    UPSA honors NAPO, names a hostel after him

    The University of Professional Studies, Accra (UPSA) has honoured Dr. Matthew Opoku Prempeh, the New Patriotic Party’s (NPP) Running Mate for the 2024 elections, by naming a new hostel after him. This tribute recognises his significant impact on education in Ghana.

    The event, held at the university, highlighted Dr. Prempeh’s leadership as the former Minister for Education and his key role in enhancing infrastructure at higher education institutions.

    During his speech, Dr. Kofi Ohene Konadu, Chairman of the UPSA University Council, praised Dr. Prempeh for his outstanding contributions to the university’s growth.

    He particularly acknowledged Dr. Prempeh’s instrumental role in facilitating the funding and construction of the state-of-the-art facility, now named the “Dr. Matthew Opoku Prempeh Hostel.”

    Dr. Matthew Opoku Prempeh’s tenure as Minister for Education was marked by a relentless commitment to expanding access to education and creating an enabling environment for learning.

    “This hostel stands as a testament to his dedication to improving infrastructure for tertiary education,” Dr. Konadu stated.

    The new hostel is expected to accommodate over 5,000 students, easing accommodation challenges on campus and providing a conducive environment for academic excellence.

    Dr. Konadu highlighted the critical role of effective leadership in achieving such milestones. “Your support for this project was not just about funding but ensuring that tertiary institutions like UPSA could meet the growing demand for quality education,” he added.

    The Vice Chancellor of UPSA, Professor Abednego Feehi Okoe Amartey, echoed these sentiments, lauding Dr. Prempeh’s enduring legacy in Ghana’s education sector.

    “Dr. Prempeh’s impact on Ghana’s education is indelible. From the implementation of the Free Senior High School policy to enhancing the infrastructure of institutions like ours, his leadership continues to transform lives.

    Naming this hostel after him is our way of immortalizing his contributions,” said Professor Amartey.

    This honor comes three years after UPSA conferred on Dr. Matthew Opoku Prempeh an honorary Doctor of Humane Letters degree in July 2021.

    The award celebrated his sterling leadership and dedication to advancing education in Ghana. In his acceptance remarks, Dr. Prempeh expressed profound gratitude to UPSA for the recognition.

    “This honor is not just mine but for all who believe in the power of education to transform lives. I remain committed to supporting the growth of institutions like UPSA, which are pivotal to our national development,” he stated.

    By naming the hostel after Dr. Prempeh, UPSA shows its gratitude for his contributions and reaffirms its dedication to honoring those who support education.

    The event was attended by dignitaries, staff, students, and members of various educational organisations, making it a memorable occasion for the university.

    Broadcast Journalist Bright Nana Amfoh has highlighted the strategic importance of the New Patriotic Party’s (NPP) selection of Dr. Matthew Opoku Prempeh, also known as NAPO.

    During an analysis segment on Metro TV, Amfoh emphasized that NAPO’s royal lineage and his roots in the Ashanti Region significantly bolster the NPP’s prospects in the upcoming elections.

    According to him, Dr Opoku’s Prempeh’s presence betters the NPP’s chance of obtaining 70.5 percent of the total votes that will be cast in the Ashanti Region in the upcoming polls.

    He also mentioned that Vice President Bawumia has covertly indicated his preference for NAPO as his running mate, a choice that aligns with the party’s strategic goals.

    The Minister of Energy, Dr. Matthew Opoku Prempreh, has clarified that the recent power outages experienced in parts of the country were not a result of load shedding by the Electricity Company of Ghana (ECG).

    For months, many parts of the country have faced intermittent power outages, causing inconvenience to businesses and households.

    Responding to questions in Parliament, Dr. Opoku Prempeh explained that the outages were due to various factors, including localised issues with overloaded online transformers.

    He highlighted the transformation of certain areas, like parts of East Legon, from purely residential to commercial districts, leading to increased power consumption and strain on existing infrastructure.

    Additionally, he mentioned emergency situations such as the shutdown of the CenPower plant, resulting in a loss of 40 megawatts, and ongoing maintenance at the Amandi power plant.

    Dr. Opoku Prempeh emphasized that these factors, along with emergency outages requested by GRIDCo, contributed to the power outages.

    He stated that ECG could not have implemented a pre-programmed load shedding schedule due to the unplanned nature of the incidents.

    The Minister’s clarification comes amidst public concern and speculation about the causes of the recent power outages. He assured that the government and relevant agencies are working to address the issues and improve the reliability of the country’s power supply.

    Dr. Matthew Opoku Prempeh, popularly known as Napo, who is the Member of Parliament for Manhyia South Constituency in the Ashanti Region and Ghana’s Energy Minister, celebrated his 56th birthday in a memorable fashion with the basic pupils of the Kumasi Metropolis.

    The event, which took place on Friday, June 14, 2024, at the Jubilee Park, was filled with entertainment and joy, marking a special version of his birthday celebrations.

    Dr. Napo, a potential running mate to Dr. Mahamudu Bawumia, the flagbearer of the New Patriotic Party (NPP) for the 2024 elections, turned 56 on Thursday, May 23, 2024.

    The colourful program featured a variety of entertainment sessions, including music, dance, bouncy castle games, and the sharing of snacks, creating a festive atmosphere for the pupils.

    The highlight of the event was when Dr. Matthew Opoku Prempeh, known for his vibrant personality, joined the pupils on the dance floor. He delighted everyone with his dance moves to the tune of the famous song “ASEDA,” composed and sung by King Baluta, making the celebration even more enjoyable.

    In addition to the entertainment, Dr. Napo made a generous donation of learning materials and food items to the various basic schools in the Kumasi Metropolis. The items included exercise books, notebooks, packs of assorted soft drinks, and biscuits, among others. This gesture aimed to support the education and well-being of the pupils.

    The event was graced by several dignitaries, including the Manhyia South Constituency executives of the NPP, Nana Kwaku Duah, Chief of Kokoso, and friends of Dr. Napo. Their presence added to the significance of the celebration.

    In search of NPP running mate, a case for Dr. Matthew Opoku Prempeh

    It is true that concerning the search for a running mate to the NPP flag bearer, several names have popped up as possible leading contenders. But, it is also true that the name, Dr. Matthew Opoku Prempeh (alias Napo), has popped up as the number one leading contender for this job.

    Political scientists and watchers have, rightly so, tipped the Energy Minister, as the most suitable candidate for the running mate job to help the NPP break the 8.

    In view of this, he [Napo] has become the primary target for all kinds of vicious propaganda and myths thrown at him by his critics both within and outside the party in a desperate attempt to water-down his chances.

    For the NDC, their biggest fear is that the selection of Napo as running mate will spell doom for their political fortunes particularly in the Ashanti Region and among young people across the country. In this piece, the writer shall be responding to these vicious propaganda, clearing the myths and setting the records straight, thus, making a solid case on why it has to be Napo.

    First, they say, Napo is ARROGANT, and that appears to be their biggest trump card against him. However, I say without doubt that any such description of Napo is highly misconceived, baseless and not supported by reality.     Napo has only become a victim of the former. Even his sense of humour is sometimes deliberately and mischievously misinterpreted by his critics as sign of arrogance. Anybody that objectively analyses the personality of Dr. Matthew Opoku Prempeh and his records in public and private life would certainly never associate him with arrogance. It is just not plausible to do that. Instead, the objective mind would say, Dr. Prempeh is down to earth but at the same time firm and decisive.

    It is this decisiveness and firmness of Napo that made him to successfully rollout the Free SHS policy (the BOLDEST social intervention in the nation’s education sector since Independence) within the first year of the Akufo-Addo government, at the time some senior members of the government were raising serious misgivings, claiming it was too early to do so. Again, it is Napo’s decisiveness and boldness that have ensured discipline in the nation’s petroleum industry and also guaranteed stable power supply in the country even during the period of unprecedented economic crisis.

    It would also be recalled that not long ago, Napo, as Energy Minister, properly exercised his oversight responsibility over the governing Board of the GNPC, chaired by Hon. Freddie Blay, the immediate past National Chairman of the governing NPP, who was then accused of offering interest in Ghana’s oil fields to a South African oil company, PetroSA. Napo gallantry insisted that the deal was not in the best interest of Ghana, and therefore ordered the Chairman to immediately cancel the offer.

    The Energy Minister’s position was later vindicated by Civil Society Organizations (CSOs) and other think tanks in the petroleum sector. Certainly, only bold and decisive leaders can do that.
    There is, indeed, no gainsaying that what is needed from a leader is results, nothing more, nothing less. We need leaders that solve problems, and not leaders that only speak big English and project themselves as the citadel of humility. In any case, the contest for the presidency of a country is certainly NOT a HUMILITY CONTEST, else, we should make the National Chief Imam or the Chairman of the Christian Council of Ghana the President of Ghana for life.

    Perish the thought; even if we were to assume WITHOUT ADMITTING that Hon. Dr. Matthew Opoku Prempeh is who they claim he is, i.e. arrogant, what really does the serious business of governance got to do with such matters?… Issues of arrogance, humility or the lack of it. Governance is a serious business, one of bread and butter. It is the competence of the leader and his proven track record that should really matter. Leadership is simply about solving problems.

    I will, on any day, vote for a so-called arrogant leader who can provide me free education, affordable healthcare, stable electricity, good roads, good food and water, better economy, and, indeed, solve my problems. I will NOT vote for a leader who only comes to give me humility whilst I’m dying of hunger and getting overwhelmed with challenges. Martin Luther King Jnr. was right when he asseverated that, “the ultimate measure of a man is not where he stands in the moments of comfort, but where he stands at times of challenge”.

    Another propaganda against Napo is the claim that he is desperate for the running mate job, and that, the overwhelming calls coming from the rank and file of the party for Napo to be made the running mate is self-induced. His critics also say, Napo has a Presidential ambition and so, he will undermine Bawumia’s presidency if he becomes the Vice President. How low can these people stoop in their inordinate quest to destroy a good man!

    First, Napo is not and cannot be said to be desperate for this running mate job. His commitment to the forward march of the NPP and Ghana goes beyond any desires for the Presidency of the country. He has demonstrated clearly that even if he is not nominated as running mate, he will work hard for the NPP to break the 8. He is focused on his job as MP for Manhyia South.

    In fact, he was the first person to file his nomination seeking reelection as MP. How can he be said to be desperate for running mate? It is however noteworthy that some of the things Napo has been doing all the time which often go unnoticed, if he does them now, people sometimes deliberately take pictures of him for mischief purposes. How unfortunate!

    Well, let it be placed on record that Napo has not changed at all. He remains the Napo we know all the time. The groundswell of endorsements he is receiving from the party’s rank and file is NOT self-induced. It is purely ORGANIC love for a man with an incredible kind heart. Napo’s generosity is legendary. His generosity does not also know any regional, religious or political divide. As a matter of fact, there cannot be an overestimation of the number of individuals and families he has supported and continues to support.

    How is it Napo’s fault when beneficiaries of his generous support come to share their stories in the media; stories of how Napo has transformed their lives and livelihoods.

    How is that self-induced? Indeed, what can be more natural and organic than that? The youth of the NPP and beyond love Napo to the core because he has rightly earned their love. Party executives from polling station to the national level love Napo because he has rightly earned their love. The entire Asanteman love Napo because he has rightly earned their love. He cannot be blamed for this.

    It is also not Napo’s fault that he is the MOST DECORATED MINISTER OF STATE, sweeping virtually every Award, local and international, for which he has been nominated. For the avoidance of doubt, Napo’s political and professional life is replete with meritorious Awards for EXEMPLARY LEADERSHIP.

    He didn’t start receiving these Awards today, and therefore, his continuous receipt of these Awards cannot in anyway be linked with the running mate job. Indeed, throughout the tenure of this government, Napo has, year after year, been adjudged the MOST HARDWORKING MINISTER. It didn’t start today and it wouldn’t end today. Celebrating the DESERVING is not only a step in the right direction but also a moral obligation.

    On the claim that Napo has presidential ambition, hence should be disqualified, I say to the contrary, that, such ambition, if it really exists, is rather the very reason why Napo is the right man for this running mate job. A Vice President must always be someone who has ambition of succeeding his boss when his tenure ends.

    This is because, that ambition will be an extra motivating factor for the Vice President to work even harder for the success of his boss, since he [the Vice President] will be assessed based on the record of his boss’ administration and how much he has contributed to that record. A typical example is what we are seeing today in respect of the current Vice President and his boss.

    Having adequately responded to these baseless propaganda against Napo, I wish to seize the opportunity to reiterate my strong conviction that Napo is the most suitable candidate for the running mate job. Napo is deeply loved by young people in the party, and has the wherewithal to mobilize the support of the nation’s youth to help the NPP break the 8. It is noteworthy that Napo’s indomitable political influence goes beyond the Ashanti Region. He is a political colossus and a national asset for that matter.

    It should also be noted that the biggest threat to the NPP’s electoral fortunes in 2024 is really not the NDC and its flag bearer, but APATHY within the NPP. It is for this reason that the NPP flag bearer must nominate a running mate who is loved by the party’s core support base. Without a shred of doubt, Napo is that person. Per our constitutional architecture, political parties exist only to win general elections and govern. Napo has demonstrated that he has what it takes to help the NPP win the next elections and to also govern the country effectively.

    On account of the foregoing, it is evidently clear that the selection of Napo as our running mate will give the NPP the most POLITICAL CAPITAL in 2024. Our flag bearer should be encouraged to do the needful and NOT succumb to pressure from certain quarters that inexplicably think otherwise.

    Napo has the unflinching support of young people in the party. It is not for nothing that all my colleagues, NPP Regional Youth Organizers support Dr. Matthew Opoku Prempeh’s bid. It is not for nothing that the National Youth Wing of the Party supports Dr. Matthew Opoku Prempeh’s bid. Dr. Prempeh also has the overwhelming support of party executives across all levels.

    As party people, we are hungry to retain power in December 2024 for the prosperity of our party and nation. That is all that matters to us, and we cannot fail to deliver on this national duty. It doesn’t matter who helps us in this pursuit so long as it is not the devil. Further to the above cogent reasons in support of Napo, it is also worth making the point that our flag bearer is generally seen as calm and soft-spoken. He therefore needs an out-outspoken lieutenant to balance the ticket to be able to give the NDC a run for their money.

    Our flag bearer is also seen as a technocrat. He therefore needs a ‘career politician’ as his lieutenant in order to keep faith with the NPP’s age-long tradition of always presenting a presidential ticket made up of a career politician and a technocrat. Yet again, Napo is the answer. Anyway and anyhow you nuance the analysis, you will only find the answers in Hon. Dr. Matthew Opoku Prempeh (alias Napo). We just cannot afford to get it wrong for the sake of our party and country.
    Long live the NPP and our dear Motherland, Ghana.

    The Energy Minister, Dr. Matthew Opoku Prempeh, has vehemently refuted claims that Ghana is facing financial difficulties hindering the purchase of essential infrastructure for rural electrification projects.

    Responding to concerns raised by committee members in a recent sitting before the Government Assurances Committee about delays in project completion due to alleged budget constraints on Friday, May 3, Dr. Prempeh stated unequivocally, “Ghana is not broke that it cannot buy. My last answer to that question was, we are procuring high-voltage and low-voltage poles and completing the same in Binduri.”

    Highlighting the challenges faced in executing rural electrification projects, Dr. Prempeh emphasized the importance of honouring contracts and the difficulties contractors face when prices escalate unexpectedly.

    He explained, “If the contractor feels the prices have escalated and if he goes to buy it, he will lose out of the contract, all over the world, what contractors do is to walk away. It doesn’t make it a criminal offense.”

    Despite acknowledging funding challenges, the Minister asserted that this does not mean Ghana is broke.

    Drawing an analogy, he stated, “The fact that you cannot cater for every need of your family does not mean you are broke. The request may come, and you might decide to prioritize the request, and even when you prioritize and a sickness drops, you might have to divert your prioritization to what has become an emergency. Ghana is not broke.”

    He further reassured the committee that the government remains committed to ensuring that every part of Ghana receives its fair share of electrification, noting that the country has achieved an electrification rate of 88.75%, which he described as commendable, even in comparison to other countries in Sub-Saharan Africa.

    The Institute of Energy Security (IES) has demanded the immediate removal of Energy Minister Dr. Matthew Opoku Prempeh, citing the deteriorating energy crisis as the basis for their request.

    According to the IES, the current state of the energy sector requires urgent action, leading to their call for the minister’s dismissal.

    The Executive Director of IES, Nana Amoasi VII, expressed dissatisfaction with the minister’s perceived lack of action in a Monday interview on Eyewitness News.

    He pointed out the minister’s apparent detachment from the reality of the energy situation, questioning the purpose of his presence in such a crucial position.

    “Where we have gotten to, there is no circuit and so what is the use of the minister in that space? He must be relieved, probably to concentrate on any other agenda he is bidding for. He must be relieved of his post. It is becoming too much. Is it not insulting with the statement that he made? Total disrespect to consumers. Are we asking for too much?

    “For God’s sake, I am a prepaid consumer. I have paid for that power that you need to supply me. In fact, you chose to put a meter in my house at a fee, that is also a contract in a form, and he chose to take my money in advance.

    “If I am not going to get the power, then just out of respect, at least tell me when I can have the power. But don’t look into my face and say, I should go and produce my own timetable.”

    In March of this year, Energy Minister Dr. Matthew Opoku Prempeh responded to calls for the Electricity Company of Ghana (ECG) to publish a load-shedding timetable by challenging advocates to create their own proposed schedules.

    His comments came during a period of significant power challenges in the country, particularly in the Greater Accra Region, affecting individuals and businesses alike.

    Speaking to reporters at the inauguration of the NPP campaign team in the Ashanti Region, Dr. Opoku Prempeh challenged critics to develop their own timetable if they believed it was necessary.

    He questioned the rationale behind creating a timetable when ECG had stated that no such plan was in place.

    “Let those who want the timetable bring it. What do you mean? I don’t know of any timetable because the ECG has said it is not necessary. Why would someone just wish evil for the country?” he asked.

    Whether labeled ‘dumsor’ or ‘dum sie sie’, as preferred by Energy Minister, Matthew Opoku Prempeh, the current irregular power supply situation is undeniably wreaking havoc on numerous households and businesses.

    Nestled within this complex are several printing shops. Once bustling hubs of activity, these establishments churned out a variety of materials, from receipts and brochures to calendars.

    However, their operations have ground to a halt.

    During a recent visit by Joy News, it was evident that one of these shops, typically staffed by four workers, now struggles to retain even two employees due to the erratic power supply.

    This disruption has effectively paralyzed the shop’s operations.

    Expressing dismay, one worker lamented, “Since Monday till now (Tuesday), we don’t have light here, so all the work that people brought here [within that period], they’ve had to take it away,” said one of the distraught workers.

    Like many Ghanaians, these workers are clamoring for the implementation of a load-shedding timetable. Such a schedule would enable them to better plan their work schedules, ensuring they meet client deadlines and avoid losing contracts due to unforeseen power cuts.

    A few stalls down, another shop faces similar challenges. Though smaller in scale, it plays an equally crucial role in the printing process. Here, employees find themselves resorting to manual stitching of books and other materials due to the frequent power outages.

    The impact of ‘dumsor’ on these businesses has been severe. Some employees have been instructed to stay home temporarily, while those who remain on-site often find themselves idle, passing the time with sleep, reading, or engaging in other activities as they await a resolution to the power supply issues.

    The Energy Minister stressed the importance of adequate infrastructure for processing, storage, transportation, and transformation of natural gas resources to meet market demands.

    He commended initiatives such as Dangote’s 650,000 barrels per day oil refinery and petrochemical complex in Nigeria, along with Ghana’s recent commissioning of a hundred barrels per day oil refinery.

    Ongoing projects in Ghana, including the Tema LNG Terminal and the Tema City Gate and Gas Distribution Pipeline Network, contribute to expanding refining capacity.

    Ghana envisions Nigeria as a primary supplier of affordable and reliable gas, complementing domestic sources and the West African Gas Pipeline.

    Dr. Opoku Prempeh also highlighted the potential impact of the Nigeria to Morocco pipeline, stimulating gas patronage and expanding the gas market across the continent, especially in countries along the pipeline route.

    “We can leverage the African Energy Bank which Ghana is supporting and whose headquarters Ghana expects to host, to raise competitive financing for the faster development of natural gas projects and the development of infrastructure for research and development, and for processing, transportation and transformation of our natural resources,” he said.

    “In the next decade, we can expect to see continued investment in natural gas infrastructure such as pipelines, liquefied natural gas (LNG) terminals, power plants and petrochemical establishments on the continent, which present a unique opportunity for Africa to take charge of its own destiny,” he added.

    He continued: “As indicated earlier, infrastructure development is key in fulfilling the massive untapped potential the resource presents. There has to be adequate infrastructure for processing, storage, transportation and transformation of natural gas resources to meet the market demands. In this regard, the initiative of Dangote to build the 650,000 barrels per day oil refinery and a petrochemical complex here in Nigeria is laudable.

    “In Ghana, we recently commissioned a hundred barrels per day oil refinery to increase our refining capacity and have plans in place to further increase our refining capacity in the near future. Other on-going projects include Tema LNG Terminal and the Tema City Gate and Gas Distribution Pipeline Network.”

    “The execution of the Nigeria to Morocco pipeline will also stimulate the patronage of gas and expand the gas market on the Continent, especially in countries along the pipeline route,” he adds.

    Chief of Frafra and President of the Council of Zongo Chiefs, Alhaji Musah, emphasized that they are praying for the success of the NPP because Dr. Bawumia and Dr. Prempeh possess the spiritual qualities needed to lead the country to greater heights.

    Energy Minister, Dr Matthew Opoku Prempeh, has officially submitted his nomination to run for re-election as the New Patriotic Party’s Parliamentary Candidate for Manyhia South in Kumasi.

    This marks the fifth occasion that Dr. Opoku Prempeh is seeking this position.

    In a Facebook post on Wednesday, December 20, he conveyed his appreciation to the NPP members in the constituency for their steadfast support.

    “In line with the dictates of our party constitution, I filed my nomination at the NPP Manhyia South Constituency office, to contest in the party’s upcoming primaries for constituencies with sitting MPs.”

    “This is in respect of my humble quest, to be re-elected as the NPP Parliamentary Candidate for Manhyia South for the 2024 parliamentary elections. It is also the first step, towards my 5th term bid as Member of Parliament for Manhyia South on the ticket of the New Patriotic Party.

    The Minister for Energy, Dr Matthew Opoku Prempeh, has vehemently denied allegations of making derogatory remarks about the New Patriotic Party’s (NPP) flagbearer, Dr. Mahamudu Bawumia.

    In a press statement issued by his spokesperson, Kofi Abrefa Afena on December 19, the Minister categorically refuted the accusations, asserting that the video in question was manipulated to sow discord.

    “Dr. Prempeh wishes to reiterate his absolute belief and confidence in the Flagbearer of the NPP, His Excellency, Dr. Mahamadu Bawumia as the most competent and credible candidate, with the proven incorruptibility, to beat the NDC Flagbearer in 2024, based on the NPP’s superior record in government.”

    “For the avoidance of doubt, the Energy Minister is of the firm view that, the people of Ghana on the balance of probabilities, will renew the NPP mandate with Dr Bawumia because, even in the face of genuine global shocks, as attested to by former President Mahama in his foreign engagements, the government has remained resolute, steering the country out of the woods,” an excerpt of the statement said.

    He further urged the public to dismiss the video entirely and not be swayed by its content.

    “The general public is thus, kindly requested to totally disregard the deliberate slant and distortions put on the video.,” the statement concluded.

    On the 21st of November, 2023, the Energy Minister, Dr. Matthew Opoku Prempeh, inaugurated the exhibition segment of the 2023 Upstream Local Content Conference and Exhibition in Takoradi.

    During a press briefing preceding the formal opening of the exhibition center, the Minister reflected on Ghana’s remarkable journey over the past decade.

    He noted that in the initial stages of oil field development, prior to the implementation of the Local Content Regulations, only 6.5% of contracts were granted to Ghanaian companies.

    However, after a decade of enforcing these regulations, the percentage of contract value awarded to local companies has increased substantially, reaching approximately 20%.

    “At each conference and exhibition, we exchange views on the work done over the past year. I remember talking about the need for reserve replacement at last year’s exhibition as a means to sustain local content development,” he said.

    He continued, “I am glad that the concerted efforts of Government and the Jubilee Partners resulted in addition of 30,000 barrels of oil per day to our production profile. This is aside the Eban and Akoma discoveries. These have also contributed a lot to the country’s gas potential with the increase in the proven gas reserves.”

    The Minister opened the conference formally on Wednesday 22nd November, 2023 where discussions focused on local content development.

    Energy Minister and Member of Parliament for Manhyia South, Dr. Matthew Opoku Prempeh, has paid tribute to the late former First Lady, Mrs. Theresa Aba Kufuor, the wife of the 2nd President of the 4th Republic, His Excellency John Agyekum Kufuor.

    As the paternal grandson of the former President, the Energy Minister reflected on his maternal relationship with the late First Lady, portraying her as a disciplinarian and devoted Christian. He noted that even during her time as the First Lady, she continued to participate in her church choir.

    Expressing deep emotions, the MP for Manhyia South recalled the last occasion he shared with the late former First Lady. It was when he, along with Otumfuo Apagyahene, President Kufuor, and Mrs. Aba Kufuor, were at the University of Ghana Medical Centre, having tested positive for COVID-19.

    “Aunty Aba as we affectionately called her, will be sorely missed, and we wish her a peaceful and eternal rest.”

    The funeral arrangements for the late First Lady commenced with a requiem mass scheduled for Wednesday, November 15, 2023, at the Christ the King Catholic Church in Cantonments.

    Today, Thursday, November 16, 2023, a state funeral is being conducted in her honor. The final funeral rites will extend into the weekend, concluding on November 18 at Heroes Park in Kumasi.

    Mrs. Kufuor passed away peacefully at her residence in Peduase, surrounded by her family, on October 1 at the age of 87.

    Dr. Matthew Opoku Prempeh, the Energy Minister, has called on members of the New Patriotic Party (NPP) to put in diligent effort by engaging in nationwide party mobilization to secure a third victory over the National Democratic Congres (NDC) and its candidate, John Mahama.

    The Minister’s rationale behind this appeal is rooted in his belief that John Mahama’s track record offers little to benefit the Ghanaian populace. He emphasized that none of the NPP flagbearer aspirants have previously served as President, unlike former President Mahama, who has a dismal track record.

    Dr. Prempeh made these remarks during a meeting with delegates from his Manhyia South constituency on Friday, October 27, 2023, in preparation for the NPP Flagbearer elections scheduled for the following day.

    He acknowledged that the challenging global economic situation has resulted in governments facing declining popularity, which the NPP has not been immune to.

    Dr. Prempeh urged NPP members to convey the party’s accomplishments to Ghanaians, especially in light of these adverse conditions, in contrast to the NDC’s track record, which did not have to contend with similar external shocks.

    “We have to let the Ghanaian people know that, we haven’t made their lives all-rosy, we admit there are difficulties, but we are fixing the challenges.

    Another opportunity to continue the work we doing is better than giving a man whose ambition is just to complete his second term to equal the record of his predecessors,” he said.

    “I, Matthew Opoku Prempeh, I was named after a Muslim and the Regional Chief Imam of the Ashanti Region is my brother. What this should tell you is that, in my family some are Christians and some are Muslims. This situation is also existent in a lot of families. It is therefore unacceptable to create partitions and divisions on religious lines” he said.

    The Manhyia South legislator said, members of the NPP must be proud of the achievements of the government over the past 7 years and be resolute in canvassing for the party.

    “The unfortunate global happenings have made governments across the world unpopular, however the record will show that we have performed better even under these circumstances” he said.

    He said the NPP had been better managers of the economy than the John Mahama led NDC and expressed the optimism that the NPP was going to win the December 2024 elections.

    Energy Minister, Dr. Matthew Opoku Prempeh, has assured of Ghana’s commitment to develop a clean energy sector within the context of its energy transition framework.

    Contributing to a panel discussion on the energy sector at the opening session of UK-Africa Industrial Decarbonisation Ministerial Tour on Monday, 17th July, 2023, Dr. Prempeh said, Ghana has made great strides in developing a transition framework that will ensure a just and an equitable transition towards achieving net zero.

    According to the Minister, Ghana has also made significant progress in advancing its national energy policy.

    This he said is supported by the Ministry of Energy’s vision for a clean power sector and also underpinned by efforts to provide universal access to electricity by 2024 which currently stands at 88.85%, as well as increasing the installed capacity of modern renewable energy in the energy mix to 10% by 2030.

    The Minister who is also Member of Parliament for Manhyia South indicated that, the country’s energy transition framework is being implemented to the latter “our energy transition framework around which some of these bold decisions revolve has been developed to provide a clear-blue print towards achieving net zero in a just and an equitable manner, which provides a firm basis for the judicious exploitation of our other God-given energy resources”.

    The framework, the Minister emphasized is being developed into an investor-friendly one, as it provides key opportunities for strategic investment.

    According to the Minister, Ghana’s economy will be fueled largely by electricity with a future electricity demand modelled at 380,000 GWh with a corresponding installed generation capacity of 83GW by 2070.

    “An estimated 200Million ton of CO2 equivalent emission will be saved” he said.

    He further said that Ghana’s Nationally Determined Contribution to the Paris Agreement has been revised and presented at COP26 with new targets in key sectors of the economy.

    Emission reduction target he says stands at 68million tons of CO2. He called for massive investment in Ghana’s energy sector as he reiterated efforts at converting the energy transition framework into an investor-friendly one.

    The UK-Africa Industrial Decarbonization road show will continue in Edinburgh, Leeds and New castle in the coming days in July with the aim of bringing issues on the subject to the front burner for discussion.

    The effect of the exemplary leadership exhibited by Energy Minister, Dr Matthew Opoku Prempeh continues to permeate through the boundaries of Ghana, reaching Africa and the globe.

    On Saturday, July 8, Dr Matthew Opoku Prempeh, was named as the overall Africa Role Model in Politics and Governance at 14th MTN Pulse Africa Role Model Awards held at the Great Hall of the Kwame Nkrumah University of Science and Technology (KNUST).

    “You are dexterous, tolerant, resolute and endowed with political far-sightedness, a virtue not lost on your constituents and the public at large. A golden fish cannot be hidden,” portions of the citation presented to the Minister read.

    In a brief remark, the Energy Minister expressed gratitude to God Almighty and charged all to be patriotic citizens by contributing their quota.

    “I am humbled by this recognition and wish that together we contribute our quota to make our country great and strong,” he said.

    Later in a Facebook post, Dr Matthew Opoku Prempeh extolled the organisers of the awards, Young Professionals and Youth Coalition (YPYC), while noting that the life-time conferment as it “encourages me to continue to serve diligently, my country with all the energy I can muster.”

    “Inspired by one of the writings of Apostle Paul in his letter to the Philippines in Philippians 4:13 which talks about divine strength, I remain grateful to the almighty God for the resilience and fortitude in this journey. I also thank the organisers for the honour and recognition,” he wrote.

    He noted that it is an honour to join the league of past award recipients in this category like former Heads of State, His Royal Majesty, the Asantehene, distinguished academics, among other dignitaries in society.

    Dr Matthew Opoku Prempeh has duly been recognised for his hardwork and decision to Ghana.

    The University of Professional Studies, Accra, on Saturday, 24th July 2021 conferred an Honorary Doctorate Degree (Doctor of Humane Letters) on Energy Minister Dr. Matthew Opoku Prempeh for his outstanding performance in leadership.

    The Minister was honoured with the degree for exhibiting exceptional leadership qualities, leading to the successful implementation of government’s flagship Free Senior High School (FSHS) policy among other things.

    On June 17, 2023, school authorities of Prempeh College at a colourful event named a dormitory block after Energy Minister and Manhyia South MP, Dr Matthew Opoku Prempeh. 

    The honour according to the school authorities was in recognition of his outstanding contribution towards the transformation of the face of the school in recent times.

    Former employees of Busyinternet Ghana Ltd, Andy Ankomah and Nicolas Bill Aleander, have rendered an apology to the Minister for Energy, Dr Matthew Opoku Prempeh for accusing him of engaging in bribery and corruption in the process of awarding a contract to Busyinternet Ghana Limited during his time as Education Minister.

    The said apology letter dated June 20th 2023, has reached the office of Dr Matthew Opoku Prempeh.

    In the letter signed by the two employees, they state among others that, their allegations against the Minister were not backed by facts but were only sordid attempts at getting their unpaid salaries paid. “These were based on suspicions and not enough to consider the publication as 100% accurate” they said.

    The letter continued “Hon. Dr. Matthew Opoku Prempeh, former Education Minister was mentioned which was regrettable and as such it’s proper we offer an unqualified apology. We would also like to offer an apology to the Ministry of Education since the institution was mentioned in the publication and never meant to cause harm to their reputation.”

    This comes on the back of the two admitting to hiding behind the company’s official social media handles to allege wrongdoing on the part of Dr. Prempeh in the award of the said contract in 2019.

    According to them, they believed falsely, that once they go the route of mentioning the names of responsible public officials like the Minister who was involved in the contract, their management, against whom they have been pressing payment demands, will get into a panic mood and pay their outstanding salaries.

    The duo said, their approach was not politically motivated but only sought to get their unpaid salaries owed them by the management of the company and therefore resorted to the irresponsible act of drawing in an innocent public official in their staff-management impasse.

    They further called on the Energy Minister to intervene in their salary payment matter by speaking to their management for them.

    “Our emotions got the better of us in addressing the issue and will plead to your honourable office to broker a deal on our behalf to get our arrears paid”.

    The two further appealed to the Minister to grant them an audience for an in-person apology to be rendered. The said malicious posts on social media they say, have since been pulled down.

    Speaking at the 2023 energy sector retreat, the Vice President made the projection.

    Dr. Matthew Opoku Prempeh who was also present emphasized that the Ministry of Energy’s diligent monitoring of every aspect of the Gold for Oil value chain to ensure that the program’s objectives are successfully achieved without compromise.

    Both leaders have assured that the government is fully committed to ensuring Ghana reaps maximum advantages from the program.

    The Gold for Oil policy has been credited as one of the measures that have led to stable fuel prices.

    The Head of Financial Markets at the Bank of Ghana, Steven Opata, said the government’s policy had resulted in increased competition among traders of refined petroleum products, leading to reductions in prices at the pumps.

    As a result of the implementation of the policy, petroleum prices, which hovered averagely at GH¢15 in January 2023, now sells at about GH¢12 on the average and are expected to further go down in the coming months.

    As of May 29, 2023, the price of gasoline in Ghana was GH¢13.2 per litre, roughly $1.19, indicating a decrease from the prices in December 2022 .

    The implementation of the Gold for Oil programme commenced with the arrival of the first consignment of about 40,000 metric tonnes of diesel on January 15, 2023, valued at about $40 million.

    The National Petroleum Authority (NPA) in a statement said the prime objective of the programme is to use additional foreign exchange resources from the Bank of Ghana’s Domestic Gold Purchase programme to provide foreign currency for the importation of petroleum products for the country which currently stands at about $350 million per month.

    Payment for oil supply is to be done in two channels: by way of barter trade where gold is exchanged for oil or via broker channel where the gold is converted into cash and paid to the supplier.

    The first consignment of 40,000 metric tonnes of diesel constitutes about 10 percent of the country’s combined monthly demand for petrol and diesel.

    According to the NPA, the plan is to gradually increase imports under the programme to constitute about 50 per cent of the country’s total demand for petrol and diesel.

    The implementation of the programme will ease pressure on the dollar (the currency used for the importation of petroleum products) and avoid the occasional increases in petroleum prices resulting from the depreciation of the cedi against the dollar.

    In addition, the programme will ensure that the cost of importing the products from international oil traders will be comparatively cheaper.

    Dr. Prempeh, renowned for his role as the Minister for Education during the first term of the Akufo-Addo administration, played a pivotal role in successfully implementing the government’s flagship program, the Free Senior High School Policy.

    Moreover, he led various significant interventions in the education sector, making significant strides towards improving the quality of education in Ghana.

    Currently serving as the Energy Minister, Dr. Prempeh has been spearheading critical efforts in the energy sector, guided by five overarching vision areas.

    These areas include ensuring uninterrupted power supply, facilitating the availability of petroleum products to keep the nation functioning smoothly, and making concerted efforts to increase Ghanaian participation in the country’s petroleum resources.

    Dr. Prempeh has also led the development of the country’s energy transition framework, which provides a clear blueprint for Ghana’s equitable and just transition.

    The framework was launched by His Excellency the President during COP27 in Egypt last year.

    Dr. Prempeh has also been working assiduously on local content and participation in the energy sector and has initiated and implemented a number of interventions.

    This award, also comes on the back of the sterling relationship Dr. Prempeh as Minister continues to have with the civil service, the bedrock for the work at the various ministries of Ghana.

    This award has been described by many as unprecedented, given the cagey nature of the civil service especially in the conferment of such awards to the political class.

    It would be recalled that, Dr. Matthew Opoku Prempeh was named as Best Minister at the Africa Public Sector Conference and Awards in 2022.

    A number of awards and honorary conferments had preceded this as a result of his outstanding leadership in public service.

    Chief Director at the Ministry of Energy, Mrs. Wilhelmina Asamoah and Director Legal Ms. Fafa Kpodo were also named 6th Best Chief Director and Best Director respectively at the ceremony.

    Minister for Energy, Dr Matthew Opoku Prempeh, has chastised the Board Chairman of the Ghana National Petroleum Corporation (GNPC), Freddie Blay, for deliberately refusing to adhere to his directive with regards to working with South African National Company (PetroSA).

    In a letter dated October 28, 2022, to the GNPC Board Chair, the Energy Minister ordered that “the Corporation should cease any further negotiations with PetroSA on matters of PetroSA’s intended pre-emption of the JOHL stakes.”

    “The stakes were acquired by the Government of Ghana with State funds. The Government of Ghana has informed the South African Government through their Minister responsible for Natural Resources and Energy in a bilateral meeting on the sidelines of the African Energy Week, 2022 in Cape Town that Ghana would not approve any pre-emption of the JOHL stakes” it continued.

    But according to Dr Opoku Prempeh, Mr Freddie Blay ignored the wider interest of the government and Ghanaians and offered part of the Government acquired JOHL interest (7%) in the DWT to PETROSA.

    This, he said was not well thought through as the implication could be losses to the state.

    The President’s attention has also been drawn to the gross disrespect by the GNPC Board Chair.

    In a letter to President Akufo-Addo, the Energy Minister wrote:

    “The Chairman of the GNPC Board, in the letter under reference, is inviting PetroSA to preempt the 7% interest that was recently acquired by the Government of Ghana from Anadarko West Cape Three Points Company (“Anadarko”) and proposing an equal split of the Deep Water Tano (“DWT”) portion which would decrease the government’s interest.

    “We wish to bring this action of the Chairman, which is in direct contravention of the Government of Ghana’s express directives on the subject matter, to the urgent attention of His Excellency the President,” parts of the letter dated May 16, 2023, which was addressed to the secretary of the president read.

    As it stands now, Dr Matthew Opoku Prempeh has directed Mr Freddie Blay to withdraw the offer presented to PetroSA.

    “I direct that you cease and desist from any further flouting of the directives forthwith and withdraw the offer made to PetroSA in your letter of 23 April 2023 immediately,” the minister wrote in its letter to the GNPC Board Chair.

    The Minister for Energy, Dr Matthew Opoku-Prempeh, has informed the general public of the mismanagement happening at the Tema Oil Refinery (TOR) despite the many opportunities government has provided to revive the company.

    Engaging the media during the Electricity Company of Ghana’s (ECG) revenue mobilisation exercise on Wednesday, the minister stated that TOR sank a business opportunity in the premix fuel market.

    According to him, TOR is currently unable to account for condensate worth over $2.5 million.

    “I gave TOR a new business opportunity in the premix fuel market, that all the condensates from Ghana Gas should go to TOR for them to use it for blending and premix fuel. The last time I heard, over $2.5 million worth of condensate has got missing from TOR,” the Minister stated.

    TOR has been non-operational for some time now due to significant losses and according to the Energy Minister, a committee was set up to reconcile the losses.

    “They have over $500 million in debt sitting there. Go and look at how the debts are accumulated. People bring their crude to refine, and there are crude losses,” he added.

    Despite the challenges, Dr Matthew Opoku Prempeh says government is working relentlessly to ensure TOR is revived.

    Energy Minister, Dr. Matthew Opoku Prempeh, has assured the board of the Ghana Cylinder Manufacturing Company (GCMC) of his support for their initiatives to provide Ghanaians with top-notch service.

    When the Board of the company led by its chairman, Mr. Anthony Evans, called on Dr. Prempeh at the Ministry of Energy, he said these things.

    The main purpose of the visit was to formally introduce Mrs. Genevieve Sackey, the company’s recently appointed Managing Director.

    He specifically reassured the Energy Minister of the company’s strengthened resolve to serve the people of Ghana through their flagship programs, such the cylinder recirculation module, in response to some administrative concerns the Board Chairman voiced.

    Mrs. Sackey assured the Minister that she was ready to co-operate with the Board and colleagues to deliver on the mandate of the company.

    Energy Minister, Dr Matthew Opoku Prempeh on Tuesday (28 February) inaugurated the GIMPA-PURC Centre of Excellence in Public Utility Regulation (CEPUR) at the GIMPA executive conference centre.

    Speaking at the event Prempeh reminded the gathering of the need for academia and industry to take the call to research seriously.

    The minister called for a deeper nexus of industry and the corporate world to engage in quality and strategic studies aimed at finding practical solutions to real issues and actualise research findings to develop our economy.

    “The decision by the PURC and GIMPA to establish a Centre of Excellence in Public Utility Regulation; an institutional collaboration to promote and develop competencies and expertise in economic regulation for the electricity, water, natural gas, and other public utility service sectors, is timely and relevant,” he said.

    This, Prempeh said is because, emerging dynamics in the energy sector including the energy transition and energy security concerns, require a competent and skillful workforce that is ready to help position Ghana and Africa to secure sustainable outcomes for future generations.

    “I urge CEPUR to develop robust programs that will meet the contemporary trends in utility regulation and will also be time tested to suit the dynamics of future trends and requirements,” he added.

    “Whilst I congratulate the PURC and GIMPA on the occasion of the launch of the Centre of Excellence in Public Utility Regulation (CEPUR) and also, PURC’s 25th anniversary which was marked in October last year, I have no doubt that the PURC will challenge itself even more to attain higher laurels in the coming years, so as to consolidate its current place among utility regulators in Africa,” he said.

    Frances Awurabena Essiam, dismissed managing director of the Ghana Cylinder Manufacturing Company (GCML), has apologized to President Akufo-Addo over her inappropriate remarks.

    The vociferous immediate past MD of the Cylinder Company was dismissed from her position by President Akufo-Addo over undisclosed reasons and replaced with a new MD.

    Interestingly, after her dismissal, Frances Essiam clandestinely tendered her resignation letter from her post last Friday.

    She then went on media attack and accused the Minister for Energy, Dr Matthew Opoku Prempeh, of interference in her role as the Managing Director of the company.

    She lambasted the Executive Secretary to President Akufo-Addo, Nana Bediatuo Asante over his conduct in the whole saga.

    Frances Essiam claimed to have resigned on Friday February 24, 2023 but a letter from the Presidency signed by Nana Bediatuo Asante on February 21, 2023, went ahead and announced the appointment of Madam Genevieve Sackey as the new MD.

    This upon realisarion did not go down well with Frances who vowed never to accept any appointment from the President again saying she is a woman of integrity.

    “I’m a woman of substance. I don’t need any appointment from Nana Akufo-Addo. Loyalty, which is not respected, is not worth following and a party and nation that doesn’t reward its heroes and heroines is not worth dying for,” she said on UTV.

    Shockingly, Frances Essiam has issued a statement Monday, begging President Akufo-Addo after her pompous and attacks in media.

    “I have reflected on the incidents following my permanent resignation as Chief Executive Officer of the Ghana Cylinder Manufacturing Company Limited. Concerning your esteemed personality and ‘Office’ as The President and Primus Inter Pa-res of The Republic of Ghana and an elderly citizen, I render my sincere apologies to you.

    “Your Excellency, I remain a committed member of the New Patriotic Party. Accept my highest assurance and warm regards. I wish the Government the best in all its endeavours.”

    We’ll closely monitor every step in ‘Gold4Oil’ programme – Opoku Prempeh assures

    Energy Minister, Dr Matthew Opoku Prempeh has assured that his ministry will keenly monitor every step in the Gold for Oil programme value chain from the ship that brings the oil, through delivery to the BDCs, to the OMCs and to the pumps.

    This, according to Dr Opoku Prempeh will ensure that the purposes for which the programme was birthed, which are stable prices, lower prices and removing the foreign exchange conundrum are not defeated by the defects in the system.

    Dr. Prempeh was speaking at the 2023 energy sector retreat at Senchi in the Eastern Region, where the Ministry of Energy and its agencies have gathered to strategise for the year.

    The Minister said the programme will ensure the fuel security of the country and further charged the Bulk Oil Storage and Transportation Company (BOST) to collaborate seamlessly with the National Petroleum Authority (NPA) regulator of the downstream space to ensure robust implementation.

    The Minister further bemoaned the deliberate distortions in the media space around the policy and urged the NPA to keep updating the public on the nuances of the programme.

    The Minister who is also the Member of Parliament for Manhyia South said under the programme, the Chamber of Bulk Oil Distributors will not be allowed to negotiate on behalf of the Bulk Import Distributing and Export Companies (BIDECS) and thus said BIDECS who want to participate in the programme must apply to BOST

    “This programme, with stakeholders such as the Energy Ministry, Ministry of Lands and Natural Resources, Bank of Ghana, PMMC being led by the Vice President to all intents and purposes will provide the needed cushion to Ghanaians. We are taking steps to ensure that the premiums charged by the International Oil Traders are reduced, achieving some efficiency gains”

    The energy sector retreat which started on Friday 17th February will end on Monday, 20th February and is expected to further deepen efforts at ensuring reliable power supply and fuel availability for the Ghanaian people.

  • SREP to unlock additional financing opportunities in energy sector – Owuraku Aidoo

    The Deputy Minister for Energy, William Owuraku Aidoo, has said that Ghana’s Ghana Scaling-up Renewable Energy Program (SREP) will unlock additional financing opportunities to achieve accelerated and sustainable development of the country’s renewable energy sector and contribute to the goals of the country’s energy transition efforts.

    The deputy minister made this revelation when he represented energy minister, Dr. Matthew Opoku Prempeh, to launch the SREP and also inaugurated the SREP Steering Committee (SREP SC) and the Net-Metering Solar PV project Governance Council (SREP NMPV GC), at the Accra City Hotel.

    The Ghana SREP is a multi-donor initiative of the Climate Investment Fund (CIF), the African Development Bank (AfDB), the Swiss Government acting through its donor agency SECO and the Government of Ghana aimed at mobilizing financial resources to catalyze investment in renewable energy solutions, increase access to clean and reliable electricity services and support Ghana’s energy transition efforts.

    William Aidoo, who is also the MP for Afigya Kwabre South, added that the Ghana SREP will thus contribute significantly to the electrification of the last-mile rural communities and the attainment of the universal access to electricity target by 2025, as well as increase Ghana’s energy security through the increased renewable energy contribution in the generation mix of 10% by 2030.

    He stated that in May 25th 2022, Ghana signed two separate agreements with AfDB and SECO which consummated the mobilization of a total of US$85.18m as follows;

    1. Climate Investment Fund contribution amounting to US$28.49 Million, 2. African Development Bank contribution amounting to US$27.39 Million, 3. SECO contribution in parallel co-financing amounting to US$14.00m specifically to fund the NMPV Component, and 4. Government of Ghana Counterpart Funding amounting to US$16.00m.

    The US$85.18m will fund two flagship project components: (1) Mini-grid & Standalone Solar Home Systems project and, (2) Net-metered Solar PV Project, as well as the associated project management costs

    “The Mini-grid and Solar Home Systems project, will deliver 35 mini-grids, standalone solar PV systems for 750 SMEs, 400 schools, 200 health centres and 100 communities’ energy service systems in rural Lakeside and island communities in the Savanah, Northern, Bono East, and Oti Regions,” the deputy minister stated, adding that an estimated 84,255 Ghanaians living in remote rural communities will have access to clean and affordable renewable electricity.

    The Net metering solar PV (NMPV) project, he said, will deliver 12,000 units of roof-mounted net-metered solar PV systems to reduce the public sector electricity debt, impact positively on the Energy Sector Recovery Program (ESRP) and, improve energy security for small and medium-sized enterprises (SMEs) and households in the urban areas.

    The deputy minister expressed government’s deep appreciation for the support it has enjoyed and continues to enjoy from the donor community, particularly the AfDB and the Swiss Government through SECO, and gave the assurance that Government of Ghana will honour all her obligations under the project.

  • NEDCo special revenue protection taskforce launched

    The Northern Electricity Distribution Company (NEDCo) special revenue protection taskforce was established by Minister of Energy Dr. Matthew Opoku Prempeh at Yendi in the Northern region.

    The task force’s goal is to launch an aggressive campaign to mobilize money for NEDCo in its operational locations.

    In addition to Terence Ninnang, who serves as Chairman of the Special Revenue Protection Taskforce, the group’s other members include Ali Phillip, Hilda Alhassan, Abdul-Malik Hussein, Winfred Sewua, Ayishetu Ayamga, Elvis Demuyakor, John Yamoah, and Alexander Otu-Larbi.

    Dr. Prempeh disclosed that the king of Dagbon, Ndan Ya Na Abubakari II, has been appointed as an automatic member of the Special Revenue Protection Taskforce to serve as an ambassador and ensure effective collection of revenue for needed development in the region’s energy sector.

    The energy minister called for support from the king of Dagbon to help NEDCo officials with the installation of new pre-paid meters in Dagbon.

    The Managing Director of NEDCo, Osmani Aludiba Ayuba, lamented the increasing rate of power-theft – noting that the sustainability of NEDCo is under threat.

    He said losses in the Northern area, Tamale in particular, constitute an existential threat to NEDCo. Whereas losses in the Northern area are around 45 percent, the case in Tamale Township is around 48 percent. “The power-theft situation in Tamale, if not addressed immediately, can cause the collapse of NEDCo in the very foreseeable future.”

    Mr. Ayuba stated they have procured some smart pre-payment meters, mainly to replace the other types that lend themselves more readily to manipulation and power-theft.

    The NEDCo Managing Director said management, under the auspices of the Ministry of Energy, has constituted the Special Revenue Protection Taskforce to help collect revenue in the region.

    “We have put in some pragmatic steps toward improving our overall customer-centredness with your support and cooperation.”

    The king of Dagbon, Ndan Ya Na Abubakari II, commanded government for its continuous commitment to providing affordable electricity for Ghanaians.

    He said it is breathtaking to see the determination of government through the Ministry of Energy to provide affordable electricity for Ghanaians in furtherance of government’s pledge to the Ghanaian people.

    “The good leadership you exhibit at your ministry has sown a seed of hope and expectation in the people for government.”

    According to Ndan Ya Na Abukari II, during the Energy Minister’s efforts, the Dagbon kingdom has experienced for the first time the building of eight solar power plants by Ghana’s Bui Power Authority with a total capacity of 259 MWp, in Yendi and other parts of the Northern Region.

    He said building the solar power plants will consolidate the development of renewable energy in Ghana, adding: “The plants location sites in the north include Yendi, Buipe and Sawla in the Savannah Region, and Zebilla and Bolgatanga in the Upper East region – which is a blessing for the people of Dagbon and the north as a whole”.

    Ndan Ya Na noted that apart from the plants’ intended purpose of providing a reliable and affordable power supply, they will also serve as a source of employment for people in the country’s northern parts.

    He however appealed for government to speed up the ongoing rural electrification projects in the kingdom, and also consider the remaining communities which are yet to be awarded on contract.

    “I believe that the efforts by government in the energy sector will help address some challenges in other sectors of our economy.”

  • NAPO set to improve NEDCo’s revenue generation with collection taskforce

    Energy Minister Dr. Matthew Opoku Prempeh will convene the Northern Electricity Distribution Company Limited (NEDCorevenue )’s collection Taskforce as part of efforts to dramatically increase the company’s revenue generating.

    The company’s Northern Operational Area, which comprises the Northern and Savannah Regions and some areas of the Oti Region, will generate more money after the debut in Tamale on December 12, 2022.

    Power theft is the main reason NEDCo loses up to 45% of the power it sells each month.

    The company’s monthly revenue from the Northern Area is about GH¢24million but could have been higher if not for power theft. It also means that more than GH¢10million is lost monthly, which amounts to over GH¢120million a year.

    This does not include losses from its other operational areas including Sunyani, Techiman, and Upper East, Upper West, and North-East Region.

    The Public Utilities Regulatory Commission (PURC), the utility regulator, allows for a lost margin of 22 percent for power utilities. NEDCo ended 2021 with total losses of 27 percent.

    Manager, Technical Audit of NEDCo, Ing. John Yamoah, at a media workshop recently, revealed that losses in Tamale stand out among the rest at 48 percent.

    NEDCo, which recorded GH¢884million in total revenue in 2021, lamented that the huge monthly losses make it difficult to invest in new equipment and infrastructure needed to ensure quality and reliable electricity supply within its jurisdiction.

    Earlier this year, NEDCo, a subsidiary of the Volta River Authority, in its justification for improved tariffs to the utility regulator, submitted that apart from inadequate revenue from tariffs, it was confronted by high losses due to power theft, faulty metres, and unbilled customers, which it said was particularly high in the Northern Area, comprising Northern and Savannah Regions and some parts of Oti Region.

    Meanwhile, non-payment by Ministries, Departments and Agencies (MDAs), standing at GH¢1billion at the end of 2021, and lack of metering for street lighting and others, were among the challenges captured in its proposal to the regulator.

    To ensure the supply of quality and reliable electricity, it is estimated that NEDCo requires GH¢8billion, approximately US$ 844 million to modernise its infrastructure.

    Sam Nartey George, the member of parliament for Ningo-Prampram, has criticised ministers and lawmakers from the New Patriotic Party (NPP) who quit their positions to travel to Qatar to witness the 2022 World Cup.

    The MP stated in a tweet that one benefit of the Black Stars’ loss to Uruguay in their final World Cup group match in Qatar in 2022 is that the authorities who disregarded their responsibilities will return home.

    Parts of the MP’s tweet said, “Now can our government officials come back home to their real duties.”

    The minority caucus in parliament expressed concern on Tuesday about the absence of members from the Majority side of the House.

    The concern was anchored on the premise that the debate on the 2023 budget, as presented by the Minister of Finance, Ken Ofori-Atta, was expected to start with a race to pass the Appropriation Bill in time.

    Though no official reason was given for the mass absence of the majority members, GhanaWeb checks show that some of the majority Members of Parliament (MPs) were out of the jurisdiction.

    At least three of them were spotted in Qatar, where the 2022 FIFA World Cup is ongoing.

    One of the MPs who has been in Qatar for the past two weeks is Mustapha Ussif of Yagaba-Kubori, who doubles as Minister of Youth and Sports.

    Minister of Communications and Digitalisation, who doubles as the Member of Parliament for Ablekuma West Constituency, Ursula Owusu-Ekuful, was also spotted in Qatar, according to social media posts.

    Minister of Energy and Manhyia South MP, Dr. Matthew Opoku Prempeh is also in Qatar cheering on the Black Stars.

    Patrick Yaw Boamah, Okaikwei Central MP is also in Qatar, where he has been sharing photos of himself on the streets and at the stadium supporting Otto Addo and his charges.

    The Black Stars were eliminated from the 2022 FIFA World Cup after losing by 2-0 to Uruguay in their final match of the group stages.

    Giorgian de Arrascaeta’s two goals for Uruguay were not enough to get them through to the next round of the tournament as South Korea beat Portugal 2-1.

    The Black Stars had a slow start in the game as Uruguay was on fire from the blast of the whistle.

    However, Ghana’s first chance in the game which fell to Jordan Ayew nearly saw him score but Sergio Rochet pulled a good save which saw Kudus go in for a rebound.

  • Local content participation key for enhanced oil exploration in Ghana – NAPO

    The Petroleum Commission’s 2022 Local Content Conference and Exhibition was officially launched on Tuesday in Takoradi by Energy Minister Dr. Matthew Opoku Prempeh, who called for increased exploration and production efforts in the framework of the energy transition.

    Speaking to business leaders and stakeholders, Dr. Prempeh took advantage of the occasion to reiterate his commitment to local participation and content, which, in his view, is the means by which the nation may generate value through the use of the hydrocarbon resource.

    The Minister said in spite of the fact that the energy transition concerns keep growing by the day, with calls for reduction in the production and consumption of fossil fuels, the rate of growth of alternative energy sources are not keeping up with pace to replace fossils fuel in the global energy mix.

    This, he explained, clearly shows that fossil fuels will continue to be part of global energy mix in the foreseeable future.

    “This has led to the recognition that oil and natural gas play critical roles in today’s energy and economic systems, and that, affordable and reliable supplies of liquids and gases (of different types) are necessary parts of a vision of the future. This could be possible if the oil and gas industry takes the necessary steps to deploy the requisite technologies in their E&P activities to minimise the adverse impacts of their operations on the climate. As such, it opens a way – which some companies are already following – for the oil and gas industry to engage with the “grand coalition” that we in Ghana considers essential to tackle climate change” he said.

    The Manhyia South lawmaker further said the sustainability of local content development in Ghana’s upstream oil and gas sector depends on a healthy pipeline of E&P projects and activities underpinned by its highly prospective sedimentary basin and attractive fiscal regime. Within the last five (5) years, six significant discoveries have been made offshore Ghana, of which five (5) are pending appraisal and development.

    “With a healthy pipeline of oil and gas discoveries awaiting development, Ghana’s crude oil production is forecast to reach about 400,000 barrels per day and 600 MMscf of natural gas export per day by 2028. This growth in oil and gas production is expected to be unlocked through the upside maturation of already discovered reserves and the development of new discoveries” the Energy Minister noted.

    Dr. Prempeh however said the vision of government for the energy sector is to develop a modern, diversified, efficient, and financially sustainable “Energy Economy” that will ensure that all Ghanaian homes and industries have access to an adequate, reliable, affordable and environmentally-sustainable supply of energy to meet their needs and to support the accelerated growth and development agenda we all envisage for the country.

    The role he said of the petroleum sector, especially within the natural gas sub-sector in achieving this vision cannot be overemphasized.

    “It is expected that indigenous gas production will not only offer the nation a clean energy source to meet Ghana’s commitments under the Paris Agreement, but also cost-effective fuel for power generation on reliable basis” he added.

    The 2022 edition of the Local Content Conference marks the return of the conference to its in-person nature after it halted due to the limitations of the COVID-19 pandemic.

    The event which ends on Thursday, November 24, 2022 is expected to provide opportunities for networking towards the development of not only local content but the entire upstream petroleum industry.

     

  • TOR yet to refine crude 8 months after new MD, board appointment – INSTEPR

    Even with new management and a new Board in place, the Tema Oil Refinery (TOR) has not been able to resume processing crude oil, which has alarmed an energy think-tank called the Institute for Energy Policies and Research (INSTEPR).

    On March 2, 2022, the board of directors and the current managing director, Jerry K. Hinson, were chosen. Eight months later, the refinery has not yet started up again.

    “The majority of Ghanaians are wondering why Tema Oil Refinery isn’t operating.
    The cost of petroleum goods has increased by more than 150% in recent months.
    Because to the rise in the cost of products and transportation, the average Ghanaian has been put through tremendous hardship, according to a press release from the Energy think-tank.

    The Institute for Energy Policies and Research (INSTEPR) says the situation is becoming worrying to industry experts as the “majority shareholder of the refinery[government] has been quiet on any plans to get the refinery working to cushion the suffering of Ghanaians.”

    The last time the TOR refined crude oil was in April 2021, just before the appointment of the Interim Management Committee (IMC) on June 15, 2021, which was later replaced by a permanent MD and board.

    But even before the new current MD and board took office, the Energy Minister, Dr. Matthew Opoku Prempeh, at the inauguration of the IMC, tasked it to, among other things, receive and assess viable partnerships towards reviving TOR.

    Although the three-member IMC was at TOR for nine months, INSTEPR said no progress was recorded during the period, as there was neither procurement nor refining of crude.

  • CWM paying for only 20% of power ECG buys

    Currently, only 20% of the power Electricity Company of Ghana (ECG) purchases from Independent Power Producers is paid for through the Cash Waterfall Mechanism (CWM) (IPPs).

    The unpaid balance of the remaining 80% keeps growing, going from US$996 million in September 2022 to US$1.2 billion in October.

    By allocating the profits from electricity sales proportionately among the relevant energy sector participants involved in the value chain of the electricity supply, the CWM aims to pay off debt associated with the power sector.

    After initially proving to be relatively cost-effective in controlling the sector’s debt in the past, the mechanism, according to the Chamber of Independent Power Producers, Distributors and Bulk Consumers (CIPDiB), is increasingly becoming unavailing, as it is unable to pay for 80 percent of the power IPPs sell to the ECG.

    “The Cash Waterfall Mechanism pays only 20 percent of our delivered energy invoices,” laments the Chamber’s Chief Executive Officer, Elikplim Apetorgbor.

    The remaining 80 percent, he noted, keeps adding to the arrears which stood at US$1.2billion at October ending.

    He explained that the ECG’s inability to effectively collect revenue from consumers inevitably renders the CWM unsuccessful; hence the need for more enduring solutions to address the sector’s huge indebtedness.

    The ECG, the country’s main power utility, buys electricity from IPPs and others, and distributes it to consumers in southern parts of the country.

    However, due to weak revenue collection, the ECG is in some cases unable to pay for as much as 80 percent of the power it buys from generation companies like IPPs and state-owned Volta River Authority, leading to a build-up in arrears.

    For instance, its annual losses – technical and system – are about 30 percent of its revenue: far above the regulator’s allowable loss margin of 23 percent.

    As a result, the company loses around GH¢3.2billion yearly, according to Minister of Energy, Dr. Matthew Opoku Prempeh.

    “The Cash Waterfall Mechanism was meant to provide a transparent and fair formula in the disbursement of any revenue that ECG rakes in. It will interest you to know that we lost the transparency objective. The last time the Cash Waterfall Mechanism Committee shared a report with us was in the first quarter of 2021,” Mr. Apetorgbor said.

    ECG thinks otherwise

    The ECG, when contacted concerning the claims by IPPs, denied that the CWM currently pays for 20 percent of the power it buys from generation firms.

    Its Managing Director, Samuel Dubik Mahama, told the B&FT that about 73 percent of what his company buys from the IPPs was being paid for and not 20 percent.

    Broken promise

    Sensing that the CWM alone would not be enough in curbing power sector-related debt, the government through the 2022 budget announced a novel fund, dubbed Delta Fund, to clear outstanding payments to IPPs.

    However, a year on the Chamber, which is the official mouthpiece for the IPPs, said nothing has since been heard concerning the said fund.

    “We have been promised Delta Fund to pay up the outstanding. To date, no company has received any payment from such Delta Fund, if it exists,” Mr. Apetorgbor stated.

    Impact of arrears on loan commitments

    According to the Chamber’s CEO, some IPPs have defaulted on their loan commitments as they struggle to receive reasonable payments for the power they sell to ECG.

    Explaining further, Mr. Apetorgbor said: “The danger is that most of us are in loan repayment default”.

    This, coupled with rapid depreciation of the cedi and inflation, he bemoaned, is adversely affecting their operations.

  • Opoku Prempeh woos European support for Africa’s energy transition

    The Minister of Energy, Dr. Matthew Opoku Prempeh, has told world leaders that the aim of Africa is to develop without being caught up in a place of pollution.

    He said that the need for the developed world, including Europe, to transition in the area of energy, should be done hand in hand with Africa and not in a way that gives the continent the impression that it is not invited.

    Making a spirited contribution as a guest during a forum held on the sidelines of the 2022 United Nations Climate Change Conference in Egypt, the minister urged the world’s leaders to be equally interested in Africa’s transition.

    “Africa doesn’t want to pollute to develop. We want to have clean, sustainable, reliable, affordable energy to develop but someway somehow, somebody must pay for it. If you want Africans to pay for it, it will take a longer time so don’t tell me that when I say I’ll transit in 2070, you say it’s not ambitious. It is very ambitious in Ghana if I have to find 562 billion to do my transitional plan,” he said.

    Dr. Matthew Opoku Prempeh explained further that Africa needs support to go through the right channels in doing this right alongside the rest of the world.

    “So, for those who are talking, and we all know for the poor person who is hungry, he doesn’t care about where the food is coming from; he has to feed the family. So, if you want the food to come from a place, then provide him the access, the ability to be able to cultivate and do the needful.

    “So, all Africa is saying is that this transition, we all want to participate. It must be just, it must be fair, it must be equitable and not at the expense of Africa,” he stated.

    The minister also stated that there is the need for the world leaders to know that energy is a must for all.

    He said that while he calls for support for Africa, should it not come, the continent will develop nonetheless but not through the right channels.

    “Energy is not a luxury; it’s a fundamental right and so governments must work to ensure that the whole population has access to energy, to develop socio-economically… when a person doesn’t have energy, how does the person become productive?… the world should understand that if they don’t support Africa through grants, leverage funds, concessional funding, and also taking the hard work out, Africa will develop anyway, and they might develop through the bad way,” he said.

  • Ghana remains committed to promoting clean cooking sources – Energy Minister

    Energy Minister, Dr. Matthew Opoku Prempeh has reaffirmed Ghana’s strong commitment to promoting clean cooking anchored on its 2030 agenda of 50% of its population having access to LPG.

    Dr. Prempeh was speaking on the 10th November, at a Kingdom of Saudi Arabia’s Clean Fuels Solutions for Cooking Event which is part of the 2nd Middle East Green Initiative on the margins of COP 27 ongoing at Sharm El Sheikh, Egypt.

    The event was under the patronage of His Royal Highness Mohammed Bin Salman, Crown Prince of the Kingdom of Saudi Arabia.

    The Minister said Ghana’s strategy for clean cooking is to improve the efficiency of cooking fuels production, transportation to markets, value addition and promotion of efficient end-user technologies. He said by the end of 2030, Ghana will reduce the use of firewood and charcoal for cooking to below 30% which will improve our overall carbon footprint.

    He added that the country will also increase access to LPG for household use to 50% from 36.9% at 2021 and provide LPG for commercial catering particularly in schools and other Government institutions.

    The Minister who is also Member of Parliament for Manhyia South said as the demand for clean cooking solutions is growing, there is the need to turn attention to the efficient exploitation of the natural resources that are required for the clean cooking ecosystem.

    “We need effective coordination and transparent accounting systems to unlock the enormous carbon financing opportunities and drive investment into the clean cooking sector” he said.

    The current disruption in the global supply chain due to COVID-19 and other geopolitical challenges, according to the Minister makes it imperative to bring clean cooking interventions closer to markets.

    He therefore called for the need to develop local capacity along the entire value chain to support the catalytic growth of the clean cooking industry globally.

    “Ghana is building capacity through a number of technical cooperations including the GIZ-TVET, the Senior High Schools Renewable Energy Challenge which have triggered interest in research and development and innovation in renewable energy and clean cooking solutions for the Ghanaian market and beyond. With support from the World Bank, Ghana is developing the National Clean Cooking Strategy and Investment Prospectus to provide the framework for the promotion and development of the industry” he said.

    He continued “Ghana with support from the World Bank successfully launched the result-based National LPG Promotion Programme on September 6th, 2022. The objective of the programme is to provide government interventions that would accelerate the switch from unclean fuels to LPG in a bid to achieve the goal of 50 per cent access by 2030.

    “Government will distribute about 2million LPG stoves and install LPG cooking systems in institutions that cook on a large scale under this programme. These interventions complementing the Cylinder Recirculation Model will enable Ghana reach its targets aforementioned.”

    Dr. Prempeh indicated Ghana’s readiness for cooperations and partnerships to scale up Ghana’s National LPG Promotion and Improved Cookstoves Promotion Programmes.

    It said investment into gas infrastructure, in particular, is needed to optimise domestic gas utilisation; while a comprehensive plan to seize opportunities in the emerging decarbonisation solutions will position the country to accelerate oil production and increase the sector’s contribution to economic development amid the global energy transition process.

    The need to incentivise exploration, accelerate appraisal and development, the Chamber’s Chief Executive Officer David Ampofo explained during the maiden oil and gas conference in Accra, is underpinned by the prospects of multi-billion-dollars-worth of domestic petroleum assets being stranded due to the energy transition. “It is all about discoveries that actually enter production. We have 14 petroleum agreements with only three producing fields,” Mr. Ampofo said.

    He, therefore, noted that: “Our competitiveness largely lies in the business environment that we create for businesses to operate in. We need investors to see Ghana as an attractive investment destination”,

    While the norm has always been incentivising new international oil companies (IOCs) to take up opportunities in the upstream industry, the Chamber believes those already operating in the space should be encouraged to increase their stake.

    Gas as transition fuel

    Ghana is endowed with tremendous gas resources, globally considered a transition fuel. Against this backdrop, Mr. Ampofo said a comprehensive gas strategy to link the upstream sector to the downstream is urgently required.

    For his part, the Minister of Energy, Dr. Matthew Opoku Prempeh, in a speech read on his behalf said efforts should be channelled at establishing adequate infrastructure for processing, transportation and utilisation of gas in the county, as the availability of adequate infrastructure will open up gas’ enormous potential. “Gas is already playing a critical role in our domestic and industrial activities, and the availability of additional infrastructure will give it a further boost,” he said.

    He added that National Energy Transition Framework anticipates the use of Compressed Natural Gas (CNG) vehicles in place of petrol/diesel vehicles in the coming years, thereby presenting opportunities for the monetisation of natural gas.

    Dr. Opoku Prempeh further revealed that a Gas Master Plan, which is still under review, anticipates that gas will be utilised for fertiliser, ceramics, methanol, steel, aluminium and glass production among others. “Increasing gas production and establishing additional infrastructure will be indispensable if this potential gas demand is to be met,” he said.

    Organised by the Ghana Upstream Petroleum Chamber, the conference was themed ‘Transitioning to a Low Carbon Economy’.

  • Ghana’s energy transition to prevent over 48,000 premature deaths annually – Dr Opoku Prempeh

    Energy Minister, Dr Matthew Opoku Prempeh, has revealed that the implementation of government’s energy transition plan will help save the lives of over 48,000 Ghanaians, who on the other hand would have died prematurely due to air pollution.

    According to the Minister, the energy transition plan will, among other things, “mitigate 200 million tonnes of carbon dioxide from greenhouse gas emissions, minimising energy-related indoor air pollution and associated diseases.”

    With the expected improvement in air quality, he said, “it is estimated that forty-eight thousand, two hundred and eighteen (48,218) premature deaths will be avoided annually.” 

    Using 2012 data, the World Health Organisation (WHO) estimated the annual health impacts of ambient air pollution in Ghana (approximately 28 million people) to be 5,729 premature deaths.

    Dr Matthew Opoku Prempeh disclosed this information in a Facebook post on Wednesday when he announced that Ghana’s framework on energy transition was showcased at a High-Level Event organised by Bloomberg Philanthropies on Sustainable Energy for All on the sidelines of the ongoing COP27 in Sharm el-Sheikh, Egypt.

    The Minister also indicated he and the National Energy Transition Committee were “delighted to witness the outdooring of the framework” done by President Akufo-Addo on November 8, 2022.

    In his address, the President noted that it has become imperative for Ghana to develop plans and strategies toward the creation of a net-zero energy sector while aggressively pursuing the nation’s economic development.

    Ghana is required to reduce her carbon dioxide emission levels as she is a signatory to the Paris Agreement and other international conventions.

    The Energy Minister has assured the public that in preparing the energy transition plan, all existing policies and programmes that are being implemented towards achieving Ghana’s nationally determined contributions were considered.

    According to Dr Opoku Prempeh, the Energy Ministry “will continue to work hand-in-hand with other stakeholders to ensure  that we are able to meet our energy transition targets and help improve the quality of life of Ghanaians.”

    The National Energy Transition Committee was instituted in December 2021, by the Energy Minister, to engage all relevant and related stakeholders across the length and breadth of the country.

    Since its establishment, the Committee, led by Dr Matthew Opoku Prempeh, has engaged the National House of Chiefs, Judicial Service, Council of State and National Union of Ghanaian Students (NUGS), among others on the country’s energy transition plan.

  • Climate polluter nations must pay up for losses – Action Aid

    Country Director of ActionAid Ghana, John Nkaw, has urged wealthy polluter nations to shoulder financial responsibility for the harm that climate change
    causes to the most vulnerable and underdeveloped nations.

    Addressing attendees at the National Climate Change Seminar in Accra, Mr Nkaw stated that the startling shifts in the climate are
    having a toll on scores of farmers in vulnerable nations like Ghana, thus the need for developed countries to support vulnerable countries.

    “These sad realities demand our collective action to prevent a further increase in the wealth gap. We must continue our campaign for the establishment of an
    international financing facility to help vulnerable countries recover and rebuild in the aftermath of climate disasters,” he indicated.

    However, he added that regular and diverse climate change research is critical to improving stakeholders’ understanding of adaptation. Engaging in such research, he said, will also influence private and public activities to attract investors to vulnerable communities.

    “The net effect of ongoing climate change is affecting agricultural production. These changes have impacted negatively on people
    already living in poverty, who have become vulnerable to prolonged droughts, floods among other climate-induced impacts,” he added.

    The seminar helped to raise awareness of the effects of climate change on farm households, facilitate interaction with government agencies, and publish research findings on Ghana’s climate change situation.

    Climate change, which impacts both developed and developing countries, remains one of the world’s greatest threats. Despite contributing the least
    to existing global climate action interventions, Africa is one of the continents most vulnerable to climate-related disasters.

    According to the most recent study from the UN’s climate panel, the harmful effects of climate change are intensifying faster than scientists predicted less than ten years ago.

    It stated that while many effects are unavoidable and will disproportionately affect the world’s most vulnerable populations, governments working together to reduce greenhouse-gas emissions and prepare communities for climate change could still prevent the worst outcomes.

    According to the Ministry of Finance (MoF), the impact of climate change on agriculture and the environment was estimated at US$6.3 billion in 2017.

    The African Development Bank has disclosed that the continent will require approximately $3trillion for climate adaptation programs by 2030 in order for
    African economies to enact national commitments.

    On the other hand, the World Bank report on Ghana’s climate risk profile predicts that the country’s average temperature will rise by 1°C to 3°C by mid-century and 2.3°C to 5.3°C by the end of the century.

    It added that the country’s northern and inland areas are likely to be warm on a regular basis. Meanwhile, the World Bank has offered Ghana a $3 million grant to shield local communities from the impacts of climate change.

    This was announced by President Akufo-Addo when giving a speech at Ghana’s pavilion at the ongoing 27th United Nations Conference on Climate Change (COP27), on Wednesday, November 10, 2022.

    People present at the conference were Lands and Natural Resources, Samuel Abu Jinapor; Energy, Dr Matthew Opoku Prempeh, other state officials and the Minister of Environment, Science, Technology and Innovation (MESTI), Dr Kwaku Afriyie.

     

  • ECG’s debt to IPPs nears US$1 billion

    The Electricity Company of Ghana (ECG) owes Independent Power Producers (IPPs) some US$996million for power purchased.

    The arrears, accumulated between 2021 and this year, stood at US$900million as at last May but have now risen to US$996million at the end of September 2022 due to ECG’s inability to fully pay for the power it buys from generation firms.

    The debt had dropped significantly to about US$400million at a certain point last year, but has jumped close to the billion-dollar mark.

    Meanwhile, between January and September this year the amount due the IPPs was US$1.5billion – of which only US$545million has been paid.

    The Chamber of Independent Power Producers, Distributors and Bulk Consumers (CIPDiB), a mouthpiece for the IPPs, had earlier this year lamented that the situation was causing IPPs to record huge forex and interest losses.

    “The problem is that looking at the cedi’s free-fall and the time of our reconversion to pay our suppliers or lenders, we end up making a lot of forex losses,” its Chief Executive Officer, Elikplim Kwabla Apetorgbor, told the B&FT.

    He said this in May when the cedi enjoyed relative stability and the general economic outlook was somewhat positive, and insisted that companies which have contracted loans were recording huge interest and forex losses because of outstanding payments due them.

    State-owned ECG, the country’s main power utility, buys electricity from IPPs and others and distributes to consumers in southern parts of the country.

    However, due to weak revenue collection, the ECG is in some cases unable to pay for as much as half the power it buys from generation companies like IPPs and state-owned Volta River Authority, leading to a build-up in arrears.

    For instance, its annual losses – technical and systemic – are about 30 percent of its revenue: far above the regulator’s allowable loss margin of 23 percent.

    As a result, the company loses around GH¢3.2billion yearly, according to Minister of Energy, Dr. Matthew Opoku Prempeh.

    If not addressed, it is feared that the arrears could pile up to unsustainable levels.

     

  • Ghana committed to achieving universal electricity access by 2024 – Dr Opoku Prempeh

    Energy Minister Dr Matthew Opoku Prempeh has said that Ghana is committed to mitigating and addressing the negative impact of climate change on the country and increase access to energy for socio-economic development.

    To achieve this, the National Energy Transition Framework has been developed after wide consultation with all stakeholders within the energy space.

    Dr Opoku Prempeh, who  made this known during the COP27 in Egypt November 8, 2022, added that Ghana is in pole position to achieve  universal electricity access by 2024, which is remarkable given that the Sustainable Development Goals ( SDGs) put the year to achieve this at 2030.

    “Ghana is a signatory to the Paris Agreement, and is committed to its nationally determined target to address the adverse impact of climate change and increase access to energy for socio-economic development. The energy sector is one of the high emitting sectors and therefore requires critical decisions if Ghana is to achieve net zero ambitions.

    Consequently, the National Energy Transition Framework has been developed [ in consultation with stakeholders]  for Ghana’s energy transition,” Dr Prempeh said.

    With respect to access to electricity, Dr Opoku Prempeh revealed that Ghana’s electricity access rate stands at an impressive 88.5% and a 100% is targeted to be achieved in 2024.

    “Ghana aims to achieve Universal Electricity Access by 2024 well ahead of the SDG target. Currently Ghana stands at 88.54 of electricity access rate,” he added.

    The Conference of Parties ( COP27) which discusses climate change issues is currently ongoing in Egypt. Ghana’s President is in attendance and has called on richer countries to redeem their pledges on cutting down harmful emissions and helping poor countries deal with climate change.

  • Let’s unite against attempt to stop oil and gas exploitation in Africa – Napo speaks at COP27

    Ghana’s Minister for Energy, Dr. Matthew Opoku Prempeh, has charged his colleague Ministers for Energy at this year’s United Nations Climate Change Conference (COP27) in Egypt to have a united voice and stand up against attempts by environmentalists pushing for Africa to abandon its gas and oil resources and instead shift to renewable energy sources.

    “We should not allow ourselves to be divided,” Dr Matthew Opoku Prempeh made the call during a panel discussion at the recent African Energy Week 2022 in Cape Town, South Africa.

    According to Dr Opoku Prempeh, Africa is awash with huge minerals and oil and gas resources and, therefore, cannot abandon them while the majority of the youth are without jobs and struggling to survive.

    Dr Opoku Prempeh stated categorically that Africa would continue to exploit its mineral resources to bring development and lift the majority of the people from poverty.

    He warned that any attempt to abandon the continent’s huge mineral resources could trigger chaos.

    “We are going to use what God has given us to develop our nations,” he said.

    Using Ghana as an example, Dr Prempeh said millions of Ghanaians do not have jobs and “you want me to go and stand in front of them and say we’re not going to exploit our oil and gas? There will be a coup,” he stated.

    According to him, it appears that some people deliberately want to set up African leaders for coup d’état.

    “It was an existential threat for Africa to be told that don’t exploit your oil resources,” Dr Matthew Opoku Prempeh pointed out.

    Making a strong case for why oil and gas resources have to be exploited and not abandoned, Dr Matthew Opoku Prempeh said God in His wisdom created the sea, wind, and sun and put oil and gas resources under the earth for man’s exploitation.

    Shooting down the argument and supporting the shift from the use of fossil fuels to renewable sources of energy, Dr Matthew Opoku Prempeh said if the answer to energy security was in, say, solar energy, God would not have put oil under the desert of Saudi Arabia because of the abundance of sun.

    “If we are going to participate in the energy transition process, we are going to use what God has given us to achieve that,” he stated forcefully.

    “Why did God put oil in Gabon. He put the trees and He put the oil. We have to exploit both. You can’t say you want to exploit one and leave the other. How are you going to exploit one without touching the other?” He quizzed.

    COP27 is scheduled for November 7 and 18 in Egypt.
