto Act – stipulates that conduct, as part of the operation of National Lotto, a lottery to provide care and protection for the physically or mentally afflicted, the needy, the aged, orphans, and destitute children, the authority has embarked on Medical Outreaches in various communities such as Korle-Wokon, Somanya and Sunyani; donated Medical Equipment (incubators) to the Tetteh Quarshie Memorial Hospital in collaboration with the Kokrokoo Foundation and Hope Exchange Hospital in Kumasi, refurbished the Tema Polyclinic Recovery Ward, Koforidua Central Hospital Children’s Ward; provided brilliant but needy students with scholarships; refurbished schools including the Mamfe Presby Primary School, Gonten Primary School and also established an IT Lab in collaboration with Ask Ghana for schools in the Agona West Municipality, among other commendable deeds.
Mr Awuku stated that these projects and initiatives have helped the Authority to improve revenue, rebuild its image and brand, engage better with Internal and External Stakeholders, as well as ensure better cohesion between Staff and Management, Governing Board and Management, etc.
An officer from the Reproductive and Child Health Unit Ms Aboagye-Mensah has disclosed a total number of 23 maternal mortalities in 2022 which is a reduction from the 2021 figure of 25 at the Tema Metropolitan Health Directorate.
In a presentation at the annual performance review of the Directorate in Tema, she indicated that the metro in 2018 recorded 31 deaths, which dropped to 18 in 2019 but rose to 25 in 2020.
She further indicated that the maternal mortality ratio for the period was 286 per every 100,000 live births compared to 294 for 2021.
Ms Aboagye however stated that the figure was very high to the World Health Organization’s (WHO) 70 Standard.
According to her, Tema Regional Hospital (General) documented 19 of the instances reported in 2022, while Raphal Medical Centre, Bethel Hospital, J. H. Restoration Medical Center, and Narh Bita Hospital each reported one case.
She offered a breakdown of some of the contributing reasons, including logistical issues, personal and family issues, issues with the transportation and communication systems, and issues with the health care workers themselves.
As additional contributing causes, she also included antenatal non-attendance, referral delays, medication, a lack of ambulances at referral facilities, blood, hypertension, ventilators, diabetes, subpar examinations, and a dearth of critical care units.
According to Ms. Aboagye-Mensah, suggestions being considered to lower maternal mortality in the metro area include increasing capacity, closely monitoring patients after surgery, intensifying client education, outfitting the ICU, holding blood donation exercises, using appropriate clinical management, and making referrals quickly and effectively, among other things.
She explained that the number of stillbirths represented 25.8 rates per 1,000 live births.
She said even though 213 stillbirths were recorded it showed a decrease over the 220 recorded in 2021, the rate was still high and needed to be reduced.
National Lottery Authority‘s (NLA) Corporate Social Responsibility division has provided four boreholes for the Abotakyi Village in the Akuapem North District of the Eastern Region.
Over the years, the indigenous people of Akuapem North Districthave survived on the Nyenyeme River as their main source of water, exposing them to water-related diseases.
To promote community health and an easily accessible water supply, the charity arm of the NLA, the Good Causes Foundation, stretched its arms to the people of Akuapem North by providing a healthy and sustainable water supply.
Since it was put in place, it has provided support for the less privileged in society and has contributed immensely to the development agenda of the country.
In February 2022, the Good Causes Foundation donated GH80,000 to the Rotary Club of Accra-Legon East to construct a Neonatal Intensive Care Unit at the University of Ghana Legon Hospital.
Announcing the gesture, the Director General for the National Lottery Authority, Sammy Awuku, said in a Facebook post: “For a long time, the people of the Abotakyi community depended on the Nyenyeme River as their main source of water.
As part of our commitment to making a positive impact, the National Lottery Authority, through its Good Causes Foundation, has commissioned four boreholes for the people of the Abotakyi community in the Akuapem North District of the Eastern Region.”
The commissioning, according to the post, saw the presence of the “Chief of Abotakyi, Nana Okyekerekuro, Kwame Sakyi Ababio II, Asasewhene of Akuapem Traditional Area, the Queen Mother of Abotakyi, Aburihene, and Adontehene of Akuapem, Nana Otoobour Djan Kwasi II.
“Other distinguished traditional leaders of the Abotakyi Traditional Area and the Assemblyman for the electoral area were also present.”
The National Lottery Authority’s (NLA) Good Causes Foundation has commissioned a smart laboratory for the Senior Correctional Centre at Dzorwulu.
The smart lab has been equipped with 50 tablets, a projector, and a number of laptops that would suffice all teachers at the Centre.
According to Director-General of the NLA, Sammy Awuku, the facility will “enhance inmates’ learning skills and help them better integrate into society.”

This is not the first time the Authority has been generous to the Centre as part of its Corporate Social Responsibility (CSR).
In August 2022, the Good Causes Foundation of the National Lottery Authority in partnership with Coral Reef provided some 20 tablets to enhance teaching and learning at the facility.
The Good Causes Foundation was established by the NLA, under the tutelage of Mr Sammi Awuku, to aid communities in need of portable water, health facilities, and maternity wards, among other things.

Mr Awuku has time without number noted that he “want to be remembered as a Director-General who championed good cause.”
“What we get after paying out our salaries, contributing to the Consolidated Fund, paying our operational costs, what is left should not be squandered by the NLA or be used for other extravagant activities, but should go into supporting good causes,” he revealed to The Independent Ghana during an interview.
The Authority was the brand sponsor for Asante Kotoko and Accra Hearts of Oak for the year 2021/2022 football season.

Meanwhile, the National Lottery Authority has pledged GH¢10 million to the government’s YouStart programme, which aims to help small business owners grow their operations and create one million new jobs.
Music legend, Abrantie Amakye Dede, who called on the Director-General, Mr. Samuel Awuku, on Thursday 2nd February 2023, promised to treat the members of the company to some great tunes as part of his contribution to NLA’s 60th Anniversary Celebration.

The maestro said his visit was a friendly one and was also to officially congratulate the Director-General, Mr. Samuel Awuku, on his appointment in 2021.
Mr. Samuel Awuku who was also joined by his deputy, Ms. Anna Horma Miezah, thanked the veteran musician for the visit and for supporting the growth of the NLA with his music over the years.

The National Lottery Authority will receive assistance from Malta’s minister for foreign and European affairs as well as trade to help Ghana’s lottery industry become legally compliant.
Dr. Ian Borg stated that his nation will continue to assist the NLA in expanding the lottery sector in this region of the world.
These were made public when he paid the NLA an official visit as part of the Maltese Foreign Affairs Minister’s one-day official working tour to Ghana.
Speaking to the press, the Director-General of the National Lottery Authority, Sammy Awuku mentioned that the visit has a lot of relevance to the operations of the NLA.
He noted that it was the Maltese government that supported Ghana to start the lottery business in the country, therefore the visit by the Foreign Affairs Ministers means a lot to the two countries.
“It means a lot. First of all, they taught us how to even play this lottery and, again, they helped to establish the Department for National Lotteries that today we have the National Lottery Authority.
“Again, they have advanced in the area of this lottery and gaming industry; they’ve had inbuilt systems to ensure responsible gaming, and they’ve also been very strong in eliminating illegalities,” he is quoted to have said by MyJoyOnline.com.
“It was their countryman, William Francis Brennan, who started the business 60 years ago. It was the Maltese government that sent down Brennan, upon a request from the Ghanaian government headed by Doctor Kwame Nkrumah, paid all his allowances, and his salaries for the over 15 months that he was gifted to Ghana. Subsequently, Ghana then normalize their relationship and kept Brenham for almost nine years,” he revealed.
Sammy Awuku said the visit opens up a lot of areas for collaboration between the two countries, and they are looking forward to taking advantage of all the opportunities that will open up.
“So to have their Foreign Affairs Minister, who is their Chief Diplomat and in charge of European and trade affairs, to also pay a visit to the NLA deepens the cooperation that we have, and we’re looking forward to also assisting us to grow properly, and have the checks and balances needed as well,” he said.
President of the World Lottery Association (WLA), Rebecca Paul, has revealed that $92 billion from lottery proceeds globally have been channeled to ‘Good Causes’ project.
She indicated that the stated amount was spent last year alone and is the contributions of the various lottery bodies across the globe.
Speaking at the climax of the 60th-anniversary celebration of Ghana Lottery Authority (NLA) which she was in attendance with other executives of the WLA, Madam Rebecca Paul underscored the significance of Good Causes.
“I am happy to tell you that we spent $92 billion in 2021 alone, raised by lotteries across the globe for Good Causes”, she revealed.
The WLA President is however worried about the proliferation of illegal lotto operations she stated is hampering the objectives of lottery bodies honouring their corporate social responsibility through Good Causes.
“The biggest detriment to what is happening is illegal gaming. They don’t contribute to Good Causes, they don’t pay taxes, they don’t follow the same rules all of us do in terms of Corporate Social Responsibility. The World Lottery Association is working on how to prevent Illegal gaming across the globe. All of you here in Ghana should be very pleased with the amount of money raised for health, for education and sports”, she disclosed.
It would be recalled that at this year’s World Lottery Summit held at Vancouver, British Columbia, Canada, it was uncovered that illegal lottery activity caused a loss of revenue of a total of $1.8 trillion in 2022 alone.
As a result, the World Lottery Authority (WLA) has revealed that it will be focusing more on responsible gaming and good causes in the coming years and has asked member countries to promote these values.
Ghana’s National Lottery Authority (NLA) itself has been battling with illegal lottery activities for some time now and is determined to increase its clamp down activity with new measures.
The NLA which launched its charity arm the ‘Good Causes Foundation’ a little over a year ago is determined to develop, implement and maintain an integrated action plan based on four main pillars – education, health, youth and sports development and culture.
The President of the Republic, Nana Addo Dankwa Akufo-Addo, has applauded the National Lottery Authority (NLA) for its sustained efforts at maintaining its institution as a national treasure over the past 60 years, and particularly, for the Authority’s sense of commitment to fulfilling its obligation embedded in the National Lotto Act, 2006 (Act 722), to take care of the needy, the aged, orphans and the destitute.
The President was speaking at the Grand Durbar of NLA’s 60th Anniversary Celebration when he addressed the Management, Staff, leadership, and guests from the World Lottery Association and African Lotteries Association on Friday 9 December 2022, at the forecourt of the office complex of the NLA in Accra.
The NLA has over the years, supported communities, individuals, hospitals, schools, security services, leprosaria, mental institutions, youth, and sports organizations amongst others.
They have been beneficiaries of medical aid, medical outreaches, medical equipment like incubators, toilet facilities, mechanized boreholes across the country, refurbished schools, a smart lab, recreational centers, and several donations of cash, food items, and other supplies amongst many others through its Good Causes Foundation. The Foundation operates four pillars, namely, Education, Health, Youth and Sports Development, and Arts and Culture.
“Giving back to society through your Good Causes Foundation complements the efforts of government in the development of our country and it is worthy of emulation by others,” President Akufo-Addo said.
Elaborating further on the corporate social responsibility (CSR) of the NLA, President Akufo-Addo, urged the NLA to follow strictly, the high standards of the World Lottery Association (WLA) on CSR and Good Causes.
“Proceeds from lotteries the world over are known to support good causes in society. According to the World Lottery Association earnings have funded more than 1.5 million scholarships and grants.
“The WLA global data compendium has indicated that total revenues for WLA member lotteries amounted to 284 billion United States dollars in 2020, whiles in the same year, the total of funds returned to society came to 74.9 billion United States dollars” President Akufo-Addo stated.
These statistics, according to President Akufo-Addo, clearly define the focus of the global body, WLA, and that the NLA although doing well, should step up its efforts.
The President further emphasized the NLA should be up to the challenge as right here in Africa, Cote d’Ivoire has blazed the trail in line with the standards set by WLA and the NLA ought to be inspired by the Loterie Nationale de Cote d’Ivoire (LONACI) of Cote d’Ivoire.
Responsible Gaming
The President also charged the Board of Directors and the Management of NLA to ensure Responsible Gaming in the country and to endeavour to be transparent with all Ghanaians who patronize their games and services.
As a revenue, generating institution, President Akufo-Addo, says the NLA has a responsibility to continue to exercise the highest form of transparency and integrity in the conduct of its draws if the organization is to continue to enjoy the confidence the Ghanaian people have reposed in them.
“As an institution tasked with revenue generation, I will implore you to ensure that you exercise the highest form of transparency and integrity in the conduct of your draws to uphold the confidence that the public continues to have in you.
“The onus to achieve this does not only lie in your ability to generate revenue for the government and give back to society but more importantly, in ensuring that the Ghanaians who play your lottery games receive a true reflection of the daily results published” Akufo-Addo added.
Enriching lives
The NLA’s ability to ensure responsible and transparent gaming according to President Akufo-Addo is the surest way for their “promise of enriching lives through games” to hold true meaning.
“I urge you also to implement stringent policies on responsible gaming, chiefly, to prevent minus and under-age persons from patronizing your games and to help sanitize the lottery and betting space.
“The Ghanaian people are expectant of reforms that will help you live up to your vision of becoming the organization of choice and blueprint print for lottery in Africa” President Akufo-Addo admonished.
In her remarks, she stated that WLA is ready to support all the efforts Ghana is currently making to stop illegal gaming activities in the country. According to Madam Paul, the WLA has two dominant objectives and they are giving back to good courses in the countries where they have representation by way of membership and fighting all forms of illegal gaming and lottery activities.
“Part of what the World Lottery Association does is to help set up standards that our members meet and certainly, one of the most important is the corporate social responsibility (CSR) standards which you (Ghana) are applying for and working towards.
“One of the things that are most threatening to lottery that gives back to good courses are those illegal folks who do nothing. They don’t pay any taxes, they don’t give any money to good causes and they don’t follow the same rules and standards that those of us who are government-sanctioned follow” the WLA President, Rebecca Paul said.
“We are working with all the lotteries across Africa, [including Ghana] on those two initiatives [CSR and responsible gaming] which are two of our most important and we are just elated to be here in Ghana” the WLA president added.
Renewed Commitment
The Board Chairman of NLA, His Eminence, Torgbui Francis Nnonyo, in his address, welcomed the charge of the President and indicated that the NLA will work hard to be a leader in the subregion.
“The Board of NLA, together with Management will ensure the growth of this organization, and we are even more determined to ensure that NLA’s flag flies high among its peers and lives up to its vision to become the organization of choice on the African continent”.
The Director-General of NLA, Mr.Samuel Awuku the Authority was more resolute than ever to take up the challenges that lie ahead.
“We are excited about this new phase and of what the future holds as we forge ahead in our journey. We believe there will be bigger hurdles to cross and while we acknowledge the work that lies ahead, we remain resolute with a renewed commitment to do much better for our cherished patrons.” Sammy Awuku stated.
He also commended the Management, Staff, and other stakeholders for contributing to the success story of NLA.
“As is typical of every great institution, it has not been all roses on our journey, but the NLA keeps innovating to bring out the best of the institution and its stakeholders. The dedicated service and tireless sacrifices borne by Management and Staff, our loyal Lotto Marketing Companies and Retailers as well as the policies and reforms, taken by successive Boards and Director-Generals have molded this foremost organization”.
The director general of the National Lottery Authority, Sammy Awuku, is confident that resolutions to uphold best practices in the lotteryand gaming industries will be implemented by lottery institutions throughout the world.
According to him, this will protect minors from the game as well as help with responsible advertising.
Speaking to Joy Business on the sidelines of the African Lottery Conference, Mr. Awuku said his outfit is committed to exhibiting best practices in the lottery game.
“Responsible gaming is very important to the development of lottery on the continent and I believe the time to have audacious conversations around the table is now, thus the seminar couldn’t have occurred at a more opportune time. I am hopeful that Director Generals and the leadership of lottery institutions gathered here will be committed to boldly implementing the resolutions that we will arrive at today, to uphold best practices particularly in protecting our minors from the game and in advertising responsibly”.
Mr. Awuku said while generating revenue for national development and giving back to the communities through good causes, all stakeholder should take a keen interest in the lives of the individuals whose stakes bring in the funds, “to enable us to help them”.
He therefore pointed out that formulating responsible gaming policies, setting up an advisory bureau and consistently educating patrons are but a few measures that can be instituted to advance this cause.
For his part, the Attorney General and Minister for Justice, Godfred Yeboah Dame, said the seminar was very necessary as it provides a platform for a discussion of the fundamentals of responsible gaming as well as for development, evaluation and sustenance of responsible gaming programmes for relevant stakeholders in the gaming fraternity.
“As Ghana’s principal legal adviser, I say that responsible gaming enjoins for development and application of policies and requirements to the gaming industry in a manner that offers a safe user environment and also protects people from the possible negative consequences of gaming. I identify certain elements of responsible gaming”.
He further said that a responsible gaming industry offers protection for the personal data and financial details of the players, thus a reliable iGaming software platform must be created for players to safely deposit, transfer and withdraw money.
He continued that the duty to make gaming responsible and to create a secure environment for participants is a common enterprise for all service providers, online operators and regulators of the industry, adding, “We cannot relent on same. A strict adherence to these principles will avert unnecessary losses”.
The National Lottery Authority (NLA) on Tuesday, December 6, received the World Lottery Association (WLA) President, Madam Rebecca Paul and General Secretary Lynne Roiter, who would be gracing the Authority’s 60th anniversary celebration.
The grand durbar of the NLA’s 60th Anniversary is scheduled for Friday, December 4, 2022, at 4pm at the NLA Head Office in Accra.
The two personalities are making their first appearance in Ghana courtesy the NLA, being headed by Director-General, Sammi Awuku.
Madam Rebecca Paul is the first woman to be elected for the coveted Position of President for the World Lottery Association. She was re-elected WLA Boss in Vancouver, October this year for another term.
Madam Rebecca Paul has also been instrumental in leading many reforms and championing good causes across the various lottery bodies.
Together with the experienced General Secretary, Mad. Lynne Roiter and other Top Executives of the World Lottery Body will also be participating in the Seminar on Responsible Gaming, being organized by the African Lotteries Association (ALA) and hosted by the National Lottery Authority of Ghana.
The event itself will bring together about 15 African Countries , Director Generals and several Experts in the Lottery industry across the Globe.
The Responsible Gaming Seminar is a major event on the ALA calendar and will be graced by the President of the World Lottery Body.
The African Lotteries President, Mr. Dramane Coulibaly from Ivory Coast and Younnes El- Mechrafi General Secretary of ALA and Vice President of the WLA will also be present .
The entire delegation will also join President Nana Addo Dankwa Akufo Addo, Ministers of State, CEOs, Members of Parliament at the grand durbar of the NLA.
The President will also serve in the capacity of Special Guest of Honour.
Call it serendipity, as a simple business trip to an island in Southern Europe, paves the way for the birth of a national treasure in Ghana.
A Finance Minister’s fascination with the lottery when he chances on it while on an official visit, culminates in the birth of the Department of National Lotteries (DNL), when he informs the President of the Republic, Osagyefo Dr. Kwame Nkrumah of his exciting discovery.
After discussions with the Maltese Government, another visit by Ghanaian envoys to understudy the lottery, the secondment of Maltese officials to help Ghana set up its own lottery body, and the passing of a Lotteries bill in parliament in 1962, DNL is officially instituted.
Sixty years on, DNL now an autonomous body, the National Lottery Authority NLA, reconnects with its mother lottery Authority in Malta.
A team comprising some Board Members and Management including Mr. Philip Anning, Madam Frances Joana Adda, the Director-General, Mr. Samuel Awuku, the Chief Internal Auditor, Mrs. Emmanuella Ephraim, the Head of Corporate Affairs, Ms. Judith Kormle and the Interim Chairman of the Association of Lotto Marketing Companies, Mr. Francis Opoku officially paid a visit to some selected government Offices and the Malta Gaming Authority to invite them to NLA’s 60th Anniversary Celebration.
The NLA Delegation, representing the Board Chairman, His Emminence, Torgbui Francis Nyono, together with Ghana’s High Commissioner to Malta, H.E Barbara Benissa first called on Malta’s Foreign Affairs Minister, Dr. Ian Borg, who paid glowing tribute to the partnership between Ghana and Malta and called for closer collaboration between these countries.
He wished the NLA well and promised to reciprocate the official visit in January as part of his Official tour to Ghana. He was confident Ghana could still learn from the Maltese experience since Malta had advanced from what Francis Brennan taught Ghana some 60 years ago.
Next, the NLA team led by the Ghana High Commissioner to Malta, H.E Barbara A. Benisa also had the privilege of paying a courtesy call on the Speaker of the House of Representatives of Malta, Hon. Anġlu Farrugia. He warmly welcomed the NLA Team and handed over a copy of the 1962 Registration Certificate of NLA to the Director General, Mr. Samuel Awuku. He also advised the NLA team to change its lottery processes and strategies to achieve greater revenue and growth.
The Director General of NLA, Mr. Samuel Awuku thanked the Speaker of Parliament, for the hospitality and for taking the time to meet with the team even though the Maltese Parliament was in session deliberating on their budget for 2023.
The NLA delegation also visited the Malta Gaming Authority, the regulator of the National Lottery in Malta. They were met by the Chief Officer of Policy and International Affairs, Mr. Kinga Warda who thanked the team for the recognition and gave them an insight into their game.
The CEO of the main operator of the Maltese National Lottery, Mr. Johann Schembri while proposing ways NLA can deal with the activities of illegal lottery operators, expressed concern over the high commission rates paid by NLA and warned that this development could affect the Authority within the next few years if not stopped.
They indicated that Malta, which had one of the highest commission rates of 7% in the world is seeking to guard against future increases, citing countries like the United Kingdom and the United States which currently pay commission rates of around 6%. They indicated their willingness to partner with NLA in developing the game to another level.
The Malta Gaming Authority confirmed its participation at NLA ‘s 60t Anniversary Grand Durbar.

The Board and Management of the National Lottery Authority (NLA)have released the application forms for the 2023 licensing year.
This is in adherence to the legal framework of the National Lotto Act, 2006, (Act 722).
Private Lotto Operators (PLOs) entities and individuals who wish to operate or sell Lottery products are encouraged to access these forms.
On the way forward, the NLA, in a release indicated that interested persons are to contact the Operations Manager, VAG, and Private Lotto Operations on the first floor of Fortune House, Head Office, Accra, for application forms and terms of payment from Tuesday, November 15, 2022.
They are required to pay a non-refundable application fee of GHC200.00.
”All PLOs already licensed in 2022, to operate nationwide, will in 2023, pay a License Fee of GHC 1,500,000.00. The License fee for new PLOs registering in the 2023 Licensing Year to operate nationwide is GHc2,000,000.00,” the NLA release added.
Deadline for the submission of application forms is Wednesday, 30th November 2022.
According to the NLA, which is headed by Sammi Awuku, as the Chief Executive Officer, the licenses out for acquisition are valid from January 1, 2023, to December 31, 2023.

Thousands of lotto writers have expressed their displeasure about the National Lottery Authority’s (NLA) directive for a new 20 per cent commission to be enforced.
The angry lotto writers are wondering how the commission could be reduced especially at this time of economic hardship.
They expressed their frustration during a stakeholders’ meeting with the Ghana Lotto Operators Association (GLOA) and the Concerned Lotto Agents Association of Ghana (CLAAG).
The emergency meeting was on sensitisation and the mode of enforcement for the 20 per cent commission for Writers as directed by the NLA.
Some of the lotto writers were clad in red and holding placards that read: “We don’t want any 20% but 40% instead; Sammy Awuku must go; Leave Banker to Banker alone; 20% of what? We no go gre; Chop chop money keke, Sammy Awuku,” among others.
Some chanted “We want 40%,” and added that, “if you can’t increase the commission then nobody should reduce it.”
The Executive Secretary of the Concerned Lotto Agents Association of Ghana, Mr Tawiah Duah, reading a statement said: “It has become necessary to convene a meeting between Ghana Lotto Operators Association (GLOA), Private Lotto Operators (PLO), Concerned Lotto Agents Association of Ghana (CLAAG) and Lotto Writers because about a week ago, an announcement was made by GLOA and PLO in the media that effective that day [31 October, 2022], commissions paid to lotto writers were reduced from 30 per cent to 20 per cent. That meant a whopping 10 per cent reduction in their income levels.
“This announcement was implemented and was met by agitated writers given the already existing hardship in the economy.
“This situation has therefore resulted in several incidence of near altercations between lotto writers and their respective agents.
“This coupled with numerous outpouring of angered Writers expressing themselves through voice calls, WhatsApp and SMS messages to our offices and Executive Officers demanding for sustained nationwide demonstrations against the reduction until such a time that it will be reversed.
GLOA, PLO and CLAAG have therefore convened this important meeting to calm the nerves of Lotto Writers as CLAAG has already written to the National Lottery Authority (NLA) to register its grievances [concerning] the reduction in commissions.
“It is our hope to seek [an] amicable solution to the problem at hand, of course with the active participation of GLOA.
“If, however, by Friday, 11 November 2022, the matter has not been resolved, CLAAG will again invite its members to reconvene and decide on its next line of action.”
All the members of the Ghana Lotto Operators Association (GLOA) were present to listen to the concerns of the Lotto Agents and the Lotto Writers.
The Chairman of GLOA, Noah Afonope assured the lotto agents and operators to rest assured and believe that something good will come out of their meeting with the NLA.
Hundreds of people are expected to throng the forecourt of the Anlo District Assembly Office this weekend, to witness the National Lottery Authority’s (NLA) godmother moneymaking machine, in action.
The NLA Draw machine is making its next stop in the Volta Region in the third of the series of the NLA’s famous Community Draws, to spread some good fortune to celebrants of this year’s Hogbetsotsoza.
Amid heavy security of combined military and police personnel, the draw machines were crane lifted from their secure place, the Brennan Hall on Friday morning.
According to the Head of Corporate Affairs, Ms. Judith Kormle, the NLA Community Draws are the Authority’s way of bringing the draw closer to its cherished patrons and the general public, dispelling the myth and rumors that ordinarily typify the draw and the draw machines.
“Holding Community Draws also gives NLA the opportunity to educate our patrons and the general public on the integrity of the Draw Process, the mandate, and operations of the Authority. We also use such platforms to enlighten our patrons on giving back to the community through our Good Causes and the activities of fraudsters who purport to give out leaked winning numbers on WhatsApp and Facebook,” she said.
Additionally, Community Draws add to the thrill of patrons who have never witnessed the draw to get a firsthand view of it, and also interact with the Draw presenters, Ace Actor Akrobeto, Comedian Kalybos, Actress, Jessica Williams, Beryl Adom and Nancy Darko.
This year’s draw will be even more exciting as musicians, Praye and other artists will entertain fans while they make money with their stakes.
This is the first time in sixty years, the National Lottery Authority (NLA) is taking its draw to the Volta Region in celebration of the Hogbetstso Festival and the third in the series of festivities, after Kwahu-Obomeng and the Oguaa Fetu Afahye.

Management of the National Lottery Authority (NLA)has lauded the Executives of the Ghana Lotto Operators Association (GLOA) and the Private Lotto Operators (PLOs) for complying with the directive on the payment of lotto commission.
The NLA earlier issued a directive informing the Executives of GLOA and all PLOs, to ensure the payment of a 20% lotto commission effective October 14, 2022.
The rate of the lotto commission was determined by the Board of the National Lottery Authorityand agreed by the PLOs, pursuant to Section 28 of the National Lotto Act, 2006 (Act 722).
In a press release, the NLA noted that it has taken cognizance of the publications by GLOA and PLOs instructing their Writers to comply with this directive or forfeit their license thus “highly applaud GLOA and the PLOs for enforcing this directive.”
A statement signed by the Secretary of GLOA, Seth Asante Amoani, with regards to the implementation of the Lotto Commission read “In line with the directive from the NLA, the executives and members of the Ghana Lotto Operators Association (GLOA) and Private Lotto Operators (PLO) wish to bring to the attention of its writers that payment on lotto commission is twenty percent (20%) effective 14th October 2022.”
Members of GLOA and PLO who assented their signatures in compliance with the lotto commission determined by the Governing Board of NLA include; Rand Lottery, Vision 2020, Asare Original Lotto, Alpha Lotto, Miwor Kakra Yebedi Nti Lotto, Makafui and Sons CO. Ltd., Accurate Giant, Home Co. Limited, Lotto & Lotteries Co. Ltd.
The rest are; Obiri Lotteries, Zinbax Construction & Lottery Services, Wulucky Ghana Limited, Zacdow Company Limited and Sadaco Business Brothers Ventures (SBBV).
Despite the GLOA and PLOs willingness to ensure the commission is implemented, the NLA has decided to deploy its task force in conjunction with the security services nationwide, to ensure full compliance with the payment of the commission.
Lotto operatorswho fail to implement the 20% commission risk having their license revoked or banned from operating for a minimum of five years.
Director-General of the National Lottery Association (NLA), Sammy Awuku, was among the dignitaries that graced this year’s World Lottery Summit.
The event was held from October 16 to 20, 2022, in Vancouver, British Columbia, Canada.
Announcing his participation in the event, the NLA boss also commended the World Lottery Association President, Rebecca Paul, for her exemplary leadership exhibited so far.

He further announced that the WLA President will grace the occasion to climax the NLA’s 60th anniversary celebration, scheduled to take place from December 7 to 10, this year.

“The NLA is grateful that for the first time the World Lottery Association President will be visiting Africa to Grace our 60th Anniversary and the African Lotteries Association Conference in Accra in December”, Sammy Awuku said.
The World lottery Summit brought together industry players from over 100 countries across the globe to, amongst other things, take stock of the various member countries’ programmes, regional reports, suspensions, and expulsions from the Association.
The summit is held every two years, but the World Lottery Association could not hold the 2020 event due to the COVID-19 pandemic.
The Director-General of the NLA, Sammy Awuku, and Dr. George Gyamfi-Osew, the immediate past Director of Operations of the Authority, represented Ghana at the summit.
At this year’s summit, Ghana’s NLA was highly commended for ensuring responsible gaming and pragmatic steps against the illegal lottery.
NLA remains the leader in the lottery business in the sense that it has the legal mandate to regulate the industry. In addition to this autonomous role, the main objective of NLA is to raise revenue to run its affairs and to pay whatever is left to the government to support developmental needs or projects in the country.
Against this background, NLA undoubtedly is a national asset, but this feat did not come with ease. The NLA brand was built with solid integrity as its core value while other values such as respect, excellence, accountability, leadership, and teamwork equally complemented the success story.
The NLA has spread across the sixteen regions in Ghana and continues to expand its tentacles to every nook and cranny. The expansion project is duly on course under the current leadership of Mr Samuel Awuku, the Director General of the authority.
It marked its 60th anniversary in September. However, an event is expected to be held in December to climax the anniversary celebration.
The National Lottery Authority (NLA) has pulled its sponsorship for 2022 MTN FA Cup winners, Accra Hearts of Oak.
It can be recalled that last season, the state-owned company announced a one-year sponsorship deal with the Phobians worth a million Ghana cedis.
Unfortunately, reports suggest that the deal will not be renewed after the expiration of the contract.
A hint was given at the end of the season when Asante Kotoko presented the Ghana Premier League title to officials of NLA.
Director General for the outfit, Sammy Awuku disclosed that it is possible the other club being sponsored [Hearts of Oak] will not be considered for a contract extension.
“The NLA going into next season might not sponsor all the clubs again but Kotoko you have made yourself worthy so we will consider sponsoring you.
“For every team, we decide to sponsor going forward if at the end of the season you are not part of the top three we won’t consider you again,” the NLA Director General said.
Meanwhile, reports suggest that talks are ongoing between Asante Kotoko and NLA on a contract extension of the sponsorship deal.
Speaking at the 60th anniversary of the NLA, Deputy Finance Minister, John Kumahindicated that revenue generated by the NLA is crucial to ensuring the smooth running of the authority, as well as achieve government’s revenue target.
“One of the priority areas which is of concern is how management will take steps to seal all revenue leakages as far as NLA is concerned because we need these revenues to support activities of NLA and to help government in its revenue drive,” he said.
He further charged management of NLA to be mindful of how they handle revenue.
“We implore all the management to be mindful about how they handle revenue generation in the operations of NLA,” he said.
Director General of the NLA, Samuel Awukuoutlined some activities to mark the celebrations, adding that the authority will outdoor new initiatives very soon.
“As we launch our 60th anniversary, we have a series of activities planned. Over the next three months, it would be an interesting journey for anyone who decides to partner with us.”
“We have dedicated the month of October to our cherished customers, whom we recognise as our most valued assets. The month of November is slated for our good causes. In this month, we will give back to society by commissioning some projects we have been able to embark upon in various parts of the country. This would be climaxed with a grand durbar of the anniversary which will be celebrated in December,” he said.
Ghana’s lottery activities originated from Malta. Malta has since been an ally in this sector. Maltese High Commissioner to Ghana, Jean Claude Galea Mallia reiterated his country’s commitment to promoting bilateral relations between both countries.
“Being Malta’s first diplomatic missions in sub-Saharan Africa, the government of Malta reconfirmed its strong commitment in advancing bilateral relations and exchanges with Ghana in various fields; political, commercial, sports etc,” he assured.
Ghana has been granted the honour of hosting the first African conference on responsible gaming, according to Director-General of the National Lottery Authority (NLA), Sammy Awuku.
Speaking at the launch of the NLA’s diamond jubilee on September 29, 2022, in Accra, Mr Awuku stated that the conference “will be held concurrently between December 7 and 10, 2022.”
The African conference on responsible gaming is part of efforts to strengthen ties between African lottery countries and to improve lottery operations across the continent.
Stressing its significance to Ghana, Mr Awuku noted that the conference “will bring to the fore and expose Ghana as well to several delegations from various African countries where the lottery also takes place.”
Ghana has also been reinstated as a member of the African Lottery Association, also known as the Association des Loteries d’Afrique (ALA).
ALA is a branch of the World Lottery Associationand a non-profit organization representing the interests of state-authorised lottery and sports betting operators throughout Africa.
The primary mission of the association is to unite public, mixed, and private companies that hold a monopoly, licence, or concession from African states for the operation of games of chance, in order to further socio-economic development across the African continent in priority sectors such as education, health, culture, and sport.
Ghana was no longer considered a member due to its inactivity in the operations of the associations.
However, due to conversations between the current leadership of the NLA, headed by Mr Awuku, and representatives of ALA, Ghana has been readmitted.
“In Ivory Coast currently, their director-general is the president of (ALA). We made a case to him, they also have to waive off some penalties and charges that have been accumulating because of our inactivity within the body,” Awuku said.
“So, all things being equal, we have completed discussions with them regarding the membership of the African Lottery Association, and I am happy to announce that we have been readmitted back into the African Lottery Association,” Mr Awuku said while announcing this in February.
Mr Awuku, at the launch of the anniversary, was very optimistic about the collaborations between the African countries in the industry yielding positive results.
The National Lotteries Authority (NLA) has launched its 60th anniversary celebration with a colourful event at its headquarters in Accra.
The event which took place on September 29, 2022, saw in attendance dignitaries from within and without the authority, including the NLA’s Director-General, Sammy Awuku, the Attorney-General and Minister of Justice, Godfred Yeboah Dame, the Deputy Finance Minister, John Kumah, among others.
During the event Director-General, Sammy Awuku, highlighted a series of activities that would characterise the celebration of the event which has been scheduled to span three months.
He noted that “the month of October has been dedicated to our cherished customers whom we recognize as our most valued assets. The month of November is slated for our Good Causes project,” and December will be the climax of the events.
He emphasised that November will be a month the Authority will give back to society by commissioning some Projects, in various parts of the country.
“These will be climaxed with a Grand Durbar of the Anniversary Celebration in December, held concurrently with a Conference on Responsible Gaming as we host the African Lotteries Association (ALA),” he said.

In addition to this autonomous role, the main objective of NLA is to raise revenue to run its affairs, and to pay whatever is left to the government to support developmental needs or projects in the country.
Against this background, NLA undoubtedly is a national asset, but this feat did not come with ease.The NLA brand was built with solid integrity as its core value while other values such as respect, excellence, accountability, leadership, and teamwork equally complemented the success story.
The NLA has its spread across the sixteen regions in Ghana, and continues to expand its tentacles to every nook and cranny. The expansion project is duly on course under the current leadership of Mr Samuel Awuku, the Director General of the authority.
Mr Awuku at the launch of the 60th anniversary celebration noted that after the establishment of the NLA some years ago, NLA can confidently boast of exemplifying its mandate to make all stakeholders ultimate winners.
“It has been 60 Years of generating revenue for national development, 60 years of touching lives, communities, and institutions and 60 years of making our patrons millionaires.”
Although he acknowledged that there are still challenges of his outfit that need to be addressed, he noted that the reforms, policies, and decisions taken by successive Boards and Director-Generals have significantly transformed the institution.
Board Chairman of NLA, Togbe Francis Nyonyo Agboada, was also at the event.
Addressing the gathering at the event, he touted the achievements of the NLA over the years, indicating that “we have successfully licensed some Private Lotto Operators, (PLOs) and look forward to welcoming more on board. The security services together with the NLA task force will continue to clamp down on defaulters to sanitize the lottery industry.
“We are also in the process of signing on some more Collaborators who will introduce some exciting new games for our cherished patrons. By the end of the year, we should take delivery of our modern machines, which purchase was done in accordance with the standards of the World Lottery Association (WLA).”
The Attorney-General and Minister of Justice, Godfred Yeboah has admonished the National Lottery Authority (NLA) to capitalise on digitalisation to transform the lottery industry in Ghana.
Speaking at the launch of the Authority’s diamond jubilee at its headquarters in Accra, Mr Dame noted that “technology has become an inevitable tool for the corporate world,” hence, his call on the leadership of the NLA to fully utilise the tool to boost its operations.
This, he also believes will help the authority maximise the generation of revenue from its operations. “There must be a deliberate process by management to ensure the modernisation, expansion of the operations of the NLA,” he stressed.
The NLA turned 60 on September 29, 2022. A colorful event where the logo, theme, and anniversary cloth for the anniversary, was launched, was held at the NLA headquarters to commemorate the occasion.
In attendance were dignitaries from within and without the Authority, including the NLA’s partners and key stakeholders, Ghana’s Defence Minister, Dominic Nitiwul, deputy Finance Minister, John Kumah, the Attorney General himself among others.
Delivering a solidarity message, Mr Dame, noted that 60 years of existence is no mean feat. He commended the authority for the various successes chalked since its inception and noted that the NLA made lottering attractive in the country.
“NLA gives you and I the opportunity to dream about what we might do if we won the lottery. “Much of the success and popularity of the national lottery can be attributed to the combination of a chance to win and dream and undoubtedly, this has been a huge success with the general populace,” he said.
Mr. Dame further congratulated the current Director-General, Mr Sammy Awuku for his exemplary leadership and the transformation of the NLA under his watch. He noted that “as this organisation continues to take giant strides into the future, I deem it appropriate to record my sincerest admiration for the innovation and creative thinking of the Director-General, the NLA, Mr Awuku.”
“I cannot be mistaken in noting that Mr Awuku’s leadership has seen a fresh injection of ingenuity into the affairs of the NLA. I can only wish him well,” he added. Additionally, he entreated the institution to operate on fairness.
“Participating in the launch of this diamond jubilee, I leave you with these observations; first is that fairness must characterise the operations of this institution and fairness must continue to be the guiding tool,” he said.

Success of the NLA
Some successes and gains have been made by the NLA particularly under the current administration headed by Mr Awuku. The successes chalked include unity among staff, payment of huge backlog of unpaid wins, discipline and punctuality at work, introduction of new games, fight against illegal lotto operators,among others.
As part of its social responsibility, the Good Causes Foundation has been established by the Authority with the mandate to carry or reach out to the needy and the destitute in society. It basically operates in four areas namely; education, health,sports, and culture. In the past, what existed was commonly referred to as Special Projects.
The NLA boss believes that the authority, through the foundation, wants to give back to society by offering assistance to the vulnerable, people with disability, and the poor in the country.
Successes chalked under Sammy Awuku
Under Mr Awuku, NLA has been readmitted into African Lottery Association and World Lottery Association, where the authority is expected to restore to its former status as a respected body in the global lottery business.
Challenges
As with all public organisations, the NLA as a state parastatal faces some challenges, but which are surmountable, the Director- General admits.
The foremost challenge is the operation of illegal lotto operators.The operation of these people is giving the NLA boss a sleepless night as their continued activities affect the revenue generation of the authority. They do not pay licence to operate, and take some part of the market of the lotto business.
Another problem is the lotto fraudsters, who use the name of NLA to swindle people and lovers of the game.The authority loses revenue and at the same time creates a bad image for the brand. Linked to this is social media scammers who use Facebook and WhatsApp to trap unsuspecting individuals and promise them winning numbers, which they claim emanate from the strong room of NLA. According to the NLA, no such room exists though.
